MOBALITY PLAN
Vellore Local Planning Area Vellore is the third largest
city of Tamil Nadu State after Chennai and
Kancheepuram having large population facing the
severe congestion and pollution problems is
demonstrating that need for agenda for sustainable
transportation. The CMP offers an integrated approach
to improve the mobility needs of all people within the
Vellore LPA.
4. WHAT IS CMP:
A Comprehensive Urban mobility Plan is a strategic
sustainable plan that builds on existing planning
practices and takes due consideration of integration,
participation, and evaluation principles to satisfy the
mobility needs of all people today and tomorrow arising
from business growth of the study area, for a better
quality of life in cities and their surroundings.
5. CITY PROFILE
Vellore town (Fort City) is located in the 12°55’N latitude and
79°08’ E longitude, on the southern banks of the river Palar.
The city is located at a distance about 135 km west of
Chennai, Capital of Tamil Nadu.
Vellore is the third largest city of Tamil Nadu State.
VELLORE having population (including Vellore Metropolitan
Region) of 4,81,966 persons as per 2011 Census.
Vellore city is headquarters of Vellore district in the North of
Tamil Nadu. Palar River passes through the city and the city
is located close to the forested slope of Eastern Ghats with a
gentle slope from west to east.
6. Local Planning Area
The project area is about 351.21 sq. km’s, consisting of Local
Planning Area (LPA) of Vellore city.

Thiruvallam - Katpadi - Vengadagirikottai Road, SH 59.
Vellore - Asanampattu - Alangayam - Thirupathur Road, SH 122.

7. OBJECTIVES OF CMP:
The ultimate objective of a CMP is to provide a long-term strategy
for the desirable mobility pattern of a city's populace. To achieve this
objective, the following are the main objectives:
To provide a long-term vision(s) and goals for desirable urban
development.
To ensure that the most appropriate, sustainable and cost effective
implementation program is undertaken in the urban transport sector.
To identify feasible short term, medium term and long term traffic
management measures and transport infrastructure needs to
facilitate safe and efficient movement of people for the present and
future.
8. VISION AND STRATEGIES
To develop and improve a safe, efficient, convenient and people
focused transportation system that provides viable, reliable mobility
choices for all Vellore LPA residents which will lead to achieve more
livable conditions, economically vibrant and environmentally
sustainable and with better assets for the future generations.
These consist of the following strategies:

Public transit and IPT strategy
Freight management strategy
Non‐motorized transport strategy
Traffic engineering and management strategy

10. EXISTING SITUATION
The dynamics and patterns of urban
development has resulted in a lot of mixed
land use getting developed along major roads;
especially the three major National Highways
and the core city area. This has inevitably led
to encroachments due to informal activities
and parking in these areas resulting into
congestion.
In Vellore LPA there are 61% of people are
there who can’t afford cars for their daily
routines.
11. CONT.
Private vehicles are used by majority of the people in
preference to provided public transport. However, the
largest concentration of job opportunities is found within
and around the CBD. Major Job opportunities outside
the CBD are found in the northern and southern areas.
Currently there are no dedicated Non Motor Vehicle
facilities (corridors) existing within the Vellore LPA area
whereas bicycle parking is available at the bus and rail
terminals. Only 6% of roads are having footpath on at
least on one side. Remaining 94% or roads are not
having footpath facility on either side.
12. PROPOSALS
The strategy to attract people to transit is always
based on increasing convenience, affordability
and the promise of performance. The strategy to
retain riders is based on reliability and on the
many other aspects of a customer’s experience
that influence feelings of safety, trust and ease-of-
use.

Public Transport Improvement plan:
1. BRTS Development plan:
As per the demand of ridership on the corridors the route plan is
proposed for BRT. The Bus Service on the routes like Anna Salai,
Katpadi Road and NH 234 are to be more loaded and hence the
capacity need to be enhanced for the horizon years.
2. MRT Development Plans:
The existing rail infrastructure can be used for Multi Modal
Transport System by introducing two/three coach trains and provide
the services in Vellore and Katpadi and also sub urban parts of the
Vellore LPA.

Road Network Development:
A road hierarchy is proposed by means of defining each roadway in
terms of its function such that appropriate objectives for that
roadway can be set and appropriate design criteria can be
implemented.
Functionally urban roads are classified as Arterial, Sub-arterial,
collector/distributor and Local Streets. Based on the hierarchy
various short, medium and long term proposals are given for 5, 10
and 20 years respectively.

NMT Facility Improvement:
To improve the pedestrian and NMT network in Vellore LPA, all the
arterial, sub arterial roads are proposed with footpath and cycle
track with proper segregation and also with universal accessibility
designs. Other than these main roads pedestrian network is
proposed where schools and colleges are there like Auxilium
College in Gandhi nagar area.
In Total Vellore LPA, 150kms of Footpath and Cycle track network
is proposed. And also the traffic management plans are prepared
for main junction areas within the Vellore LPA. Along with the
network pelican signal is proposed at mid-block crossing of Anna
Salai Road to ensure the pedestrian Safety.
