Initial Stages
National Database Organization (NDO) was established under Ministry of Interior
National Database was possible due to information gathered through “National Data
Forms” during the Population Census 1998
The Emergence of NADRA

To cater for a cohesive and unified approach in both Registration and Social fields
NADRA was created on 10 March 2000 by merging the National Database
Organization (NDO) and Directorate General of Registration
Chapter 2: Introduction
NADRA is one of the leading system integrators in the global identification sector and boasts
extensive experience in designing, implementing and operating and operating solutions for
corporate and public sector clients.
National Database & Registration Authority(NADRA) is the largest IT company in Pakistan and
employs a highly skilled work force of 17,000 technical and management personeel. The
company has maintained its position among the top fifty companies of the world in the filled
secured document solution integration(by ID WORLD magazine) in 2005 and 2006.
In 1973, in a parliamentary session, Bhutto stated in parliament to the people of Pakistan, “due
to the absence of full statistical database of the people of this country, this country is operating
in utter darkness. The government starts issuing the National Identity Card(NIC) numbers to its
citizens and began performing government database of the people in the government
computers.
NADRA was established on 10 March 2000 by merging Directorate General Of Registration
Pakistan a department created under 1973 constitution with National Database
Organization(NDO), an attached department under the ministry of interior, Government Of
Pakistan created for the 1998 cencus.
NADRA launched the Multi-Biometric National Identity Card project developed in conformance
with international security documentation issuance practices in the year 2000. The program
replaced the paper based Personal Identity System of Pakistan that had been in use since 1973.

the demographic, geographic, social and statistical aspects of the citizens of Pakistan and
provide to our awn foreign governments effective homeland security solutions and assistance in

National Driver’s License System Bangladesh
NADRA has a comprehensive Drivers Licensing system for Bangladesh. These cards have
stored data with card bearer’s personal information. Digitization of the applicant’s information
ensures authenticity with transparency. Over 275,000 driver’s license have been issued.
Additionally, NADRA provides regular consultancy services and enhancements to Bangladeshi
Licensing systems.
Passport Issuance & Control System Kenya
NADRA enabled Kenya with the issuance of machine readable passport after extensive research
and development. This Passport is Identity Card centric and compliant to ICAO standards. The
implemented technology and business logic has enabled Kenya with International Civil Aviation
Organization (ICAO) complaint data acquisition software for passports. Passport data is
synchronized with their identity system. A total of 775,000 machine readable passports have
been issued to the citizens of Kenya. NADRA provides technical support and software upgrade
when required.
Electronic Passport System Kenya
After the successful upgrade of manual to machine readable passports, Kenya Government
requested that these passports be upgraded to e-passports.The solution immplemented is
suitable for all types and is customizable as per client’s requirements with the following features:

•RFID Chip
•Integration with Biometric features namely Facial & Fingerprint
•IPI-Invisible Personal ID
•2D Barcode
•Machine Readable Zone (MRZ)
Civil Registration System Sudan
Civil registration system was designed for the registration and tracking of vital events of the
citizens of Sudan. These vital events include birth, death, marriage and divorce updated in a
Centralized National Database. NADRA has developed and implemented an end to end civil
registration management application for Sudan including issuance of National Identities, Birth,
Death, Marriage and Divorce. The system is integrated with world leading AFIS system. The
solution is operational; over 1,700 sites adapting to fixed enrolment as well as mobile units are
working and have successfully registered 17.7 million applicants. Also provisioned reporting and
MIS system with centralized processing and production.
National Identity Management System Nigeria
NADRA has developed and implemented complete backend system for Nigerian National
Identity Card project. The system has issued 8 million identities with transactions logging. It is
integrated with world’s leading ABIS System and is used effectively for issuance of identities.
Backend System of National ID Card is implemented, National Identity Management portal,
integration with AFIS, production and front end enhancements are done under this project.
Election Management System Fiji
Fiji Elections Office (FEO) awarded the “Election Management System” to NADRA through
International Competitive Bidding process in May 2016.
NADRA shall develop and deploy an ISO compliant, strategically secure and highly scalable
election management system for the Republic of Fiji by February 2017. NADRA’s knowledge and
experience shall be applied to migrate Fiji’s existing system of distributed and disparate Election
Management modules to an enhanced and integrated architecture of a Centralized Election
Management System (CEMS). This system aims to provide better and faster decision making
while protecting the fundamental voting rights of the Fijian people.
Chapter 5: Achievements
Top 50 e-Passport Technology Suppliers for 9 consecutive years in ID World Magazine,
for 2005, 2006, 2007, 2008, 2009,2010,2011,2012 and 2013.
“Outstanding Achievement Award” at CARDEX Middle East in Cairo, Egypt in May,
2007.
The Merit Exporter Award by Federation of Pakistan Chambers of Commerce &
Industry (FPCCI) in 2006.
NADRA’s Chief Technology Officer, Mr. Usman Y. Mobin was awarded the “ID Talent
Award” in November 2007 at the ID World International Congress held in Milan, Italy.
He was recently awarded Tamgah-e-Imtiaz in 2009 for his services rendered to the
state.
Successfully achieved Capability Maturity Model Integration (CMMI) from Software
Engineering Institute (SEI) Carnegie Mellon, USA.
NADRA Quality Management and CNIC Production departments are also ISO
9001:2000 Certified.
Deputy Chairman NADRA, Tariq Malik was awarded ID Outstanding Achievement
Award on November 3, 2009, in Milan at an exclusive ceremony during the eighth ID
WORLD International Congress, the Global Summit on Automatic Identification.
Chapter 6: Conclusion
NADRA has proved itself worldwide by having limited sources and with short time. NADRA still a
growing organization but being a owner of large data, in the field of data collecting,
interpretation, and handling the data NADRA is leading organization in the world.
