Case story local government streetworks compliance
1. Case Story
Local Authority
April 2006
Streetworks (TMA 2004) Compliance
County Council (UK). With almost 2,500 miles (4,000 km) of public roads in the
region, the task of maintaining them and ensuring the safety of road users is an
important priority for the County Council that also supports public transport and
encourage ways of traveling that do less harm to the environment.
Client
At the introduction of the Traffic Management Act in 2004, it was identified that
the current information management of the Council was unworkable if all aspects
of the new legislation (calling for improved cooperation with streetworks
undertakers and demonstration of parity on planning decisions) were to be met.
With the current IT systems, engineers were required to reference six different
internal systems to build a clear picture of the planning considerations – and even
then mistakes could be easily made. An urgent solution was needed to comply
with the TMA requirements – otherwise the Traffic Manager estimated that at
least 2 additional Full Time Employees would be required to keep up with the
administrative overhead at a time when skilled staff were scarce due to demand
driven by the new legislator framework.
Problem
Encanvas was put forward to provide a bridging solution to respond to the new
information demands of the TMA 2004 legislation in advance of core business
systems being brought up to date. The project demanded that all six internal
systems could be referenced and updated (where required) by the system.
Solution

Encanvas was selected for its track-record of delivering affordable right-first-time
solutions in the streetworks/traffic management sector, its ability to support an
agile development approach and its geo-spatial mapping and information
management capabilities.
Why Encanvas was selected
The project team identified the sources of data from across the department and
mapped out a requirements specification and project scoping document. Samples
of each of the data sources were gathered and a ‘start-point’ proof of concept
was developed. This was presented to a workshop of users and stakeholders who
spent a day discussing the format and operation of the system. By the end of this
one day workshop, the majority of the systems design was completed and a fully
functioning test system was deployed within 2 days.
Approach
“This project was a leap of faith
for us, one on which I can say that
you delivered. Not only did you
guide and support us through the
project scoping stage, helping us
work our own ideas into the
solution, but technically you
provided a robust solution that
delivered daily.”
I'd just like to say a big 'thank you' for helping us over the last 3 years. Your commercial flexibility and product determination has
been of great assistance. It is via Encanvas that I feel we were able to demonstrate regionally what true GIS coordination was
about. This was before any of the latest industry systems. To our knowledge, no other authority in the southeast, outside London,
did this with the EToN3 system. This project was a leap of faith for us, one on which I can say that you delivered. Not only did you
guide and support us through the project scoping stage, helping us work our own ideas into the solution, but technically you
provided a robust solution that delivered daily. Notwithstanding that, we also felt re-assured that a telephone call on any technical
issue would receive an immediate response. So, again, thank you for the working relationship. It has been a pleasure working with
you in a difficult but exciting area of data management where ideas and problems are many and good solutions are few!!
Encanvas was certainly the latter!
