En 7º Programa Marco: KBBE – European Knowledge Based Bio-Economy
Temas – Alimentación, Agricultura y Pesca o Productos del Mar, y Biotecnología.
Retos principales –la demanda creciente de alimentos seguros, de superior calidad, más saludables y de
la obtención y uso sostenible de biorecursos renovables; el riesgo creciente de enfermedades epizoóticas
y zoonóticas y de trastornos relacionados con la alimentación; las amenazas a la sostenibilidad y la
seguridad de la producción agrícola, acuícola y pesquera, y la creciente demanda de alimentos de alta
calidad, teniendo en cuenta el bienestar animal y el contexto rural y costero y la respuesta a las
necesidades dietéticas específicas de los consumidores.

En el próximo Horizonte 2020:
Reto Social 2: Seguridad alimentaria, agricultura sostenible, investigación marina y marítima y
bioeconomía
Retos principales - garantizar un abastecimiento suficiente de alimentos seguros y de gran calidad y
otros bioproductos, mediante el desarrollo de sistemas de producción primaria productivos y que
utilicen los recursos con eficiencia, el fomento de los correspondientes servicios ecosistémicos, junto
con unas cadenas de abastecimiento competitivas y de baja emisión de carbono. De este modo se
acelerará la transición a una bioeconomía europea sostenible.
Liderazgo Industrial 4. Biotecnología
Desarrollar productos y procesos industriales competitivos, sostenibles e innovadores y servir de motor
de la innovación para varios sectores europeos, como la agricultura, la alimentación, los productos
químicos y la salud.

Developing sustainable and environmentally-friendly fisheries
• In depth understanding of marine ecosystems (new insights, tools and models to improve
understanding of what makes marine ecosystems healthy and productive)
• Evaluate & mitigate the impact of fisheries on marine ecosyst. (including deep sea).
• The socio-economic effects of management options will be measured.
• Effects and adaptation to environmental changes, including climate change.
• Research on the biology, genetic and dynamics of fish populations, on the role of key
species in the ecosystems, on fishing activities
• Shared use of maritime space with other activities, in particular in the coastal zone, and its
socio-economic impact will also be addressed.

foreseen to generate a 10 % annual growth for this sector.

processes, products and services on the markets with potential applications in sectors
including chemical and material industries, pharmaceutical, fisheries and aquaculture,
energy supply and cosmetic.

• Major progress towards low carbon, resource efficient and sustainable industries.
• Discovery and exploitation of terrestrial and aquatic biological resources, minimising adverse
environmental impacts.
• Potential trade-offs between the various uses of biomass.
• Development of bio-based products and biologically active compounds for industries and
consumers with novel qualities, functionalities and improved sustainability.
• Economic value of renewable resources, bio-waste and by-products will be maximised through
new and resource efficient processes.
Developing integrated biorefineries

• Technologies and strategies will be developed to assure the raw material supply.
• Types of biomass for use in second and third generation biorefineries, including forestry,

• Demand-side measures will open new markets for biotechnology innovation. Standardisation
(bio-based content, functionalities and biodegradability).

Boosting cutting-edge biotechnologies as future innovation drivers
• Development of emerging tools (synthetic biology, bioinformatics, systems biology)
• Exploiting the convergence with other enabling technologies such as nanotechnology (e.g.
bionanotechnology) and ICT (e.g. bioelectronics).
• Transfer & implementation into new applications (drug delivery systems, biosensors, biochips).
Biotechnology-based industrial processes
• Enabling the European industry (e.g. chemical, health, mining, energy, pulp and paper, textile,
starch, food processing) to develop new products and processes meeting industrial and societal
demands;
• Biotechnology-based alternatives to replace established ones;
• Potential of biotechnology for detecting, monitoring, preventing and removing pollution
(enzymatic and metabolic pathways, bio-processes design, advanced fermentation, up- and
down-stream processing, dynamics of microbial communities)
• Development of prototypes for assessing the techno-economic feasibility of the developed

• Develop platform technologies (eg. genomics, meta-genomics, proteomics, molecular tools)

15. PPPs (public-private partnerships) are forms of cooperation between public authorities and businesses aiming at promoting R&I
in specific sectors, converging industrial interest, commitment & leadership. PPPs must ensure that research activities fit
industrial needs. Algunas provienen del área de “Cooperation” del anterior 7PM.
H2020 includes scope and a clear set of criteria for setting up PPPs which shall be identified in an open and transparent way
based on all of the following criteria:
• added value of action at Union level;
• impact on industrial competitiveness, sustainable growth and socio-economic issues;
• long-term commitment from all partners based on a shared vision and defined objectives;
• scale of the resources involved and the ability to leverage additional investments in research and innovation;
• a clear definition of roles for each of the partners & agreed key performance indicators.
PPP puede basarse en un contractual arrangement between public and private actors and in limited cases can be
institutionalised PPP (such as JTIs & other Joint Undertakings). Involvement of the Union in those partnerships may take one of
the following forms:
(b) entering a contractual agreement between the partners, which specifies the objectives of the partnership, respective
commitments of the partners, key performance indicators, and outputs to be delivered including the identification of
research and innovation activities that require support from Horizon 2020.
(a) financial contributions from the Union to joint undertakings established on the basis of Article 187 TFEU under FP7; to
new public-private partnerships set up on the basis of Article 187 TFEU; This form of partnerships shall only be
implemented where the scope of the objectives pursued and the scale of the resources required justify it;

Institutional PPPs or Joint Technology Initiatives (JTIs).
The concept.
• Long term Public Private Partnerships, involving industry, research community and public authorities,
set up to implement ambitious common research efforts in strategic technological fields for the future.
Management structure
• Managed within dedicated structures (Joint Undertaking – legal entity) based on Article 187 TFEU.
• There are Industry & Research Committees which elaborates the Strategic Research and Innovation
Agenda, Multiannual Implementation Plans and therefore annual Work Programmes
