As a part of the American Library Association International Relations Round Table’s International Librarian Networking Program, we met by email, Whatsapp and Zoom, to talk about
two topics related to the practice of librarianship in our countries: micro-credentials and open access.

MICRO-CREDENTIALS
E: Micro-Credentials have been a new topic in Germany over
the last few months. Only a few libraries offer them right
now, besides there is a full discussion about the value of
these Credentials.
Some libraries are offering it via a block chain system.
A big challenge will be the comparability and recognition.
In advanced training they are sometimes used for soft skills
or specific topics within a bigger course.
GER: Mirco-Credentials, auch Badges genannt, sind ein relativ
neues Thema in Deutschland in den letzten Monaten. Bisher bieten
nur einige wenige Bibliotheken diese Zertifikate an und die
Fachwelt diskutiert dieses Thema noch. Manche Bibliotheken
möchten die Zertifikate über ein Blockchain-Systemvalide machen.
Aber eine große Herausforderung wird die Anerkennung und
Vergleichbarkeit sein. In der Fort- und Weiterbildung werden sie
oftmals für “soft skills”, zusätzliche Aufgaben oder bestimmte
Themen, innerhalb eines Zertifikatskrueses eingesetzt. (2) (3)
Just like most countries of the world, micro-credentials is
an evolving topic in Nigeria. It is mostly practiced as an
individual effort towards learning and skill enhacement.
Nigeria as a country is yet to accept micro-credentials as a
means to further study. However, Nigeria through the
Minstry of Communication and Digital Economy launch some
courses for the purpose of microcredentialing, though no
reports on the acceptance of the micro-credential badges
for further studies nor employment.
Libraries just like other sectors of the economy are yet to
explore Microcredial to the fullest.
E: The topic is just beginning to have a presence in
educational settings; libraries have not yet been involved in
it. The challenge, then, will be to find a way to get involved
in the development of contents that can be incorporated into
the supply of knowledge and to establish relationships with
the educational system to make this new practice effective.
SPA: El tema recién está comenzando a iniciarse en los ámbitos
educativos; las bibliotecas aún no se han insertado en esto. El
desafío, entonces, será encontrar la forma de involucrarse en el
desarrollo de contenidosque puedan ser incorporados en los
programas ofrecidos, y de establecer relaciones con el sistema
educativo para hacer esta nueva práctica efectiva.
OPEN ACCESS
E: Since the 1990s the subscription for Journals, especially
STM, are rising, and a lot of libraries need to terminate
Journals. Further took the rise of the Internet a huge part in
a way faster and better publishing of articles.
But that is not the only argument for open access. Better
visibility all over the world, better citation, and faster
publishing are enormous benefits.
So Open Access became a political goal and the research
communities in Germany signed the “Berliner Erklärung” for
Open Access.
Distinguish between the “Golden open Access” and the
“Green Open Access”.
GER: Seit in den 1990er Jahren die Preise für Zeitschriften
stark gestiegen sind, inbesondere in den MINT-Fächern,
mussten immer mehr wissenschaftliche Bibliotheken ihre
Abonnoments kündigen.
Außerdem trug der Aufstieg des Internet dazu bei, Artikel
wesentlich schneller zur veröffentlichen. Aber das ist nicht
das einzige Argument für Open Access.
Eine bessere Sichtbarkeit in der ganzen Welt, bessere
Zitiermöglichkeiten und eine schnellere Veröffentlichung
sind große Vorteile in der Wissenschaft. Dadurch bekam
Open Access ein politisches Ziel und die
Wissenschaftsorganisationen in Deutschland unterzeichneten
die “Berliner Erklärung” für Open Access. Unterschieden
wird zwischen “Goldenem” und “Grünen” Open Access.
The concept of Open Access is also yet to get proper
acceptance in various sectrors in Nigeria. This is despite
research and orientation on the concept by various
researchers.
Academics have carried out scholarly research on Open
Access and implement in various countries.
The OA movement began to spread in Argentina among university
librarians and researchers around 2003. Since 2011, the Ministry of
Science, Technology and Innovation of the Nation promoted the
green path to OA, through the strategy of creating an
interoperable network of institutional repositories and the
establishment of policies common standards and protocols.
In 2013, Law 26,899 was sanctioned, which establishes an OA
mandate for the public dissemination of data and research results,
financed with state funds, in institutional repositories created or
modified for this purpose.
These actions to promote the green path had the effect of
consolidating an incipient process of creating institutional
repositories.
In this sense, the initial start-up of the repositories has given way
to a continuous process of curation and content management,
which requires definitions and procedures by the actors involved.
Certain aspects are still in an incipient stage of implementation, as
is the case of primary research data. (1)
SPA: El movimiento AA comenzó a extenderse en Argentina entre
bibliotecarios e investigadores universitarios alrededor de 2003. Desde
2011, el Ministerio de Ciencia, Tecnología e Innovación de la Nación
impulsó la ruta verde hacia el AA, a través de la estrategia de crear una
red interoperable de repositorios institucionales y el establecimiento de
políticas, estándares y protocolos comunes. En 2013 se sancionó la Ley
26.899, que establece un mandato de AA para la difusión pública de datos
y resultados de investigaciones, financiadas con fondos estatales, en
repositorios institucionales creados o modificados para tal fin.
Estas acciones para impulsar la vía verde tuvieron como efecto consolidar
un incipiente proceso de creación de repositorios institucionales.
En este sentido, la puesta en marcha inicial de los repositorios ha dado
paso a un proceso continuo de curación y gestión de contenidos, que
requiere definiciones y procedimientos por parte de los actores
involucrados. Ciertos aspectos se encuentran aún en una etapa incipiente
de implementación, como es el caso de los datos primarios de
investigación. (1)
CONCLUSIONS
ENG: Micro-credentials and Open Access are relatively recent and evolving concept that are yet to be full implemented in most countries including Germany, Nigeria and Argentina. Government and policy
makers should as matter of urgency revise these concept and pave way for their implementation. Libraries and Library schools should educate and train librarians about the concepts and include it in their
curriculum.
GER: Micro-Credentials und Open Access sind relativ neue und sich entwickelnde Konzepte, die in den meisten Ländern, einschließlich Deutschland, Nigeria und Argentinien, noch vollständig umgesetzt
werden müssen. Regierung und Politik sollten diese Konzepte dringend überarbeiten und den Weg für deren Umsetzung ebnen. Bibliotheken und Bibliotheksschulen sollten Bibliothekare über die Konzepte
aufklären und schulen und sie in ihren Lehrplan aufnehmen.
SPA: Micro-credenciales y Acceso Abierto son conceptos relativamente recientes y en evolución que aún no se han implementado por completo en la mayoría de los países, incluidos Alemania, Nigeria y
Argentina. El gobierno y los formuladores de políticas deberían revisar urgentemente estos conceptos y allanar el camino para su implementación. Las bibliotecas y las escuelas de bibliotecología deben
educar y capacitar a los bibliotecarios sobre los conceptos e incluirlos en su plan de estudios.
