• Programme of Action of International Conference on Population and
Development (ICPD) held in1994 at Cairo,
In Cairo 179 countries including Nigeria agreed that:
Population and development are inextricably linked,
Empowering women and meeting people's needs for education and
health, including reproductive health, are necessary for both
individual advancement and balanced development.
Conference adopted a 20-Year Programme of Action, which focused
on individuals' needs and rights, rather than on achieving
demographic targets.
4. Unfinished Business
• The Cairo Agenda is yet to be realized for all people in all places including Nigeria
• There are still 214 million women who want to prevent pregnancy but are not using
modern method of contraceptive (20% unmet need in Nigeria)
• Worldwide, 800 women die from preventable causes during pregnancy and child
birth every day (In Nigeria 111 women die daily during child birth)
• Untold millions of women affected by war or disaster are cut off from RH services (In
NE Nigeria of 7.1 million affected, 2.3 million girls and 1.6 million women need
services)
• Total Fertility rate is still very high in many developing countries ( it is 5.3 in Nigeria)
• World population has grown from 3.6 billion in 1969 to 7.7 Billion today (in Nigeria
from 140.4 million in 2006 to 198 million in 2018)
5. Celebrating ICPD@25 and UNFPA@50
• Globally, UNFPA, in collaboration with the Governments of Kenya and Denmark is organizing a
high-level summit with the theme ‘ICPD25 - Accelerating the promise’ from 12th to 14th November
2019 in Nairobi
• The purpose of the summit, is to rally a broad coalition of stakeholders to protect the gains made
and to advance the ICPD agenda to ensure that no one is left behind.
• The expected commitments to be made at the Nairobi Summit on ICPD25 are voluntary and will
not be negotiated.
• It will be derived from consultations with stakeholders based on existing commitments such as
the ICPD Programme of Action and the SDGs.
• At the minimum, the expected commitments should address the three transformative results,
namely:
• 1) Zero preventable maternal deaths,
• 2) Zero unmet need for family planning, and
• 3) Zero Gender-based Violence (GBV) and harmful practices.

● Political reaffirmation for ICPD agenda and its
contribution to the 2030 Agenda, including
galvanizing new and non-traditional
partnerships
● Create strong and specific political and financial
commitments to advance the implementation of
the ICPD agenda as an indispensable part of the
2030 Agenda;
● Reinvigorate a multi-stakeholder SRHR coalition
and movement to advance the ICPD agenda

11. Purpose of One-Day Engagement
• To raise awareness on Nairobi Summit on ICPD25 coming up on 12th
to 14 November 2019 in Nairobi Kenya; and
• To provide an opportunity for stakeholder consensus on draft Nigeria
commitments to be presented at the Summit.
