1. Neue Förderprogramme in Bayern und im Saarland
Bayern startet das 10.000-Häuser-Energieprogramm für Ein- bis Zweifamilienhausbesitzer. Das
Saarland unterstützt mit dem Programm ZEP kommunal Landkreise und Kommunen. Die Landesre-
gierungen haben dies nach langen Beratungen in den Fraktionen und Ausschüssen der Landespar-
lamente durchgesetzt. Die Förderprogramme zeigen die Bedeutung der Bundesländer hinsichtlich
der Gebäudeenergieeffizienz.
Bayern verabschiedete am 23. Juni das 10.000-Häuser-Energieprogramm. In den kommenden drei
Jahren sollen dafür insgesamt 90 Mio. EUR zur Verfügung gestellt werden. Das Programm adressiert
Ein- bis Zweifamilienhausbesitzer. Die Förderung ist zweigeteilt, in den Programmteil „EnergieSys-
temHaus“ und in den Programmteil „Heizungstausch“. Unter ersteren fallen Energieeffizienz-
Maßnahmen, wie etwa die Dämmung des Hauses. Hierfür wird ein Zuschuss zwischen 3.000 und
9.000 EUR gewährt. Im Programmteil „Heizungstausch“ wird der Austausch veralteter Heizkessel
durch moderne Anlagen (u.a. KWK) gefördert. Das 10.000-Häuser-Programm startet im September
2015.
Das Saarland hat im Mai 2015 das Förderprogramm ZEP kommunal auf den Weg gebracht. Dieses soll
die Energieeffizienz und Nutzung erneuerbarer Energien in kommunalen Gebäuden fördern. Das
Programm ZEP kommunal läuft bis zum Jahr 2020 mit einem Volumen von 18 Mio. EUR und wird aus
Mitteln des Europäischen Fonds für regionale Entwicklung (EFRE) kofinanziert.

2. NRW: Öffentliche Anhörung zur energetischen Sanierung
Am 23. Juni fand eine Öffentliche Anhörung des Ausschusses für Bauen, Wohnen, Stadtentwick-
lung und Verkehr im nordrhein-westfälischen Landtag statt. Thema lautete „Dämmwahn bremsen
– Kosten und Nutzen bei der Energieeinsparverordnung“ und wurde auf Antrag der Opposition, der
CDU-Landtagsfraktion, initiiert. Die geladenen Experten, wie Verbraucherzentrale und Mieterbund,
gaben dem Antrag entsprechend ihre Stellungnahmen ab.
Die Landtagsfraktion der CDU fordert, dass das Wirtschaftlichkeitsprinzip bei der energetischen Sa-
nierung greifen solle und nicht zwangsläufig die EnEV-Standards eingehalten werden müssen. Der
Antrag fokussiert also maßgeblich auf die Anwendung von Standards.

Aus Sicht der Verbraucherzentrale Nordrhein-Westfalen „ist für die Erfüllung der Klimaziele die Mo-
dernisierung der Gebäudehülle der älteren Wohngebäude unerlässlich“ (Seite 2, Stellungnahme Ver-
braucherzentrale). Zudem betont die Verbraucherzentrale die Bedeutung von individuellen Sanie-

Konzept des Landes Baden-Württemberg verwiesen (http://bit.ly/1N63Yh7). Der Deutsche Mieter-
bund NRW fordert im Hinblick auf das Mieter-Vermieter-Dilemma, dass die Kosten einer energeti-
schen Sanierung auf die drei beteiligten Gruppen, Mieter, Eigentümer und Staat, verteilt werden.
Der baupolitische Sprecher der CDU-Landtagsfraktion, Wilhelm Hausmann, äußerte sich nach der
Anhörung wie folgt: „Ziel unseres Antrags ist es, Kosten und Nutzen bei der energetischen Sanierung
von Gebäuden in ein sinnvolles Verhältnis zu setzen.“ Dass dieses Ziel sinnvoll sei, habe die Anhörung
bestätigt. Zudem sprach sich Herr Hausmann für eine steuerliche Förderung der energetischen Sanie-
rung aus. Von den Fraktionen der SPD, Bündnis 90/Die Grünen sowie FDP liegen keine Stellungnah-
men zur Anhörung vor.
3. EU-Kommission stellt Energieeffizienzpolitik der Bundesregierung in
Frage
Die EU-Kommission schickt eine letzte Mahnung an Deutschland wegen der unzureichenden Um-
setzung der EU-Energieeffizienzrichtlinie. Die kommenden zwei Monate muss Deutschland nun
nutzen, um die Richtlinie vollständig zu implementieren. Sollte Deutschland dies nicht erreichen,
könnte die EU-Kommission Klage einreichen und ein Zwangsgeld verhängen.
In einer Rede vom 16. Juni 2015 forderte EU-Energiekommissar Miguel Arias Cañete, dass Energieef-
fizienz in allen Wirtschafts- und Lebensbereichen gesteigert werden solle. Insbesondere dem Gebäu-
desektor komme dabei eine entscheidende Rolle zu. Die Steigerung der Sanierungsrate sei nicht nur
gut fürs Klima, sondern schaffe darüber hinaus EU-weit zwei Millionen Arbeitsplätze und die Mög-
lichkeit, 39 Mrd. EUR an Energiekosten einzusparen. Ein wichtiger Schritt, dies zu erreichen, sei die
Umsetzung der EU-Energieeffizienzrichtlinie. Entsprechend würde ein Fehlverhalten der Mitglied-
staaten geahndet.
Die EU-Kommission hat vor dem Europäischen Gerichtshof bereits gegen Ungarn und Griechenland
Klage wegen Nichtumsetzung der Energieeffizienzrichtlinie eingereicht.

4. Verbände fordern CO2-Sanierungsoffensive
Rund 30 Verbände der Planer-, Bau- und Immobilienwirtschaft fordern im Rahmen der Aktion „Im-
pulse für den Wohnungsbau“ eine CO2-Sanierungsoffensive. Diese sei notwendig, um die Klimazie-
le, die im Rahmen des G7-Gipfels in Elmau beschlossen wurden, zu erreichen. Das Positionspapier
„Förderung der energetischen Gebäudesanierung“ richtet sich an den Bund sowie die Bundeslän-
der.
Das Aktionsbündnis „Impulse für den Wohnungsbau“ fordert vier zentrale Maßnahmen von der Poli-
tik:
• Wirksame steuerliche Anreize für die energetische Gebäudesanierung setzen;
• Mehr KfW-Fördermittel als Zuschüsse für die Gebäudesanierung gewähren;
• Förderung der energetischen mit der altersgerechten Sanierung kombinieren;
• Förderung des Ersatzneubaus einer Vollsanierung gleichstellen.
Dem Aktionsbündnis gehören etwa der Deutsche Mieterbund e.V. und der Bund Deutscher Architek-
