  2. 2 N°29 – Mai 2015 „QUEEN‘S SPEECH“ ÜBER DIE ZUKÜNFTIGE, BRITISCHE ENERGIEPOLITIK In der sogenannten „Queen´s Speech” wurden am 27. Mai die Rahmenbedingungen der zukünftigen britischen Energiepolitik aufgezeigt. Schwerpunkte der konservativen Regierung sollen die Weiterentwicklung des Kapazitätsmarktes und die Dekarbonisierungsstrategie für die Energiewirtschaft sein. Bei der „Queen’s Speech“ trägt Königin Elisabeth II. die Regierungserklärung vor und eröffnet damit das neu gewählte britische Parlament. Mit dem Kapazitätsmarkt will Energieministerin Amber Rudd sicherstellen, dass „bei Nachfragespitzen genug Energie vorhanden ist“. Zudem hoffe sie, dass über den Kapazitätsmarkt Investitionen in den Bereichen erneuerbare Energie, Kernenergie sowie den fossilen Energieträgern Gas und Öl generiert werden können. Eine neue Regulierungsbehörde für die Energieträger Öl und Gas soll geschaffen werden – mit dem Ziel, stabile Rahmenbedingungen für die Förderung zu schaffen. Offen bleibt noch, ob die Steuern für die Öl- und Gasförderung erneut angehoben werden sollen, wie dies bei nahezu jeder Vorgängerregierung der Fall war. Kernthema der neuen, konservativen Regierung wird sein, die Versorgung mit heimischen Energieversorgern zu stärken. Eine wichtige Neuerung ist dabei, dass die Kommunen die volle Planungshoheit für die Genehmigung von Windparks und -rädern erhalten sollen. Aktuell liegt noch keine Position Großbritanniens zur europäischen Energieunion vor. UK DEPARTMENT OF ENERGY AND CLIMATE CHANGE RESPONDS TO QUEEN’S SPEECH The Queen’s 27 May speech to the UK Parliament has set the agenda for energy and climate policy in the UK. The focus of Prime Minister Cameron´s new cabinet is on maintaining the capacity market for electricity and cutting carbon emissions. By maintaining the capacity market, the Department of Energy and Climate Change (DECC) wants to “make sure there is enough available energy to meet future peak electricity demand” in the UK. It also hopes that this will provide the means for investment in new energy infrastructure. In addition, renewables, nuclear and shale gas should play an important role. A new independent regulator will be created to supervise the exploration and production from the territorial sea and UK continental shelf. At the moment it is unclear whether taxes for exploration of oil and gas will be raised again as previous governments have done. The department will draft an energy bill focusing on “home- grown energy sources rather than imports” in order to “benefit the working people in Britain.” In addition to the energy bill’s implications for oil and gas, wind power will also be addressed. Up until now, large-scale wind power farm applications (those over 50mw) have been determined by the Secretary of State for Energy and Climate Change – however, Rudd stated on 28 May that planning powers will be turned over to local planning authorities in order to make “decisions on energy more democratic and give communities a direct say in planning decisions.” It is early days, but there was no mentioning of the European Energy Union. ......................................................................................... ELIZABETH TRUSS MP, SECRETARY OF STATE Photo: gov.uk Elizabeth Truss began her career within the previous government as a Parliamentary Under Secretary of State for Education and Childcare in 2012. Truss was first appointed to her current position in 2014. As Secretary of State, she will be promoting the food sectore in the UK while focusing on the environment as well as rural areas. ......................................................................................... DEPARTMENT OF ENERGY AND CLIMATE CHANGE .......................................................................................... THE RT. HON. AMBER RUDD MP, SECRETARY OF STATE Amber Rudd was appointed Secretary of State for Energy and Climate Change on 11 May 2015. From July 2014 until May 2015, Rudd acted as Parliamentary Under Secretary of State at the Department of Energy and Climate Change. She is the elected Conservative MP for Hastings & Rye. Photo: gov.uk From 2012 to 2013, she was Parliamentary Private Secretary to the Chancellor of the Exchequer, and later Assistant Whip. Amber Rudd graduated from the University of Edinburgh with a degree in history and pursued a career of investment banking in London and New York after her studies. Rudd later worked in venture capital, where she established a freelance recruitment business. Rudd was selected for Parliament in May 2010.

THE RT HON SAJID JAVID MP, SECRETARY OF STATE FOR BUSINESS, INNOVATION AND SKILLS AND PRESIDENT OF THE BOARD OF TRADE Photo: gov.uk The Rt Hon Sajid Javid MP was appointed Secretary of State for Business, Innovation and Skills on 11 May 2015. From April 2014 to May 2015, Javid served as Secretary of State for Culture, Media and Sport. Javid has formerly held the office of Economic and Financial Secretary to the Treasury. He is the MP for Bromsgrove. Javid has been the Member of Parliament for Bromsgrove constituency since his election in the 2010 General Election. He was a member of the Work and Pensions Select Committee from June to November 2010. Prior to Javid’s position as an MP, he worked in business and finance. At the age of 25 he began his career in banking, working for Chase Manhattan Bank and later Deutsche Bank as a senior Managing Director. In 2009, Javid began his career in politics.
