The document discusses REGATTA, a regional initiative to support Latin American countries in developing National Adaptation Plans (NAPs). REGATTA facilitates knowledge sharing, funding access, and capacity building for NAP development through an online community of practice, workshops, learning exchanges, and technical assistance. Upcoming events include a webinar on monitoring and evaluation of adaptation processes. REGATTA has supported NAP development through regional training workshops, learning exchanges between countries, and helping countries access funding from the Green Climate Fund Readiness Program.

Dialogue Processes
Between different structures and
actors (civil society, private sector)
and government levels
e.g. Workshops, exchanges

at the local level
e.g. Costa Rica,
articulation with the

9. How do we do it:
1. Facilitate access to financing
9
• UN Environment works with countries around the world in the
formulation of proposals to access financing to elaborate Adaptation
Plans, in particular through the Readiness Programme of the GCF (but
also CBIT)
• The proposals contemplate activities such as:
• Preparation of specific studies (e.g. vulnerability analysis, cost-benefit
analysis).
• Conducting workshops and consultations (participatory and transparent
process, which integrates cross-cutting issues such as gender and
indigenous peoples).
• Drafting of the plan itself, including a monitoring and evaluation
framework and a financing strategy.
Activities
10. How do we do it:
1. Facilitate access to financing
10
• Formal request of the country (letter of expression of interest).
• Determine a focal point or work team with whom to be in regular
contact during the process of preparing the proposal.
• Identify the specific objective of the proposal, logical framework
and activities.
• Permanent contact with the Green ClimateFund, who provides
guidance and comments on the proposals.

capacities
Benefits:
• Forum for discussion and virtual exchange of participants
from Latin America and the Caribbean.
• Webinars, meetings and in-person events.
• Virtual training and document library.

• What are the challenges associated with monitoring and
evaluating the progressof adaptation?
• What do we seek to monitor, processes or results of
adaptation?
• What information, metrics and units are necessaryto
evaluate the progress and effectiveness of the National
Adaptation Plans?
• What successfulexamples exist in Latin America and the
Caribbean region?

14. How do we do it:
4. Learning exchanges
14
• Objective:
• Promote peer-to-peer learning and the exchange
of experiences and good practices.
• Learn from direct experience: facilitate an
effective dialogue in the field, to visualize
processes and exchange experiences to
strengthen individual and organizational
capacities.
• Call for proposals (January 2017): 76 proposals
recieved
• 2 learning exchanges:
• Mexico-Chile: Methodologies and tools for
adaptation planning at local level

15. How do we do it:
5. Technology transfer
15
• TechnicalAssistance of the Climate Technology Center &
Network.
• Preparation of studies and analysis in support of the NAPs process:
e.g. support for the development of the adaptation indicators system in
Colombia
16. Final thoughts
16
• Knowledge sharing and south- south cooperation are a priority for
LAC countries.
• Support from the Forum of Ministers
• Learning exchanges included in the NAP proposals
• Partnerships: In 2015-16REGATTAleveraged an average of $2
