Dear distinguished participants,
Warm Greetings for the day!
Let me deliver a presentation on the “World Tourist Map and Enrollment
Opportunities”.
Year by year the transition of the world from the industrialized economy to the
information technology based and service economy is becoming more intensive, and the
contribution of tourism to the economic growth is increasing.
In today world, about one million people travel to other countries and two hundred fifty
people are providing travel services for them.
The one-sixth of the world population has become the consumer of the tourism sector
and the total revenue of this sector has reached a trillion U.S. dollars, which is three billion
dollars per day. This number tends to reach five billion dollars by 2020, which is equal to twelve
percent of the world’s gross domestic product. It creates a wide range, incomparable to any other
industries, thus becoming the leading economic industry in the world.
The World Tourism Organization’s Tourism Vision 2020 forecasts that the number of
tourists will be totaled 1.6 billion, out of which the number of tourists visiting China, our
southern neighbor, will reach about 140 million and China will become the largest tourism
country. Meanwhile, in addition to the high number of tourists visiting China, it tends to be the
world’s fourth largest country by the number of outbound tourists. By 2020 China is projected to
produce 100 million Chinese outbound tourists.
The majority of the Chinese outbound tourists are from the three main economic regions,
Beijing, Shanghai and Guangzhou. These travelers have the average and above average income
and this income will be generated in future according to the report of the China Outbound
Tourism Research Institute and the Master Card Worldwide Research.
The 90 percent of outbound tourists of China, the one of the top outbound tourism
countries, tend to travel within Asia and make a short-term trip. It opens the unique business
opportunity for our country, bordering with China. It also creates the fundament for reaching our
strategic goal to accept over 1 million tourists by 2015 and 3 million tourists by 2021, equal to
our country population. In other words, the huge tourism market of about 240 million tourists is
nearby our country.
Furthermore, we should note that Russia is on the list of the top 6 countries with the
highest number of outbound tourists. In this regard, we can say that we have enough tourism
market.
On one hand, the world tourism and the tourism of Mongolia faces the reality of complete
change in the world tourism map caused by a strong and massive flow of Chinese tourists to this
market. On other hand, it has a deal with average level, rich and experienced international
tourists visiting modern places according to their own interests and desires.
For the countries that form their budget through some incomes of modern tourism, their
traditional programs with the attractions and historical heritages valuable for their people are
directly performed to the foreign tourists considering that they should attract them as well, are
basically numbered. Meanwhile, the character of the consumption of international tourists’ has
been changed. They gradually refuse from the comparatively cheap and time limited boring city
tours and sightseeing tours. Instead, they prefer to visit more interesting exhibits created by
man’s hands and mind, and seek for the high class services.
For example, if to see the structure of tourists of China and other highly developed
countries, who tend to dominate in the nearest future world tourism, only low income groups
choose sightseeing and city tours. The average and above average level tourists mostly choose
active tours such as adventure tours, the ecological, museum, art, cultural and entertainment
tours. And our traditional places basically are not included in their traveling map.
Therefore, for Mongolian tourism, the target segment should be the average, the above
average level and the high income tourists rapidly increasing by their number and becoming
more civilized by their consumption. It is becoming obvious that it is necessary to exactly fit the
interests of this group of tourists in creating new places to visit.
In order to officially enroll the world tourist map and occupy our own space in it, we
should fit the new strategy and marketing to the number, structure, destinations, needs and
behavior of international tourists. In particular, it is necessary to consider and develop the
outbound tourism of China, the future leader in tourism, and the foreign tourists’ style,
psychology and valuable item, from the new point. Likewise, we should immediately build the
main innovative travel destinations and other needed infrastructure and make investment. As was
mentioned by the deputy prime minister of Mongolia, it is necessary to provide through the right
policy the proper involvement of 5 subjects: the government organizations, local administration,
citizens and tourist agencies and tourists.
Out of these prospective kinds of tourism we are planning to focus on development of the
cultural tourism. Relying on the one kind of the ancient civilizations’ culture, the nomadic
culture, we open the opportunity for the world to get acquainted with the new nomadic culture
and create on the world map the new place to visit, thus opening an opportunity to create wealth.
The key feature and success of tourism depends on infrastructure. The tourism
infrastructure is generally formed by many fields such as airlines, auto and rail roads,
communication, media, restaurants, hotels, relaxation and entertainment centers, banking,
insurance, health, security and financial services, education, culture, science, religion and
information technology network. All the above mentioned fields should be combined together
for creating a real structure of millions of industries.
For Mongolia, the country with the weak ecological environment rather than the
development of the natural tourism there is a need for the appropriate policy, planning and
regulation for the development of cultural tourism. It is necessary to develop the ecologically
friendly, helpful for the national existence and economically beneficial cultural tourism. In
accordance with this need it is economically significant to build the permanently operating “Blue
Planet-Eurasia 21” complex in the area able to display to the world the natural, historical and
cultural valuable exhibits of Mongolia in the place, able to fully reflect the peculiarities of
Mongolia. The reason for choosing the Tuv aimag, first of all, is that the Tuv aimag is rich of
natural, historical and cultural resources and its infrastructure is comparatively developed.
Second, this region of the Mongolian tourism center located on the crossing of the Asian and
European travel roads, particularly in the place nearby, is a right choice by all means and
economically significant.
Today, Mongolia is the seventh by its wealth, country and attracts the whole world.
Indeed, the natural resources of Mongolia attract foreign investors.
Meanwhile, infrastructural and many other issues haven’t been solved yet. In other words,
there are several areas requiring not only mining, but the huge construction investment.
Obviously, first we should focus on the mining sector. It is followed by culture, education and
tourism sectors, which are identified as the economically endless resources such as transport
logistics services, technical equipment, food, and providing the needs of foreign and domestic
people. Today the mining sector is the leading economic sector but it is identified as the most
harmful for human health and ecology. The tourism, on the contrary, is one of the ecology
focused sectors. It is environmentally friendly and it continuously dedicates the part of its
income to the environmental protection. Other infrastructural sectors following the mining sector
encourage the tourism growth. On other hand, the tourism has become the place for the foreign
and domestic mining employees to have a rest. Therefore these two sectors have become the key
interoperable economic sectors. The mining sector development causes changes in the structure
of tourists visiting Mongolia. We should note that it also tends to influence the tourist map and
create products to meet the needs and behavior of these high income tourists.
Therefore, in order to meet the today’s world tourism development requirements, it is necessary
to promptly refuse from the wrong practice of spending time, money, nerves of foreign tourists
and making them return to their country without desire to come back again by taking them to the
city tour by Ulaanbaatar city, initially not established for tourists and which is the Administrative
center of Mongolia. As well as to show a few museums located in non-appropriate buildings and
making them stuck in the coal smoke and traffic jam or by taking them hundreds kilometers
away through places with poor infrastructure for showing a few historical places.
Meanwhile, the countries with intensive tourism growth perform at once all their main
historical, traditional and cultural attractions through the tourism complex villages, which were
specially established for tourists by the best modern urbanization design and projects. Besides,
they attract main flow of foreign tourists through providing the world level comprehensive
services for travelling and entertainment.
To mention only one example, Kasakhstan has newly founded its capital city Astana under the
Japanese famous architectural project, what caused the increase in the number of tourists and
amount of tourism income three or four times than before. More than that, the country has now
put forward the goal to become the Central Asia tourism center through building apart from
Astana the new center “Aktau” for intellectual industry, relaxation and entertainment and
tourism. They have started to make a huge investment of forty billion dollars and their
construction work has been progressing.
I would like to underline that the project strategy for this more modern “Blue Planet Eurasia-
21” has been developed according to the government and rural policy papers such as The
Regional Development Concept for Mongolia, the Millennium Development Goals, the Draft
Comprehensive National Development Strategy and the Tuv Province Development Program.
Now let me briefly introduce the “Blue Planet-Eurasia 21” Tourist Complex. You
can see the detailed outline of the production through the video at 2p.m.
The complex covers the whole Eurasia territory, which is the motherland of India, China
and Persia, the ancient civilizations that are still keeping their initial location on the core of the
blue planet. We provide our nation and the world tourists with the unique opportunity to
experience in Mongolia and in Asia, at the same time and in the same space, the 21st
century’s
culture, history, and national traditions, the unique features and values that have become the
symbol of the country, along with the opportunity to have a comfortable rest.
The complex villages of 21 countries reflecting their own national features will be
accomplished by the reduced in their size the historical exhibits, monuments, towers, walls, royal
castles, gardens, monasteries that have become the name card for each country. Also, we will
build hotels, restaurants and brand shops reflecting the unique peculiarities of the country.
The Museum of Natural History is the main name card of this cultural tourist complex. It
displays the historical process lasted from the origin of the world for a very long time of 3.5
billion years involving the origin of plants, animal and human. The museum offers more than 10
thousand unique exhibits, contributing to the knowledge of people and representing rare plants,
dinosaurs disappeared thousands years ago, endangered animals and birds documented in the
“Red Data Book”, and the unique natural formations. The thirty meters high six floor Museum of
Natural History will occupy the area of thirteen thousand and three hundred square meters and
will be the special purpose and high protected building with the best architecture.
The realization of the issues on establishment of the single tourist complex the
“Mongolian Village”, according to the government policy will become the powerful contribution
for this sector, as well as the real investment for rural development. The complex will be a
special purpose and unique architecture design cultural tourist complex uniting into a single
ensemble the six main corpses. One of these corpses is the Museum of Natural history, a key
name card for Mongolian tourism. The second corps is the Museum of Mongolian Ethnic History,
which will display the main exhibits representing the most valuable contribution made to the
economic and intellectual culture of the Mongolian nation’s humankind-the nomadic culture
created during the whole historical period from the human origin on the territory of Central Asia
till the modern times. The third corps is the Golden Stage Theater, which will regularly offer for
the guests all kinds of art performances, the traditional art, one of the biggest in Asia, classic art,
modern art and the art performances of other twenty countries. The fourth corps is a five star
“Unity” hotel with high class services. The fifth corps is the reception building center which will
provide visa, air-ticketing, banking and insurance services for tourists and will operate service
offices such as police, security and transport logistics offices. The last one is the Khorol Village
with the Wax museum displaying the 13th
century royal castle surrounded by 21 modern ger style
hotels.
Briefly, we have an opportunity to enter the surrounding tourism market. We have the
opportunity to draw the new tourist map of Mongolia through the investment to this construction
work.
Opportunities.
The God prepares a lot of food for birds but never puts it in their mouths. Likewise, we will
be close to becoming the owners of the big industry if we take this opportunity right.

2011, PRESENTATION. The world tourism map, opportunities of enrollment, Mr Ts Ganbat

  • 1. Dear Deputy Prime Minister of Mongolia Mr. Enkhbold, Dear Mayor of Tuv Aimag Mr.Enkhbat, Dear distinguished participants, Warm Greetings for the day! Let me deliver a presentation on the “World Tourist Map and Enrollment Opportunities”. Year by year the transition of the world from the industrialized economy to the information technology based and service economy is becoming more intensive, and the contribution of tourism to the economic growth is increasing. In today world, about one million people travel to other countries and two hundred fifty people are providing travel services for them. The one-sixth of the world population has become the consumer of the tourism sector and the total revenue of this sector has reached a trillion U.S. dollars, which is three billion dollars per day. This number tends to reach five billion dollars by 2020, which is equal to twelve percent of the world’s gross domestic product. It creates a wide range, incomparable to any other industries, thus becoming the leading economic industry in the world. The World Tourism Organization’s Tourism Vision 2020 forecasts that the number of tourists will be totaled 1.6 billion, out of which the number of tourists visiting China, our southern neighbor, will reach about 140 million and China will become the largest tourism country. Meanwhile, in addition to the high number of tourists visiting China, it tends to be the world’s fourth largest country by the number of outbound tourists. By 2020 China is projected to produce 100 million Chinese outbound tourists. The majority of the Chinese outbound tourists are from the three main economic regions, Beijing, Shanghai and Guangzhou. These travelers have the average and above average income and this income will be generated in future according to the report of the China Outbound Tourism Research Institute and the Master Card Worldwide Research. The 90 percent of outbound tourists of China, the one of the top outbound tourism countries, tend to travel within Asia and make a short-term trip. It opens the unique business opportunity for our country, bordering with China. It also creates the fundament for reaching our strategic goal to accept over 1 million tourists by 2015 and 3 million tourists by 2021, equal to our country population. In other words, the huge tourism market of about 240 million tourists is nearby our country.
  • 2. Furthermore, we should note that Russia is on the list of the top 6 countries with the highest number of outbound tourists. In this regard, we can say that we have enough tourism market. On one hand, the world tourism and the tourism of Mongolia faces the reality of complete change in the world tourism map caused by a strong and massive flow of Chinese tourists to this market. On other hand, it has a deal with average level, rich and experienced international tourists visiting modern places according to their own interests and desires. For the countries that form their budget through some incomes of modern tourism, their traditional programs with the attractions and historical heritages valuable for their people are directly performed to the foreign tourists considering that they should attract them as well, are basically numbered. Meanwhile, the character of the consumption of international tourists’ has been changed. They gradually refuse from the comparatively cheap and time limited boring city tours and sightseeing tours. Instead, they prefer to visit more interesting exhibits created by man’s hands and mind, and seek for the high class services. For example, if to see the structure of tourists of China and other highly developed countries, who tend to dominate in the nearest future world tourism, only low income groups choose sightseeing and city tours. The average and above average level tourists mostly choose active tours such as adventure tours, the ecological, museum, art, cultural and entertainment tours. And our traditional places basically are not included in their traveling map. Therefore, for Mongolian tourism, the target segment should be the average, the above average level and the high income tourists rapidly increasing by their number and becoming more civilized by their consumption. It is becoming obvious that it is necessary to exactly fit the interests of this group of tourists in creating new places to visit. In order to officially enroll the world tourist map and occupy our own space in it, we should fit the new strategy and marketing to the number, structure, destinations, needs and behavior of international tourists. In particular, it is necessary to consider and develop the outbound tourism of China, the future leader in tourism, and the foreign tourists’ style, psychology and valuable item, from the new point. Likewise, we should immediately build the main innovative travel destinations and other needed infrastructure and make investment. As was mentioned by the deputy prime minister of Mongolia, it is necessary to provide through the right policy the proper involvement of 5 subjects: the government organizations, local administration, citizens and tourist agencies and tourists. Out of these prospective kinds of tourism we are planning to focus on development of the cultural tourism. Relying on the one kind of the ancient civilizations’ culture, the nomadic culture, we open the opportunity for the world to get acquainted with the new nomadic culture and create on the world map the new place to visit, thus opening an opportunity to create wealth. The key feature and success of tourism depends on infrastructure. The tourism infrastructure is generally formed by many fields such as airlines, auto and rail roads, communication, media, restaurants, hotels, relaxation and entertainment centers, banking,
  • 3. insurance, health, security and financial services, education, culture, science, religion and information technology network. All the above mentioned fields should be combined together for creating a real structure of millions of industries. For Mongolia, the country with the weak ecological environment rather than the development of the natural tourism there is a need for the appropriate policy, planning and regulation for the development of cultural tourism. It is necessary to develop the ecologically friendly, helpful for the national existence and economically beneficial cultural tourism. In accordance with this need it is economically significant to build the permanently operating “Blue Planet-Eurasia 21” complex in the area able to display to the world the natural, historical and cultural valuable exhibits of Mongolia in the place, able to fully reflect the peculiarities of Mongolia. The reason for choosing the Tuv aimag, first of all, is that the Tuv aimag is rich of natural, historical and cultural resources and its infrastructure is comparatively developed. Second, this region of the Mongolian tourism center located on the crossing of the Asian and European travel roads, particularly in the place nearby, is a right choice by all means and economically significant. Today, Mongolia is the seventh by its wealth, country and attracts the whole world. Indeed, the natural resources of Mongolia attract foreign investors. Meanwhile, infrastructural and many other issues haven’t been solved yet. In other words, there are several areas requiring not only mining, but the huge construction investment. Obviously, first we should focus on the mining sector. It is followed by culture, education and tourism sectors, which are identified as the economically endless resources such as transport logistics services, technical equipment, food, and providing the needs of foreign and domestic people. Today the mining sector is the leading economic sector but it is identified as the most harmful for human health and ecology. The tourism, on the contrary, is one of the ecology focused sectors. It is environmentally friendly and it continuously dedicates the part of its income to the environmental protection. Other infrastructural sectors following the mining sector encourage the tourism growth. On other hand, the tourism has become the place for the foreign and domestic mining employees to have a rest. Therefore these two sectors have become the key interoperable economic sectors. The mining sector development causes changes in the structure of tourists visiting Mongolia. We should note that it also tends to influence the tourist map and create products to meet the needs and behavior of these high income tourists. Therefore, in order to meet the today’s world tourism development requirements, it is necessary to promptly refuse from the wrong practice of spending time, money, nerves of foreign tourists and making them return to their country without desire to come back again by taking them to the city tour by Ulaanbaatar city, initially not established for tourists and which is the Administrative center of Mongolia. As well as to show a few museums located in non-appropriate buildings and
  • 4. making them stuck in the coal smoke and traffic jam or by taking them hundreds kilometers away through places with poor infrastructure for showing a few historical places. Meanwhile, the countries with intensive tourism growth perform at once all their main historical, traditional and cultural attractions through the tourism complex villages, which were specially established for tourists by the best modern urbanization design and projects. Besides, they attract main flow of foreign tourists through providing the world level comprehensive services for travelling and entertainment. To mention only one example, Kasakhstan has newly founded its capital city Astana under the Japanese famous architectural project, what caused the increase in the number of tourists and amount of tourism income three or four times than before. More than that, the country has now put forward the goal to become the Central Asia tourism center through building apart from Astana the new center “Aktau” for intellectual industry, relaxation and entertainment and tourism. They have started to make a huge investment of forty billion dollars and their construction work has been progressing. I would like to underline that the project strategy for this more modern “Blue Planet Eurasia- 21” has been developed according to the government and rural policy papers such as The Regional Development Concept for Mongolia, the Millennium Development Goals, the Draft Comprehensive National Development Strategy and the Tuv Province Development Program. Now let me briefly introduce the “Blue Planet-Eurasia 21” Tourist Complex. You can see the detailed outline of the production through the video at 2p.m. The complex covers the whole Eurasia territory, which is the motherland of India, China and Persia, the ancient civilizations that are still keeping their initial location on the core of the blue planet. We provide our nation and the world tourists with the unique opportunity to experience in Mongolia and in Asia, at the same time and in the same space, the 21st century’s culture, history, and national traditions, the unique features and values that have become the symbol of the country, along with the opportunity to have a comfortable rest. The complex villages of 21 countries reflecting their own national features will be accomplished by the reduced in their size the historical exhibits, monuments, towers, walls, royal castles, gardens, monasteries that have become the name card for each country. Also, we will build hotels, restaurants and brand shops reflecting the unique peculiarities of the country. The Museum of Natural History is the main name card of this cultural tourist complex. It displays the historical process lasted from the origin of the world for a very long time of 3.5 billion years involving the origin of plants, animal and human. The museum offers more than 10 thousand unique exhibits, contributing to the knowledge of people and representing rare plants, dinosaurs disappeared thousands years ago, endangered animals and birds documented in the “Red Data Book”, and the unique natural formations. The thirty meters high six floor Museum of Natural History will occupy the area of thirteen thousand and three hundred square meters and will be the special purpose and high protected building with the best architecture.

The realization of the issues on establishment of the single tourist complex the “Mongolian Village”, according to the government policy will become the powerful contribution for this sector, as well as the real investment for rural development. The complex will be a special purpose and unique architecture design cultural tourist complex uniting into a single ensemble the six main corpses. One of these corpses is the Museum of Natural history, a key name card for Mongolian tourism. The second corps is the Museum of Mongolian Ethnic History, which will display the main exhibits representing the most valuable contribution made to the economic and intellectual culture of the Mongolian nation’s humankind-the nomadic culture created during the whole historical period from the human origin on the territory of Central Asia till the modern times. The third corps is the Golden Stage Theater, which will regularly offer for the guests all kinds of art performances, the traditional art, one of the biggest in Asia, classic art, modern art and the art performances of other twenty countries. The fourth corps is a five star “Unity” hotel with high class services. The fifth corps is the reception building center which will provide visa, air-ticketing, banking and insurance services for tourists and will operate service offices such as police, security and transport logistics offices. The last one is the Khorol Village with the Wax museum displaying the 13th century royal castle surrounded by 21 modern ger style hotels. Briefly, we have an opportunity to enter the surrounding tourism market. We have the opportunity to draw the new tourist map of Mongolia through the investment to this construction work. Opportunities. The God prepares a lot of food for birds but never puts it in their mouths. Likewise, we will be close to becoming the owners of the big industry if we take this opportunity right.
