Sudan is the third largest country on the African
continent with a total area of 1,882,000 sq km.
• Today, Sudan is a post-conflict country that
aspires to forge and maintain a sustainable
peace with the massive flows of rural-urban
migration and displacement due to extended
conflicts especially in Darfur.
• Land has always been central to the outbreak
and escalation of conflicts between the different
livelihoods groups
• The Project "Strengthening Land Management
for Peaceful Co-Existence in Darfur“ intends to
address the issue of land in Darfur, and paves
the way for sustainable recovery and
reconstruction.

Darfur Land Commission (DLC) was
established in July 2011 in accordance with
Doha Document for Peace in Darfur which is
incorporated in the Constitution of Republic of
Sudan in January 2015.
It is considered to be a natural continuation for
Aboja Peace Agreement signed on the fifth of
May 2006, concerning land administration and
natural resources development.
It is neutral and independent and found in
accordance with presidential decree number 21
for the year 2013 dated Mar 06th, 2013 to
undertake and implement the requirements of
land and natural resources pillars, provided in
the document.
5. DLC in coordination with all other authorities endeavor to
reconstruct villages, realizes sustainable development,
treatment of environment and water resources
deterioration, better utilizing of land, maintaining and
recovery of historical, tribal and customary rights on land
with especial consideration to tribal mechanism in Darfur.
The commission practices its duties through:
• legislation of rights:
Development of policies necessary for the recognition of the traditional and
customary rights (Hawakeer), historical rights related to different uses of land and
natural resources development and utilization on sound basis in Darfur.
• Reviewing and amendment for some laws :
that articles contradict with the measurements of the historical and traditional rights provided
for in Doha document with recognition that customs are the main references for the ideal use
for land and resources in respect of rights legalization, land tenure protection, development of
customary livestock routes and a fair compensation for those whose life has get attached due to
the implementation of development projects.
• Development of natural resources :
Publicizing its usage by developing general policies with beneficiaries participation and with grant of
compensations to the right of those whose life will be affected by the comprehension regional development plan
deliverables, based on the DLC worthwhile projects: Natural Resources and Land Use Database and Map for
Darfur.
6. • Settlement and registration of traditional and historical
possessions of land in accordance with the state durable
land tenure development systems and to what extent those
requirements harmonize with the directives of the
comprehensive Regional Development Plan for Darfur.
• Updating of laws, registration and local order governing
land use administration.
• Desertification and climate change.
• Large increase in both human and animal population; and
movements with weak responses in terms of housing and
services.
• Limited coverage of the territory by land registration and
planning instruments.
• Weak layers of governance and customary / native
administrations.
• Political will of different levels of governance (center of
state and local) for realization of comprehensive regional
development plan goals and ends.

Land Commission, through UN-Habitat
Sudan office to address land concerns at
"return sites;
• Support the training and capacity
development of key project stakeholders in
land tools implementation and process
design;
• Support the STDM tool implementation and
customization;
• Overall awareness raising and capacity
development on good practices on land
governance and land management in Sudan.
• With technical support from GLTN, Sudan
national land conference, held in Khartoum
(15-16 April 2018) developed a joint
understanding of key land governance
challenges and opportunities
9. Identification and mobilization of key stakeholders :Project implementing partners
identified and had preliminary discussions with key stakeholders
Selection of villages :The criteria for villages selection has been developed and a set of
villages for each state were identified
Selection of people to be part of the STDM Core Group :Development of ToRs;
Identification of people and commitments made; the Groups included representatives of
ministries and communities from each of the 5 states
Training and backstopping of the ‘Core Group’ of implementing partners
Procurement :Satellite images, GPS hand-sets, laptops, bicycles, cameras, etc.
Customization of STDM, development of enumeration questionnaires and design the
format of the village certificates :Community consultations and mobilization. Members
of the Core Group and Teams of enumerators at the community level were established.
Village project committees are established, including land mediation functions.
Training of community enumerators :2 days each village
Documentation :Documentation of the localized STDM process for Darfur, used for
advocacy, dissemination, awareness raising, replication, etc.

• Two technical trainings on the use and application of
STDM and enumeration has been conducted for over
40 participants in total, who were drawn from the
ministries of land, planning and environment from the
five states of Darfur.
• Study tour to Zambia for the project’s Technical Core
Team in order to draw lesson from the constitution,
institutional and legislative frameworks regulating land
administration and management in Zambia
• Demarcation and data collection of 50 return villages
boundaries using customization STDM Arabic version.
• Two pilot projects on house hold level for data
collection and issuance of certificates of customary
land occupancy.
• Sudan national land conference; formed a common
vision with key recommendations for the way forward
improving land governance in Sudan.
11. Lessons Learned
• High political will and strong commitment from all
governmental levels work with the customary
registration of land and collecting data is a key
element to ensure sustainable results001
• The GLTN tools (e.g. STDM) will be implemented in
Sudan through the national and federal governments and its
ministries in coordination with the concerned communities.
Important to establish a strong communication channels
between the traditional leaders and the state institutions.
• Before any field work, it’s important to the community
and its chief of any land intervention and the benefit of
it. Ensuring smooth process and good results require the
full involvement of the community in the field work.
12. • The STDM is the road toward a good Land
Administration System that provides government:
with an infrastructure for securing land tenure rights
for its Citizens, determining valuation and taxation
of land, managing and controlling the use of land
and land development.
• The result of the recent Sudan Land Conference,
highlighted the importance of review of the legal,
institutional and administrative frameworks.
• While the GLTN support to DLC is helping
ensuring returns and reintegration processes for
them is successful, a lot still need to be done to
improve the land governance and management in
Sudan, using Fit For Purpose approach.
13. • DLC have completed a number of project studies to fulfil its
mandate
• One of the core projects the NRDB, whish is intended to
provide necessary information for all natural resources in
Darfur to assist the implementation of all developmental
projects including the DDS fast projects of which the project
entitled "Strengthening Land Management for Peaceful Co-
Existence in Darfur“ is the main component.
DLC Projects linked
14. • The project idea and concept emerged from
DLC mandate according to Aboja Peace
Agreement for Darfur in May 2006 which
was then harmonized with DDPD in July
2011, in paragraphs 193, 195 and 197.
(It is considered to be the sole project explicitly
incorporated in DDPD)
• The contract was signed in 10th of August
2010 and four extensions were made with the
implementing company, due to many factors,
the most prominent of them was the delayed
invoices payments.
• The total value of the contract is
€_7,690,405.86 in addition to € 994,772 for
the consultant.
