3. For statistical purposes, the definition of innovation is taken from the Oslo Manual (OECD/Eurostat 2005). www.oecd.org/sti/innovation/
An innovation is the implementation of a new or significantly improved product (good or service), or process, a new marketing method, or a new organizational method in business practices, workplace organization or external relations (OECD/Eurostat 2005, para. 146).
A common feature of an innovation is that it must have been implemented. A new or improved product is implemented when it is introduced on the market (to potential users). New processes, marketing methods or organizational methods are implemented when they are brought into actual use in the firm’s operations (OECD/Eurostat 2005, para. 150).
Novelty: Innovation can be new to the firm (lowest level) new to the market, new to the world…. (para 207 and 208, not 37)

4. In principle
◦Business innovation and
◦Public sector innovation
Can fit in the same measurement framework
Public Sector innovation can be discussed
5.
6. Public sector
◦as demanding customer
◦as provider of support
Reducing risks
◦As lead user
Helps with marketing outside of government
Public sector as supporter of innovation in the private sector
7. Innovation in the public sector
Unit can
◦Procure off the shelf technologies and practices
New to the unit, innovation
◦Procure and modify (user innovation)
◦Develop in the absence of supply (user innovation)
8. Public sector procures off the shelf products
◦Neither the supplier nor the user innovates
◦In the case of iThings in schools (Mazzucato) students could use the platform for purposes other than reading books
Social innovation?
Time scale
Was this a procurement intention?
10. CIS 2012

11. Innovation on the part of the firm carrying out the contract (available to the market – sells to public sector organization?)
Public sector innovation?
Other?

◦Edquist and Edler have written on this.
