9. Context Broker
Building Blocks in the Data Value Chain
The CEF Building Blocks aims to help European public administrations explore new ways of
leveraging the potential of data assets. Promoting the collaboration and sharing of knowledge
and tools to extract insights from data that will create new information and services.

There are currently two Building Blocks in this set (Context Broker and Big Data Test
Infrastructure); Building blocks can be reused by organizations, including public administrations,
on a pick-and-choose basis.
Common standards and open specifications will support the creation of an ecosystem that
can leverage the full potential of data and knowledge across Member States and beyond.
Without common standards and specifications in this domain the potential would remain limited
to individual initiatives.

12. Case Study: PlumeLabs (FR)
Plume Labs is an example of an
entrepreneurial company that was
able to achieve minimum viable
product and prototype with Open
Data. Flow, Plume Labs’ smart,
connected mobile accessory, helps
users track and monitor air pollution
wherever they are, in order to help
them understand their environment
and monitor exposure to air pollution
for improved wellbeing.
Their free mobile app, the Plume Air
Report, allows users to find clean air
by providing real-time air quality
forecasts in over 60 countries thanks
to Open Data and machine learning
predictive algorithms.
Plume Labs’ long-term vision is to
crowdsource air quality levels but
chose to start building its global air
quality platform on top of Open Data
from public sector environmental
monitoring networks.
Case study: Goov (NL)
Goov re-uses public data, and specifically
public transport information, to empower
people with disabilities to use public
transport autonomously.
The application emphasises the importance
of the availability of the relevant real-time
data
13. "Smart City strategies are important drivers for Open
Data, as a more connected city and the deployment of
smart devices (e.g. sensors on lamp posts to measure
traffic density) result in a lot of useful data that can be
used to enhance the quality of life in the city. This
requires a solid data management system and a focus
on stimulating the re-use of this data to tap the value
that lies within it." (European Data Portal, Analytical report n. 6)
The CEF program supports to
Smart Cities in providing a set of
Building Blocks for the
management of real-time data
describing what is going on in
the cities. This helps a better
management of services which
cities deliver to citizens, helping
to build the necessary
infrastructures unleashing the
potential of real-time open data
to support Open Innovation,
involving startups/SMEs, thus
paving the way for a flourishing
Data Economy.
