DEUTSCHES ENERGIEPAKET VOR DEM AB-
SCHLUSS
Wie sieht das Strommarktdesign der Zukunft aus? Sollen
alte Kohlekraftwerke mit einem Klimabeitrag belastet
werden? Und welche Rolle spielt die Kraft-Wärme-
Kopplung für Strommarkt und Klimaschutz? Seit Wochen
diskutiert die Politik über diese Fragen. Am Mittwoch, den
01. Juli 2015, will der Koalitionsausschuss bestehend aus
den Spitzen von CDU, CSU und SPD eine Entscheidung zum
Energiepaket fällen.
Dominiert wurde die bisherige Diskussion von der Frage,
ob es eine Kohleabgabe geben soll – wodurch sich Bun-
deswirtschaftsminister Sigmar Gabriel (SPD) CO2-
Einsparungen in der Energiewirtschaft von 22 Millionen
Tonnen erhofft. Unterschwelliges Ziel hierbei ist, neben
dem Atomausstieg, auch den Ausstieg aus der Kohlekraft
schrittweise zu erreichen. Diese CO2-Einsparungen würden
insbesondere im Hinblick auf den Welt-Klimagipfel in Paris
Ende dieses Jahres für Deutschland eine gute Verhand-
lungsbasis darstellen.
Das im Koalitionsausschuss verhandelte Energiepaket um-
fasst auch die zukünftige Ausgestaltung des Strommarkt-
designs. Es geht um die Weiterentwicklung des aktuellen
Strommarktes oder die Etablierung eines Kapazitätsmark-
tes. Die Präferenz von Wirtschaftsminister Gabriel ist klar,
so sei er davon überzeugt, „dass ein weiter entwickelter
Strommarkt 2.0 besser dazu in der Lage ist, ein hohes Maß
an Versorgungssicherheit auch kostengünstig zu gewähr-
leisten.“
Als weiterer Punkt wird die Subventionsregelung für die
Kraft-Wärme-Kopplung (KWK) im Koalitionsausschuss
diskutiert. In KWK-Anlagen wird gleichzeitig elektrische

und thermische Energie erzeugt, wodurch diese besonders
energieeffizient und emissionsarm sind. Alte Steinkohle-
KWK sollen durch neue Gas-KWK ersetzt und der Förder-
deckel soll angehoben werden. In der Diskussion kommt
allerdings der Wärmeaspekt zu kurz und es wird maßgeb-
lich auf Strom fokussiert. Selbst wenn es zu einer Einigung
am 01. Juli kommen sollte, muss die Entscheidung zu-
nächst der EU zur Notifizierung vorgelegt werden, um
sicherzustellen, dass die Förderung mit dem EU-
Beihilferecht kompatibel ist.
ENERGY REFORMS AHEAD FOR GERMANY
The German debate surrounding energy regulations con-
tinues at the political level. Several aspects are currently in
negotiations: the amendment to the Combined Heat and
Power Act (KWKG), the electricity market design (Strom-
marktdesign) and the climate levy (Klimabeitrag). The
German government wants to achieve an agreement on
those three elements first, before addressing them sepa-
rately.
The underlying goal of the German government is to
phase-out nuclear and coal power almost simultaneously.
Sigmar Gabriel, Minister of the German Federal Ministry
for Economic Affairs and Energy (BMWi) and leader of the
social democrats (SPD), plans to introduce a climate levy
on coal-fired power plants. The objective is to reduce CO2
emissions in the electricity-producing coal sector by 22
million tonnes per year. This will position Germany to lead
the climate summit in Paris this coming December. The
White Paper discussing electricity market design is ex-
pected to be finally published in July.
Part of the discussions surrounding the coal levy and the
electricity market design is the reform of the subsidy
scheme for combined heat and power, or cogeneration
(CHP). Cogeneration is the simultaneous production of
electric and thermal energy from one fuel source. Excess
heat created during energy generation is recovered and
used for alternative applications of energy. By utilising the
waste from one process in the production of the other,
CHP is highly energy efficient. Cogeneration can increase
fuel efficiency, reduce energy costs and reduce green-
house gas emissions, among other benefits.
On 01 July 2015, the Cabinet will meet and potentially
submit a decision. Pending a decision, the CHP amend-
ment will be checked for compatibility with European
Union state aid rules.

SOMMERPAKET DER EU-ENERGIEUNION
KURZ VOR VERÖFFENTLICHUNG
Das Sommerpaket der EU-Energieunion mit unterschiedli-
chen Reform- und Gesetzesvorschlägen soll noch im Juli
dieses Jahres veröffentlicht werden. Teil dessen ist das
Vorhaben, ein europäisches Strommarktdesign zu etablie-
ren, das grenzüberschreitend funktioniert, die regionale
Zusammenarbeit unterstützt und die Versorgungssicher-
heit europäisiert. Nach offizieller Veröffentlichung der EU-
Kommunikation soll ein Konsultationsprozess von sechs
Monaten eingeleitet werden.
Auch der kränkelnde EU-Emissionsrechtehandel soll nach
dem Willen der EU-Kommission rasch reformiert werden.
Yvon Slingenberg, Beraterin unter EU-Kommissar Miguel
Arias Cañete in der Generaldirektion Klimaschutz und
Energie, bestätigte, dass der Reformentwurf voraussicht-
lich am 15. Juli 2015 veröffentlicht wird. Anschließend
beginnt das EU-Trilog-Verfahren, um eine Einigung zwi-
schen Kommission, Parlament und Rat zu erzielen.
Im vergangenen Herbst hatte der Europäische Rat bereits
die sogenannte Marktstabilitätsreserve beschlossen, die
vom EU-Parlament bestätigt wurde. Diese soll dafür sor-
gen, dass die Preise für die CO2-Zertifikate nicht weiter
fallen, indem die Anzahl der Zertifikate im Markt reduziert
und in einem Fonds gesammelt werden.

Besitzer finanziert werden muss. In energetisch optimie-
rungsbedürftigen Gebäuden leben jedoch meist finanziell
schwächer gestellte Haushalte, die sich solch eine Finan-
zierung nicht leisten können.
Energieeffizienz wurde in Camerons Wahlprogramm ledig-
lich zweimal erwähnt. So sollen Energieeffizienzmaßnah-
men in über einer Millionen Haushalte in den kommenden
fünf Jahren umgesetzt werden. Wie dies erreicht werden
soll, wird jedoch nicht aufgezeigt. Die EUA würde es be-
grüßen, wenn genau geprüft würde, warum der Green
Deal scheiterte – nur so könne ein neues, verbraucherori-
entiertes Programm aufgesetzt werden.
ENERGY EFFICIENCY POLICY IN THE UK UNDER CAMER-
ON’S NEW GOVERNMENT
The Energy and Utilities Alliance (EUA) requests a concrete
stance from David Cameron’s Conservative Party in re-
gards to its position on energy efficiency policy, as well as a
review of the Green Deal. Mike Foster, the EUA’s chief
executive, has called the Conservative’s election manifesto
“sparse in detail with regards to energy efficiency,” saying
that he is “looking to have what I hope will be fruitful con-
versations about the Green Deal, fuel poverty, etc. - there
is a big, long list.”
The Green Deal is a UK government policy headed by the
Department of Energy and Climate Change (DECC). It was
founded on 1 October 2012 and officially went into effect
in January 2013. The Department, at the time run by the
Liberal Democrat, Ed Davis, worked to provide loans for
energy saving measures to properties throughout the
United Kingdom. The Green Deal’s initial goal was to mod-
ernise 14 million households by 2020. However, instead of
the 130,000 expected annual applications, just a fraction
of the number has applied.
The policy seeks to provide homeowners with the option
of making energy efficient improvements on their homes
through loans from the government. The loans are later
repaid through energy bills and through the cost-saving
energy efficient improvements. The catch, however, is that
new tenants or owners are liable for paying back a debt
they did not incur. Additionally, payment must continue to
be made even if the expected energy savings do not occur.
This is the key difference from the German KFW energy-
efficiency loans. These loans must prove energy efficient
impacts beforehand.
Cameron’s Conservative manifesto mentions energy effi-
ciency twice. The document states that “energy efficiency
measures” will be brought “to over one million homes”
over the course of the next five years. The manifesto does
not detail how this will be achieved. The EUA would also
like the Green Deal to be re-examined to see just how the
Green Deal failed. This way, a new and user-oriented pro-
gram can take its place

Innerhalb der letzten fünf Jahre hat sich der digitale Sektor
Nordirlands mehr als verdoppelt. Dies geht aus einer kürz-
lich veröffentlichten Studie von Northern Ireland Science
Park (NISP) hervor, einem Branchen-Netzwerk, das Unter-
nehmer, Investoren und globale Konzerne unterstützt. Die
Studie zeigt, dass digitale Unternehmen in Nordirland
innerhalb des Vereinigten Königreichs am zweitschnellsten
wachsen.
Bisher haben über 20 nordirische Unternehmen jeweils
über eine Million britische Pfund gesammelt, um ihre Ex-
pansion voran zu treiben. Bei digitalen Startups ist der
Standort zweitranging. Dies ist einer der Gründe, warum
auch in Nordirland die digitale Wirtschaft weiter wächst.
Steve Orr, Director bei NISP Connect, eine Abteilung, die
Unternehmertum fördert, konstatiert: „Die Pipeline ist
mittlerweile so stark, dass ich nicht überrascht wäre, wenn

Dr. Thomas Prüver, Senior Manager bei Ernst & Young,
resümiert: "London und Berlin sind die mit Abstand wich-
tigsten Start-up-Zentren in Europa. London ist sicher noch
ein Stück internationaler und etablierter, insbesondere im
Fintech-Segment. Aber es ist bemerkenswert, wie sehr
Berlin in den vergangenen Jahren aufgeholt hat."
FINTECH CONQUERING BERLIN’S START-UP SCENE
Fintech, or financial technology, has taken Berlin by storm.
Before the Second World War, the city was the prime loca-
tion for financial services, but has gone decades without
any significant role as a financial centre. Today, the city is
working its way back to the financial top by becoming the
hub for numerous fintech start-ups, second only to Lon-
don. This is impressive due to the fact that Berlin has come
so far without a major bank calling the city home.
This, however, is part of the appeal. The city does not have
a banking tradition. This gives the “new kids on the block”
the ability to start fresh without taking tradition into ac-
count. Berlin is affordable when it comes to finding office
space and paying salaries and boasts a strong background
in e-commerce. While the city is not nearly as wealthy as
its start-up counterparts in Frankfurt and London, it has
created its own solution to this dilemma by allocating
private money to fund start-up “factories.” These loca-
tions, such as the aptly named, Factory or Start-up Camp,
label themselves as “campuses for start-ups and mature
tech companies.” Other start-up entrepreneurs are moti-
vated earlier on to approach foreign investors.
Whichever way Berlin start-ups go about getting their
footing in the fintech scene, their rate of success proves
that their methods are working. According to Ernst and
Young, from 2013 to September 2014, venture capital
firms invested in 145 Berlin tech projects, ahead of Paris’
66 and just behind London’s 187.
Tomas Prüver, Ernst and Young senior manager says, “Ber-
lin is on its way to establishing itself next to London as
Europe’s tech start-up hub. There’s still a gap to London,
and the gap in the fintech segment is bigger still. But even
here, Berlin is starting to catch up.”
