Simplified Clearance Measures

• requires a permission.

– goods at trader’s place,
– cargo examination done at traders place,
– short-time check (guaranteed in case lack of
control),
– customs clearance can base on an entry in a register
held by a trader,
– requires a permission.

Authorized Economic Operators simplification
– less goods examinations and documment controls than
non AEO traders,
– priority of control in case selection for inspection,
– right to prior notice in case of control ,
– entry summary declaration with limited safety data,
– the possibility of inspection at a place other than the
customs office.

Feasibility Study
• The aim of the programme "e-Customs" is to create
an electronic environment of Polish Customs Administration for
the provision of public services associated with the collection
of duties, trade in goods and ensuring the security of
international trade.
• In the programme was isolated more than 20 projects covering
all business areas of Polish Customs Administration.

  1. 3i - od modernizacji do innowacji. Nowe priorytety rozwojowe Służby Celnej Kierownictwo Służby Celnej określiło nowy kierunek jej rozwoju. Jego mottem jest Służba Celna, która innowacyjnie wykorzystuje wiedzę do świadczenia lepszych usług w erze cyfrowego stylu życia. Jest ona oparta na trzech filarach: innowacyjności, Internecie oraz inteligentnym zarządzaniu wiedzą. Pierwszy obszar to Internet, w ramach którego Służba Celna wdraża np.: program e-customs, polegający na wykorzystaniu w obsłudze klienta narzędzi elektronicznych, a także szeroko rozumiana obecność w środowisku cyfrowym. W komunikacji wewnętrznej obszar ten dotyczy intranetu. Drugi obszar to intelligence, czyli inteligentne wykorzystanie oraz zarządzanie wiedzą i informacją dostępną w zasobach Służby Celnej dla świadczenia lepszych usług. Trzeci obszar - innovation, czyli wartość, która przyświeca innowacyjnym zmianom w Służbie Celnej, służącym przede wszystkim klientowi - obywatelowi i przedsiębiorcy i jest odpowiedzią na ich oczekiwania. Służba Celna już rozpoczęła realizację swoich pomysłów, jak np. szkolenia e-learningowe, Wkrótce zostanie uruchomiony nowy portal internetowy – Witryna Prokliencka, czyli jednolity kanał informacyjny na temat świadczonych usług. Zostaną też stworzone komunikatory i portale społecznościowe, aby wymiana informacji między Służbą Celną a obywatelami i przedsiębiorcami była jeszcze efektywniejsza. W ramach planowanych zmian na przejściach granicznych, Służba Celna stworzy system bukowania na przejściach granicznych, umożliwiający kierowcom przyjeżdżanie na konkretny termin, by uniknąć stania w kolejkach w oczekiwaniu na obsługę graniczną. Pilotażowo Służba Celna zastosuje to rozwiązanie dla zorganizowanych przejazdów autokarowych na mistrzostwa Europy UEFA Euro 2012. Bukowanie na granicy odbywałoby się przez Internet. Inicjatywa 3i zakłada również centralizację zadań z obszarów finansów i księgowości izb celnych oraz rozliczania dochodów budżetu państwa z ceł, akcyzy i podatku od gier. Jest to jeden z elementów wdrażania narzędzi informatycznych i elektronizacji obiegu informacji. Dzięki rozwojowi systemu finansowo-rozliczeniowego Zefir 2 można będzie to zrobić przez tylko jeden punkt dostępowy - swoiste centrum usług rozliczeniowych Służby Celnej, a nie jak dotychczas w 16 różnych ośrodkach.____________________________________________________________________________________________________W ramach realizacji nowych priorytetów rozwojowych Służba Celna uruchomiła adres e-mail: [email_address], na który można przesyłać zarówno zapytania, jak i innowacyjne pomysły dotyczące kierunków i rozwiązań zawartych w dokumencie Służba Celna 3i, który wskazuje na innowacyjność, internet oraz inteligentne zarządzanie wiedzą, jako priorytety rozwojowe Służby Celnej na najbliższe lata. Przyjęty kierunek rozwoju w Służbie Celnej ma na celu stosowanie procedur, które w jeszcze mniejszym stopniu będą ingerować w swobodę obrotu towarowego przy zachowaniu wysokiej skuteczności kontroli i zwalczania przestępczości oraz efektywności przeciwdziałania nieuczciwej konkurencji.
