etabliert wird:
(a) für jeden sozialen Zweck, einschließlich solcher, die als ein öffentlicher Zweck

(b) als nicht gewinnbringend; und
(c) freiwillig,
ob sie als juristische Person im Sinne der Zweiten Anlage zum Bürgerlichen
Gesetzbuch eingetragen oder eintragungsfähig ist oder nicht und ob sie nach

Malta
 Bis zur Verabschiedung des Gesetzes über ehrenamtliche Organisationen 2007
war keine Behörde für Freiwilligenorganisationen in Malta zuständig.
 Es gibt keine spezifischen Registrierungsanforderungen oder
Überwachungsstrukturen
 2007 verabschiedetes Gesetz – Wichtige Institutionen eingerichtet: "Kommissar für
Ehrenamtliche Organisationen" und "Rat für Ehrenamtliche Organisationen"
 Erfüllt eine NGO alle Voraussetzungen für die Registrierung, erhält sie eine
Bescheinigung und eine offizielle Nummer als Nachweis der Rechenschaftspflicht
und Transparenz.

“Die portugiesischen NGOs sind kollektive Einrichtungen des Privatrechts auf freiwilliger Basis und ohne
gewinnbringende Ziele, unabhängig von der juristischen Struktur, die sie aufweisen und die sie zum
Zeitpunkt der Einreichung dieser Ausschreibung gemäß der folgenden Anforderung zusammenfassen:
a) Rechtlich gegründet in Portugal;
b) Ziele entweder im Allgemeininteresse oder zum Gemeinwohl verfolgen;
c) unabhängig von lokalen, regionalen oder nationalen Behörden sowie anderen
öffentlichen Einrichtungen, sozio-professionellen oder Wirtschaftsorganisationen;
d) Sind keine Partei- oder politischen Parteiorganisationen;

"Organisationen mit den üblichen Merkmalen von Organisationen der Sozialen
Bewegung (SMOs), die jedoch als staats- oder regierungsfeindlich angesehen
werden. Diese teilten einige Gemeinsamkeiten mit den traditionellen
Interessensgruppen.
Organisationen mit spezifischen Merkmalen, die auf freiwilliger Arbeit beruhen,
bei denen zumindest die Mehrheit ihrer Mitarbeiter Freiwillige sind.
Organisationen, die als mit dem öffentlichen Sektor im weiteren Sinne verbunden
angesehen werden könnten, wie z.B. Berufsverbände,
Wohltätigkeitsorganisationen, religiöse Vereinigungen usw." (GHK 2010, S. 4)

betroffen
 Laut einer Studie sehen 96 % der Befragten Potenziale von
NGOs für sich selbst, ihre soziale Wirksamkeit durch
Digitalisierung zu steigern.
 Digitale Technologien werden vorwiegend für die Erhebung
und Verarbeitung von Stammdaten, die Erfüllung von
Verwaltungsaufgaben oder die Verbesserung interner Prozesse
eingesetzt.
