1.1 ML&E - Monitoring, learning and evaluation
systems Short-term
• ICRISAT Outlining evaluation indicators and make
known to the project implementers by April 2016
• ICRISAT should develop ML&E tools for the project
by My 2016
• ICRISAT testing the ML&E tool and operationalize
to all partners by the June 2016-02-19
• Conducting ML&E activity to all project annually
• Preparation of leaflets outlining up-scaling

1.2 Strategic evaluation of outcomes and
impacts of selected technologies
• Conducting ML&E to all project annually to identify existing &
likely upcoming technologies necessary for targeted
beneficiaries for up & out-scaling
• Training 20 researchers and field officers on data capturing
methods of the identified technologies aggregated by gender by
June 2017
• Scouting individuals, institutions and sectors that will act as
pathways for effective up & out scaling identified technologies
by December 2017
• Preparation of leaflets outlining upscaling strategies by
December 2016
• Conducting a stakeholders meeting identified during scouting to
consolidate the responsibility and commitment of each partner
1.3 Foresight scenarios in markets, institutions,
and policies
• Preparation of 2000 leaflets outlining the importance of legume
in nutrition by December 2016
• Reviewing important policies, acts, and by laws that hinders
production and marketing leguminous crops by mid June 2017
• Preparation of 3 policy briefs for nutrition, processing (value
addition), and marketing strategies based on reviewed policies
(above) by December 2015
• Formation of groundnuts platforms at ward, district, regional
and national levels by December 2016
• Conducting two platform members' meeting annually to reflect
the progress of groundnut subsectors at all levels identified
above
1.4 Gender mainstreaming and analysis
• Preparation by ICRISAT the gender analysis tools that should
be used by all researchers and in all project related activities
by the end of May 2016
• Conducting scooping study to establish gender based
activities in groundnut production value chain (production to
consumption) in selected regions in Tanzania by end of
August 2016
• Conducting gender sensitization workshop for groundnut
stakeholders by July 2016
• Preparation of leaflets that provide gendered surveillance in
various groundnut based activities.
• Yield gaps analysis by gender in selected study locations in
Tanzania by June 2016
Outcome 2: Realized productivity gains of
20% (over local varieties, and 10% over best
improved where relevant) achieved in
groundnut production areas where seed of the
improved varieties developed by the project
have been extended
Activity 2.1: Trait Discovery Pipeline
ICRISAT: Develop groundnut SNP arrays based on SNP
information available; Establish marker trait associations
for drought tolerance traits based on re-sequencing data
generated as a part of TL I Phase II and GCP
Commissioned Grant; Impart training to NARI scientist in
use of IBP tools.
2.1.1 Cost effective marker genotyping platform;
2.1.2 and 2.1.3. Phenotyping platform
for drought and Diseases and
Identification of QTL
•NARI: Fifty genotypes will be planted in support of
development of SNP arrays for marker array trait
association for Drought and 145 genotypes for rosette and
other foliar disease screening based on groundnut SNP.
2.1.4. Collection and evaluation of
Phenotyping data;
NARI: Procure hand held devices and install Breeding
Management System (BMS). Organize training course on
data management from July – September, one training
programme will be organized in data management, or will
contact GCP and ICRISAT to organize BMS data
management for NARI staffs
NARI: Use hand held devices for e-data capturing and use
BMS for pedigree and data management.
(d) Collection and evaluation of
Phenotyping data Cont..;
•Providing to the project management team data on
Phenotyping and trial data for assisting NARS to use
modern tools and platforms for breeding
Activity 2.2: Breeding Pipeline
(a) Develop five (5) short duration (SD) breeding lines with
moderate levels of resistance to rust, LLS and ELS once in project
life;
•Selected short duration lines which are resistance to foliar
diseases and cross them to adapted popular varieties by
July – October 2016
(b) Develop ten (10) drought-tolerant
breeding lines once in project life;
•Selected drought tolerant lines will be crossed to adapted
popular varieties for introgression of drought tolerance by
July – October 2016
(d) Develop ten (10) medium duration breeding
lines (high levels of Rust, LLS resistance, ELS,
GRD/PBND and other stresses) once in project
life;
•Selected medium duration lines with added foliar disease
resistance trait will be crossed to adapted popular varieties
for introgression of foliar disease resistance traits by July -
October 2016
Activity 2.3: Testing for Release
(a) International/regional trials;
10 lines (ICGV-SM 95741, ICG V SM 07558, Mangaka 2009,
ICGV SM 06737, ICGV SM 07505, Nach 2013, Mnanje 2009,
ICGV-SM 08581, ICVG-SM 99551, ICGV-SM 05569) with
agronomic advantages such as disease and pest tolerance,
high yield, drought tolerance selected from Regional trials are
planted in 3 sites (Naliendele, Nachingwea and Tunduru) for
close observations for superiority and stability in yield
evaluation across groundnut growing areas. Superior and
stable groundnut genotypes will be proposed NPT and
release.
(b) Multi-location evaluation of 10 breeding
lines;
•10 lines (ICGV SM 01514, ICGV SM 05611, ICGV SM 06518,
ICGV SM 06711, ICGV SM 06737, ICGV SM 07509, ICGV SM
07599, ICGV SM 08503, Mnanje 2009 and Pendo) are planted for
AGVT in 5 sites characterized by low altitude, mid altitude and
moisture stress (Naliendele, Nachingwea, Tunduru, Makutupora and
Tumbi), the genotypes are being evaluated for their adaptation in
those major groundnut areas so that they can be included in NPT and
later proposed for release lake zone , northern zone, SHZ
(c) FPVS trials;
•Six groundnut genotypes (ICGV SM 08501, ICGV SM 08503,
ICGV SM 08584, ICGV SM 01514, ICGV SM 07509 and Local)
tested in 20 FPVS across Tanzania in groundnut growing areas.
(Southern Zone: 15, Central Zone: 6, Western Zone: 8 and Lake
Zone: 6). Seven (7) groundnut genotypes (ICGV SM 01514, ICGV
SM 07509, ICGV SM 08503, ICGV SM 07599, Mangaka 2009,
Nach 2013 and Local) will be tested in 15 FPVS in Southern zone.
(c) FPVS trials;
Incorporate FPVS in the northern and Southern
Highlands groundnut growing areas during 2016-17
season
Upscale FPVS in Southern, Central and western
selected groundnut districts of Kaliua, Urambo, Bahi,
Chamwino, Tunduru, Nanyumbu, and Masasi
Liase with project gender scientist to facilitate
application of gender audit tool with legumes farmers
(f) Nutrition profiling of all candidate release
varieties;
•Five released varieties Pendo, Naliendele 2009,
Mangaka 2009, Mnanje 2009 and Nachingwea will
be analyzed for nutrition profiling by June, 2016
Activity 2.4: Best Bet Varieties
(a) Eighty (80) demonstrations plots;
100 demonstration will be planted in 11 Districts (Southern Zone:
30, Central Zone: 30, Western Zone: 30 and Lake Zone: 11) plus
SHZ and northern zone in identified groundnut growing districts
from 2016-17. Demo size is 5mx10m due to availability of seeds
Inventories groundnut growing areas in the SHZ and NZ in order
to complement with other BMGF investments in the SHZ and
Northern Zone and distribute demo’s plots in identified areas.
About 750 Kg kernels (200 Kg, of Mangaka 2009, 100 Kg of
Naliendele 2009 and 200 Kg of Mnanje 2009) will be planted as
Breeder seeds. By end of June, 2016 we expect to be having 7500
Kg of breeder seeds. The 7500 Kg of seeds will be planted under
Irrigation in Mtwara and Arusha by end of July. Total Breeder seeds
by Oct, 2016 will be 75 Tons. Five tons will be planted as breeder
seeds and 70 tons will channeled for basic seeds production through
objective 6 for certified and QDS
(b) Release of 8-10 tons of breeder seed of at least
one best bet variety;
(c) fingerprint database developed for the improved
cultivars promoted under TL-II project;
•NARI/ICRISAT: NARI scientist will be trained on conducting
DNA finger printing by ICRISAT and DNA fingerprint database will
be developed for 5-8 improved Groundnut varieties released under
TL-II and scaled out under TL-III. Cold room to maintain viability of
varieties/germplasm
Activity 2.5. Enhancing Genetic Gain of
ICRISAT hubs and partners
(a) Develop and implement a Program for Improvement
Plan;
•NARI/ICRISAT: Maintain groundnut lines to be used in
breeding with well defined traits of advantage in groundnut
improvement. Use the lines in short and long term goals for
introgression of genes of traits of interest to popular
varieties.

8326, ICGV 01731 and Mnanje 2009. Request ICRISAT
and CIAT to provide resource person for seed business
management training (by June 2016)
 Upscale production of basic seeds of Pendo, Mnanje,
Masasi Mangaka and Naliendele and Nachingwea
2009 produced by FRG in Masasi, Nanyumbu,
Tunduru, Kahama Ushetu, Bukombe, Kaliua, Uyui,
Urambo, Singida and Chamwino with target of
producing at least 200tons of new released groundnut
varieties per year

Activity 6.2: Sustainable
Production and Delivery of
Various Seed Classes
 70 tons of pre basic seed will be received from
Objective 2 and will be used to produce basic seed 700
tons
 Of the 700 tons (above), 200 tons will be channeled for
certified seeds production that will produce 2000 tons
by 2018 the rest (500tons) will be distributed to
Farmer’s Research Groups in project areas of SZ, NZ ,
CZ , WZ; SHZ & LZ

Targeted Seed Marketing
 We will encourage private and public sectors( ASA,
Southern Highland Seed Company, TEMNAR, SUBA
AGRO )in certified seed production by July 2016
 Certified seed production by ASA which is government
agency will be undertaken in 18 ha at Msimba Seed
Farm to produce at least 18 tons by June, 2016
 Encourage private sector including but not limited
(Southern Highland Seed Company, Suba Agro, Temnar
CO LTD through groundnut small seed packets for
distribution to small holder farmers/consolidated
marketing by July 2016

Activity 6.4: Popularize
New Varieties
 Designing, writing and printing groundnut variety
catalogue leaflets (2000) for promotion in project areas
by July 2016 and update annually
 One thousands five hundred (1500) copies of seed
production (500), postharvest management (500) and
business management (500) leaflets will be shared
with partners during Multi-stakeholders platform
meeting and training in SHZ,NZ and LZ.
 In 2016, 11 Field days will be conducted, , SHZ, NZ, and
LZ
 1 TV program will be transmitted and 2 Radio
Programs aired . 1 print media published July 2016
 In 2016, 4 Seed fair will be conducted 1 each in NZ, SHZ
and LZ with participation of females by 50% that will be
achieved by inviting FRG`s of which 60%n are women.

 Organize national planning and review meeting where
progress, lessons and challenges will be shared by

 Facilitate cross crop gender considerate seed marketing

development partners (PICS) and One Acre Fund
 Develop plans for demonstrating labour saving
equipment and documenting economic gains that will
be used to encourage investments in its fabrication in
Tanzania by August 2016

  • 1. Tropical Legumes III Improving Livelihoods for Smallholder Farmers: Enhanced Grain Legume Productivity and Production in Sub-Saharan Africa and South Asia TL-III Objective 1,2 &6 Groundnut Workplan 2015-16 Tanzania
  • 2. Outcome 1. • Varieties and associated technologies developed by project meet the needs of women SHF & help them to close gender yield gaps by 50% and achieve higher income
  • 3. Outcome 1.1: Enabling policies for adoption and impact Outcome 1.2: Womens production capacities enhanced and gender yield gap in groundnuts production system closed
  • 4. 1.1 ML&E - Monitoring, learning and evaluation systems Short-term • ICRISAT Outlining evaluation indicators and make known to the project implementers by April 2016 • ICRISAT should develop ML&E tools for the project by My 2016 • ICRISAT testing the ML&E tool and operationalize to all partners by the June 2016-02-19 • Conducting ML&E activity to all project annually • Preparation of leaflets outlining up-scaling strategies by December 2016
  • 5. 1.2 Strategic evaluation of outcomes and impacts of selected technologies • Conducting ML&E to all project annually to identify existing & likely upcoming technologies necessary for targeted beneficiaries for up & out-scaling • Training 20 researchers and field officers on data capturing methods of the identified technologies aggregated by gender by June 2017 • Scouting individuals, institutions and sectors that will act as pathways for effective up & out scaling identified technologies by December 2017 • Preparation of leaflets outlining upscaling strategies by December 2016 • Conducting a stakeholders meeting identified during scouting to consolidate the responsibility and commitment of each partner
  • 6. 1.3 Foresight scenarios in markets, institutions, and policies • Preparation of 2000 leaflets outlining the importance of legume in nutrition by December 2016 • Reviewing important policies, acts, and by laws that hinders production and marketing leguminous crops by mid June 2017 • Preparation of 3 policy briefs for nutrition, processing (value addition), and marketing strategies based on reviewed policies (above) by December 2015 • Formation of groundnuts platforms at ward, district, regional and national levels by December 2016 • Conducting two platform members' meeting annually to reflect the progress of groundnut subsectors at all levels identified above
  • 7. 1.4 Gender mainstreaming and analysis • Preparation by ICRISAT the gender analysis tools that should be used by all researchers and in all project related activities by the end of May 2016 • Conducting scooping study to establish gender based activities in groundnut production value chain (production to consumption) in selected regions in Tanzania by end of August 2016 • Conducting gender sensitization workshop for groundnut stakeholders by July 2016 • Preparation of leaflets that provide gendered surveillance in various groundnut based activities. • Yield gaps analysis by gender in selected study locations in Tanzania by June 2016
  • 8. Outcome 2: Realized productivity gains of 20% (over local varieties, and 10% over best improved where relevant) achieved in groundnut production areas where seed of the improved varieties developed by the project have been extended
  • 9. Activity 2.1: Trait Discovery Pipeline ICRISAT: Develop groundnut SNP arrays based on SNP information available; Establish marker trait associations for drought tolerance traits based on re-sequencing data generated as a part of TL I Phase II and GCP Commissioned Grant; Impart training to NARI scientist in use of IBP tools. 2.1.1 Cost effective marker genotyping platform;
  • 10. 2.1.2 and 2.1.3. Phenotyping platform for drought and Diseases and Identification of QTL •NARI: Fifty genotypes will be planted in support of development of SNP arrays for marker array trait association for Drought and 145 genotypes for rosette and other foliar disease screening based on groundnut SNP.
  • 11. 2.1.4. Collection and evaluation of Phenotyping data; NARI: Procure hand held devices and install Breeding Management System (BMS). Organize training course on data management from July – September, one training programme will be organized in data management, or will contact GCP and ICRISAT to organize BMS data management for NARI staffs NARI: Use hand held devices for e-data capturing and use BMS for pedigree and data management.
  • 12. (d) Collection and evaluation of Phenotyping data Cont..; •Providing to the project management team data on Phenotyping and trial data for assisting NARS to use modern tools and platforms for breeding
  • 13. Activity 2.2: Breeding Pipeline (a) Develop five (5) short duration (SD) breeding lines with moderate levels of resistance to rust, LLS and ELS once in project life; •Selected short duration lines which are resistance to foliar diseases and cross them to adapted popular varieties by July – October 2016
  • 14. (b) Develop ten (10) drought-tolerant breeding lines once in project life; •Selected drought tolerant lines will be crossed to adapted popular varieties for introgression of drought tolerance by July – October 2016
  • 15. (d) Develop ten (10) medium duration breeding lines (high levels of Rust, LLS resistance, ELS, GRD/PBND and other stresses) once in project life; •Selected medium duration lines with added foliar disease resistance trait will be crossed to adapted popular varieties for introgression of foliar disease resistance traits by July - October 2016
  • 16. Activity 2.3: Testing for Release (a) International/regional trials; 10 lines (ICGV-SM 95741, ICG V SM 07558, Mangaka 2009, ICGV SM 06737, ICGV SM 07505, Nach 2013, Mnanje 2009, ICGV-SM 08581, ICVG-SM 99551, ICGV-SM 05569) with agronomic advantages such as disease and pest tolerance, high yield, drought tolerance selected from Regional trials are planted in 3 sites (Naliendele, Nachingwea and Tunduru) for close observations for superiority and stability in yield evaluation across groundnut growing areas. Superior and stable groundnut genotypes will be proposed NPT and release.
  • 17. (b) Multi-location evaluation of 10 breeding lines; •10 lines (ICGV SM 01514, ICGV SM 05611, ICGV SM 06518, ICGV SM 06711, ICGV SM 06737, ICGV SM 07509, ICGV SM 07599, ICGV SM 08503, Mnanje 2009 and Pendo) are planted for AGVT in 5 sites characterized by low altitude, mid altitude and moisture stress (Naliendele, Nachingwea, Tunduru, Makutupora and Tumbi), the genotypes are being evaluated for their adaptation in those major groundnut areas so that they can be included in NPT and later proposed for release lake zone , northern zone, SHZ
  • 18. (c) FPVS trials; •Six groundnut genotypes (ICGV SM 08501, ICGV SM 08503, ICGV SM 08584, ICGV SM 01514, ICGV SM 07509 and Local) tested in 20 FPVS across Tanzania in groundnut growing areas. (Southern Zone: 15, Central Zone: 6, Western Zone: 8 and Lake Zone: 6). Seven (7) groundnut genotypes (ICGV SM 01514, ICGV SM 07509, ICGV SM 08503, ICGV SM 07599, Mangaka 2009, Nach 2013 and Local) will be tested in 15 FPVS in Southern zone.
  • 19. (c) FPVS trials; Incorporate FPVS in the northern and Southern Highlands groundnut growing areas during 2016-17 season Upscale FPVS in Southern, Central and western selected groundnut districts of Kaliua, Urambo, Bahi, Chamwino, Tunduru, Nanyumbu, and Masasi Liase with project gender scientist to facilitate application of gender audit tool with legumes farmers
  • 20. (f) Nutrition profiling of all candidate release varieties; •Five released varieties Pendo, Naliendele 2009, Mangaka 2009, Mnanje 2009 and Nachingwea will be analyzed for nutrition profiling by June, 2016
  • 21. Activity 2.4: Best Bet Varieties (a) Eighty (80) demonstrations plots; 100 demonstration will be planted in 11 Districts (Southern Zone: 30, Central Zone: 30, Western Zone: 30 and Lake Zone: 11) plus SHZ and northern zone in identified groundnut growing districts from 2016-17. Demo size is 5mx10m due to availability of seeds Inventories groundnut growing areas in the SHZ and NZ in order to complement with other BMGF investments in the SHZ and Northern Zone and distribute demo’s plots in identified areas.
  • 22. About 750 Kg kernels (200 Kg, of Mangaka 2009, 100 Kg of Naliendele 2009 and 200 Kg of Mnanje 2009) will be planted as Breeder seeds. By end of June, 2016 we expect to be having 7500 Kg of breeder seeds. The 7500 Kg of seeds will be planted under Irrigation in Mtwara and Arusha by end of July. Total Breeder seeds by Oct, 2016 will be 75 Tons. Five tons will be planted as breeder seeds and 70 tons will channeled for basic seeds production through objective 6 for certified and QDS (b) Release of 8-10 tons of breeder seed of at least one best bet variety;

(c) fingerprint database developed for the improved cultivars promoted under TL-II project; •NARI/ICRISAT: NARI scientist will be trained on conducting DNA finger printing by ICRISAT and DNA fingerprint database will be developed for 5-8 improved Groundnut varieties released under TL-II and scaled out under TL-III. Cold room to maintain viability of varieties/germplasm
  • 24. Activity 2.5. Enhancing Genetic Gain of ICRISAT hubs and partners (a) Develop and implement a Program for Improvement Plan; •NARI/ICRISAT: Maintain groundnut lines to be used in breeding with well defined traits of advantage in groundnut improvement. Use the lines in short and long term goals for introgression of genes of traits of interest to popular varieties.

Workplan cont… Activities What to be done Activity 6.4: Popularize New Varieties  Designing, writing and printing groundnut variety catalogue leaflets (2000) for promotion in project areas by July 2016 and update annually  One thousands five hundred (1500) copies of seed production (500), postharvest management (500) and business management (500) leaflets will be shared with partners during Multi-stakeholders platform meeting and training in SHZ,NZ and LZ.  In 2016, 11 Field days will be conducted, , SHZ, NZ, and LZ  1 TV program will be transmitted and 2 Radio Programs aired . 1 print media published July 2016  In 2016, 4 Seed fair will be conducted 1 each in NZ, SHZ and LZ with participation of females by 50% that will be achieved by inviting FRG`s of which 60%n are women.
