  4. 4. Technical regulation of environmental safety in a world increasingly innovative approaches to production interests in all environmental areas. This is evident in the work of leading companies that combine technological and legal forms of activity. for example • AGRECO was established in 1992 as a European Economic Interest Group (EEIG) in order to pool the material and human resources of the consulting companies AGRER(Belgium) and AGRICONSULTING (Italy) for the preparation and implementation of large-scale studies and projects in the field of biodiversity conservation and natural resources management. 15 years later, this objective is reached, many of the environmental projects managed by AGRECO being recognized by various donors as successfully implemented. • In the framework of its activities the company has established close links with research institutes in Europe as well as in the beneficiary countries, thereby enhancing better co-ordination between research objectives and management needs in conservation and environment management.

The company is therefore especially familiar with issues as mediation, exchange of experience and information, cross-border cooperation and coordination.

In this section you can find out how EU laws are made and how they work, more about the advantages of sharing legislation at EU level, your rights when it comes to finding information about the environment, and why it's so important to assess the impacts of infrastructure before it's actually built.

The above mentioned project has prepared the report “Assessment of the implementation of the Strategy of Ukraine's State Environmental Policy for the Period until 2020 and National Environmental Action Plan (NEAP) for 2011–2015”, covering the period 2011-2013. • The effectiveness of the Strategy and NEAP implementation is assessed as “satisfactory” (higher than 30% but less than 60%). • Thanks to this project the process of public assessment of national environmental policy implementation was initiated in Ukraine. Two reports have been developed by environmental NGOs for 2011 and 2012. Also a large awareness raising campaign regarding the implementation of the EU environmental directives, importance of protected areas etc. was conducted during 2012-2014. In total more than 2500 participants (including representatives from 75 civil society organizations) attended more than 60 workshops and round tables. – але серед експертної спільноти відсутні спеціалізовані групи з втілення окремих цілей чи груп завдань НПД та екостратегії – за відсутності системної підтримки експертної діяльності та надзвичайно вузького кола фахівців з виконання зазначеного проекту.

Impact Assessment • Before the European Commission proposes a new initiative, it evaluates the potential economic, social and environmental consequ ences. • An impact assessment gives decision-makers evidence regarding the need for EU action and the advantages and disadvantages of alternative policy choices. It may also find that no action should be taken at EU level.
  18. 18. · During 2011 - 2013, the EU-funded project “Support to Ukraine in Implementing the Aarhus and Espoo Conventions” • supported the MENR regarding legal, institutional and • procedural aspects of the Espoo and Aarhus Conventions and related obligations under other relevant Multilateral Environment Agreements in relation to their current implementation in Ukraine. One of the important results was a draft Law on Environmental Impact Assessment in a Trans-boundary Context. Funding: EUR 0.2 mn. ( In addition, the EU funded a twinning project on related issues, carried out by Austria and the Czech Republic.   19. 19. Impact assessments are prepared for Commission initiatives expected to have significant direct economic, social or environmental impacts. These can be: • legislative proposals • non-legislative initiatives (white papers, action plans, financial programmes, negotiating guidelines for international agreements) that define future policies • implementing measures and delegated acts • Planning of impact assessments is communicated to the public via so-called roadmaps • Stakeholders are consulted on all key aspects of impact assessments and final impact assessment reports are public

With the aim of strengthening local and regional government, implementation of decentralization reform the following acts were approved: …The Law of Ukraine "On Principles of the State Regional Policy" (adopted on February 5, 2015), which determines the basic legal, economic, social, environmental, humanitarian and organizational principles of the State regional policy as an integral part of national internal policy of Ukraine
