support and foster research and innovation
• Began in 1984 and each last for 7 years and align to the EU’s Multiannual Financial
Framework (MFF)
Horizon 2020
• The previous Framework Programme (FP). It began in 2014 and had its last call for
proposals in 2020. Total budget for Horizon 2020 was ~ €80bn
Horizon Europe
• The 9th
FP and successor to Horizon 2020 will run from 2021 to 2027
• €95.5bn total budget - Work Programmes are now published

• UK entities will have equivalent participation rights to those from Member States
• UK entities can lead projects as coordinators
• UK has continued access to Horizon Europe research and innovation funding, infrastructure and markets
• Able to access funding from all parts of the Programme including the ERC (European Research Council), MSCA (Marie
Skłodowska-Curie Actions), Partnerships, the EIT (European Institute of Innovation and Technology), the direct actions of the
JRC (Joint Research Centre). The UK will be an associate to the COST programme and to EURATOM and ITER. Can access
the majority of the EIC (European Innovation Council) the except the EIC Accelerator equity fund
• Work programme level exclusions only in exceptional and justifiable cases (e.g., some Defence & Security)
• Participation and influence on programme governance structures (e.g. programme committees)
• UK experts can continue to take part in peer review (register as an expert here)
• The ‘Associated Countries’ concept is not new - Horizon 2020 had 16 Associated Countries including Israel, Switzerland, Norway

Research and innovation actions (RIA)

Innovation actions (IA)
• Activities directly aimed at producing plans and arrangements or designs for new, altered or improved products,
processes or services
• Possibly including prototyping, testing, demonstrating, piloting, large-scale product validation and market replication.
Coordination and support actions (CSA)
• Activities contributing to the objectives of the Horizon Europe Programme, excluding R&I activities (with some exceptions
– see the General Annexes to the Work Programme)

• Create a personal login (top right) then ‘Register your organisation’ (in ‘How to
participate’) to get a Participant Identification Code (PIC)
• Each Topic (competition) has its own webpage (in ‘Search Funding & Tenders’) with
everything you need to know – read it all (expand the sections to see the More Info…)
How do I build a winning

Formal consortium building mechanisms
EU Funding & Tender Opportunities portal – Every topic has a ‘Partner Search’ function where
you can upload your profile and review others that have done so
Brokerage events – European Commission, Technology Platforms, Co-Programmed
Partnerships, Enterprise Europe Network, UK’s KTN and FCDO, NCPs from around Europe, etc
may hold events with e.g., Meeting Mojo, B2B and other tools
Partner Search – under the How to participate tab on the EU funding and tender opportunities
portal where you can search for past projects and organisations
CORDIS – a more useful way of finding past projects and participants and allows you to contact
them
Searching the formal consortium building
mechanisms is a bit like looking for a
needle in a haystack – they all look like
needles so finding the ones for you can
be difficult
What constitutes a winning consortium?
One that can deliver the expected outcomes within the stated scope and budget (and give the evaluators
confidence that they can)
Common to see universities, big business, small business, research and technologies organisations,
consultancies, local authorities, national authorities all within the one consortium. There is no ‘typical’ or
‘model’ consortium structure/membership
Useful to include exploitation partners – someone who is going to take the outputs of the project and
actually implement them (e.g., energy companies, oil and gas sector /etc., industry) to show immediate
impact
Useful to include the end user community, possibly as an advisory board or associate partners (not direct
beneficiaries but costs e.g. travel can be included in ‘other costs’), again to demonstrate route to
implementation
Eligibility criteria
There are several types of eligibility, and it does get confusing:
• Eligibility to be part of a consortium/project
• Eligibility to receive funding as part of a consortium/project
• Eligibility to be one of the minimum number of participants necessary in a consortium/project

Stated in the General Annexes
• Any legal entity, regardless of its place of establishment, including legal entities from non-associated
third countries or international organisations (including international European research
organisations) is eligible to participate (whether it is eligible for funding or not) although exceptions
may apply in specific topics so check the text
• To be eligible for funding, applicants must be established in one of the eligible countries, i.e.:
• Member States of the European Union, including their outermost regions;
• Overseas Countries and Territories (OCTs) linked to the Member States
• Eligible non-EU countries:
• Countries associated to Horizon Europe
• Low- and middle-income countries
• Legal entities which are established in countries not listed above will be eligible for funding if
provided for in the specific call conditions, or if their participation is considered essential for
implementing the action by the granting authority
• Consortium Composition:
• At least one independent legal entity established in a Member State; and
• At least two other independent legal entities, each established in different Member States or
Associated Countries

• European Commission has published a Q&A on the UK’s participation in Horizon Europe
“Thanks to the Associated Country status, UK participants will have the same rights as EU
participants, with the very limited aforementioned exceptions. UK entities are eligible for funding at
the same rates and under the same conditions. They can lead project consortia. They also count
towards the minimum number of countries in calls for transnational projects.”

The General Annexes referred to in the above guidance states “For the purposes of the eligibility
conditions, applicants established in Horizon 2020 Associated Countries or in other third countries
negotiating association to Horizon Europe will be treated as entities established in an Associated
Country”

And finally, because of the specific situation of the UK, the EC has published a Q&A that states

International Participation
Some topics state international participation is essential, e.g. “In addition to the conditions described in
General Annex B, the consortium must include at least three legal entities from three different African
countries”
Some topics state international collaboration is advised, e.g. “In order to achieve the expected outcomes,
international cooperation is advised, in particular with projects or partners from the US, Japan, Canada, South
Korea, Singapore, Australia”
Some topics state limitations on international collaboration, e.g. “participation to the call is limited to
legal entities established in Member States, associated countries, OECD countries, African Union Countries, and
MERCOSUR, CARIFORUM, and Andean Community”
Most countries around the world have Horizon Europe National Contact Points – find their details
here and there is a full list of participating countries published too
The gender dimension
Eligibility: Gender Equality Plan (applicable from 2022 onwards)
Participants that are public bodies, research organisations or higher education institutions
established in a Member State or Associated Country must have a gender equality plan in
place, fulfilling mandatory process-related requirements
Award Criteria: Integration of the gender dimension
Addressing the gender dimension in research and innovation content entails taking into
account sex and gender in the whole research & innovation process
Ranking Criteria (for tied scores): Gender balance
Third criteria - Gender balance among personnel named in the proposal who will be primarily
responsible for carrying out the research and/or innovation activities, and who are included in
the researchers table in the proposal
The best ways to form winning teams
Being an effective networker is much more useful than submitting a profile into a portal and awaiting
contacts. Don’t wait to be invited to the party, push yourself forward
• Use your existing professional networks – if you don’t know who the sector leaders are in Europe
then you should find out (e.g., use LinkedIn to connect to people from possible consortium partners)
• Search CORDIS for previous Horizon 2020 projects that cover similar issues and contact the
participants. All projects must disseminate their results and often hold workshops, etc.
• Join the relevant networks, associations and partnerships, ask your NCP for suggestions
• Be an active member – say ‘hi’ when you join the virtual room. Ask questions, support others’
opinions, act as if you are already well known to all in the virtual room
• Volunteer to draft working papers, take notes, send in useful information – be helpful
• Speak up at workshops – demonstrate Thought Leadership
• Show that you would be a valuable partner for collaborative projects and that without you they
won’t win – you have the secret sauce that is necessary for their success
• European Technology Platforms are recognised by the European Commission as ‘the voice of the sector’ with
regards to research and innovation.
• Other associations support networking, technical fora, technology roadmap development, etc.

• The ETPs/ETIPs often have Working Groups that create strategic research and innovation agenda and these are
used by the EC to inform the Work Programme – most Co-Programmed Partnerships have sprung from ETPs
• Speak to your NCP about your specific research area and they will explain which associations, etc are most
suitable for you to engage

European Commission introduced Smart Specialisation (S3) for regional economic growth. In that regional
identify strong areas and specialize. The actors in the area will create economic growth. This create growth
of Europe. In reality, gathering partners and collaborations in strong area is finding a value chain.
Most researchers have not even heard about Smart Specialisation. Adding a partner in that for knowledge
transfer and innovation capacity is an added value. EU regional strategies and EU project align and create
synergies. Motivation is stronger. When two equally good project proposals are compared, the one with
smart specialisation will be favored since it aligns EU interests.

Proposed Approach
Scope: Reservoir development and exploitation within an untested geological setting of south west
of England by use of innovative technologies for repeatable success.
Problem Solving: Angus Energy considers that for a geothermal project to be successful, geological
risk, well costs, facilities costs, connection costs and efficiency must all be addressed holistically.
We plan to deliver this by:
1. utilising our existing oil and gas techniques to de risk the geological setting
2. reduce the cost of drilling by innovative well design and completion techniques
3. research, pilot and implement alternative turbine designs to improve efficiency

For this topic Earthwatch could:

Proposed Approach
What is your understanding of the part of the problem you can solve?
We are focused on novel but also cost-effective systems to obtain biomethane, being
this second point the main bottleneck of these technologies. Such as: Optimized
membranes system, Biological methanation, Accelerated carbonation, Microalgae
cultivation , chemical absorption with new sorbents and also optimized gasification that
includes a second step of biological methanation.
What part of the Scope do you want to address?
We have capabilities and infrastructures to test and operate (at lab, pilot or
semi-industrial scale) innovative biomethane production systems designed by us or we
could also validate other novel upgrading system from other partners at pilot or
semi-industrial scale in a WWTP placed in Galicia, Spain.
We could also generate green hydrogen through electrolysis or by means of dark
fermentation as H2 source for biomethane production.
Additionally, we can design, test and operate a system to separate CH4 and H2 in
destiny after mixing it in the gas grid.
Organisational Capabilities
EnergyLab counts on specialized scientific and technological labs to
characterise wastes or by-products from anaerobic digestion (biogas and
digestates) and for biogas production (batch and semi-continuous
reactors). It relies on facilities to study novel biogas cleaning and
upgrading (biomethane) systems at lab and pilot scale, e.g. biological
methanation; accelerated carbonation or by means of photobioreactor
to grow microalgae to capture CO2 and reduce the concentration of
effluent’s nutrients.
Energylab besides counts on semi-industrial scale facilities regarding
biogas upgrading (membranes and biological methanation), green
hydrogen production, biomethane and hydrogen filling station, a private
gas grid etc. Placed in a WWTP.
EnergyLab is a RTO (private and non profit) that has a wide network of
collaborators and can access to several WWTPs, municipal solid waste
plants, industries from the primary sector, livestock industries and other
sources of feedstock.

Currently involved in +15 ongoing R&D projects in the field of energy efficiency, circular
economy, biofuels or biorefineries, with large companies: Naturgy, Inditex, REPSOL,
FCC, etc.

What is your understanding of the part of the problem you can solve?
Liquid ammonia (LNH3) is considered as "the low hanging fruit" carbon-free hydrogen
alternative fuel, however:
(1) the reactivity of LNH3 is very low and incompatible with the existing combustion devices.
(2) Thermophysical properties of LNH3 are different from fossil fuels, resulting in very unsteady
spray behaviour and catastrophic failures.
What part of the Scope do you want to address?
I would like to address the mentioned above issues using detailed physical experimentations and
three-dimensional and unsteady numerical simulations.

Within the scope of the call we can provide:
• Test and validate the potential benefits of new circular materials applied to novel
offshore floating PV and/or ocean energy structures and foundations.
• Test and numerically analyze/design novel mooring and anchoring systems whilst
ensuring structural integrity and durability considering harsh sea conditions.
• Test and validate new prototype components and materials used in offshore floating
PV and/or ocean energy devices and verify that they are compatible with and resistant
to the marine environment.
• Research material properties and behaviour in combination with the use of advanced
hydro-elastic computational modelling tools.
•Research, develop and validate advanced computational hydro-elastic modelling tools
for material properties.
Organisational Capabilities
The Coastal Engineering , Oceanography and Hydraulics
Laboratory (IHLab Hydro) performs physical model testing in
which phenomena related to behavior of floating structures is
studied. The IHLab Hydro has two directional wave basins, which
are capable of generating currents and wind, three wave-stream
flumes, one flume with a variable slope and one tank for the
study of hypersaline discharges.
The capacities of the facilities, the experience of the team
members and the use of software-numerical modeling and
advanced instrumentation, allows the validation of numerical
models and the testing of specific design and optimization of
structures.
Experience
IHCantabria manages a dedicated research infrastructure devoted to large scale testing
of ocean structures, and in particular, floating structures. More than 30 floating
structures, including floating solar, has been tested during the last 10 years under the
framework of European (H2020, Interreg Atlantic) and national programs, and the
private sector.

energy technologies
Proposed Approach
Energy technologies are heterogeneous as the resources they target. Many of them are usually
jointly operated in complex scenarios for the fulfilment of the application requirements. To this aim,
control and optimization technologies are necessary since these target would be non attainable
otherwise.
As experts in control of thermal storages (among the others), we aim at developing advanced
mathematical models and corresponding control and optimization algorithms for their operations
in different applications, such as, e.g., power-2-thermal for the provision of ancillary services to the
grid, district heating, decarbonization of industry, etc.
We look for partners requiring use and improvements of thermal storages, e.g., due to thermal
waste. We have contacts with developers of innovative thermal storage solutions.

  • 9. • Funding programmes created by the European Union/European Commission to support and foster research and innovation • Began in 1984 and each last for 7 years and align to the EU’s Multiannual Financial Framework (MFF) Horizon 2020 • The previous Framework Programme (FP). It began in 2014 and had its last call for proposals in 2020. Total budget for Horizon 2020 was ~ €80bn Horizon Europe • The 9th FP and successor to Horizon 2020 will run from 2021 to 2027 • €95.5bn total budget - Work Programmes are now published European Framework Programmes The UK has agreed to Associate to Horizon Europe

UK ‘Association’ means continued UK participation The UK has agreed to Associate to Horizon Europe 10 • UK entities will have equivalent participation rights to those from Member States • UK entities can lead projects as coordinators • UK has continued access to Horizon Europe research and innovation funding, infrastructure and markets • Able to access funding from all parts of the Programme including the ERC (European Research Council), MSCA (Marie Skłodowska-Curie Actions), Partnerships, the EIT (European Institute of Innovation and Technology), the direct actions of the JRC (Joint Research Centre). The UK will be an associate to the COST programme and to EURATOM and ITER. Can access the majority of the EIC (European Innovation Council) the except the EIC Accelerator equity fund • Work programme level exclusions only in exceptional and justifiable cases (e.g., some Defence & Security) • Participation and influence on programme governance structures (e.g. programme committees) • UK experts can continue to take part in peer review (register as an expert here) • The ‘Associated Countries’ concept is not new - Horizon 2020 had 16 Associated Countries including Israel, Switzerland, Norway and Turkey

  • 36. How do I build a winning consortium? (the most frequently asked question)
  • 37. Formal consortium building mechanisms EU Funding & Tender Opportunities portal – Every topic has a ‘Partner Search’ function where you can upload your profile and review others that have done so Brokerage events – European Commission, Technology Platforms, Co-Programmed Partnerships, Enterprise Europe Network, UK’s KTN and FCDO, NCPs from around Europe, etc may hold events with e.g., Meeting Mojo, B2B and other tools Partner Search – under the How to participate tab on the EU funding and tender opportunities portal where you can search for past projects and organisations CORDIS – a more useful way of finding past projects and participants and allows you to contact them Searching the formal consortium building mechanisms is a bit like looking for a needle in a haystack – they all look like needles so finding the ones for you can be difficult
  • 38. What constitutes a winning consortium? One that can deliver the expected outcomes within the stated scope and budget (and give the evaluators confidence that they can) Common to see universities, big business, small business, research and technologies organisations, consultancies, local authorities, national authorities all within the one consortium. There is no ‘typical’ or ‘model’ consortium structure/membership Useful to include exploitation partners – someone who is going to take the outputs of the project and actually implement them (e.g., energy companies, oil and gas sector /etc., industry) to show immediate impact Useful to include the end user community, possibly as an advisory board or associate partners (not direct beneficiaries but costs e.g. travel can be included in ‘other costs’), again to demonstrate route to implementation

Eligibility criteria There are several types of eligibility, and it does get confusing: • Eligibility to be part of a consortium/project • Eligibility to receive funding as part of a consortium/project • Eligibility to be one of the minimum number of participants necessary in a consortium/project
  • 40. Eligibility criteria explained Stated in the General Annexes • Any legal entity, regardless of its place of establishment, including legal entities from non-associated third countries or international organisations (including international European research organisations) is eligible to participate (whether it is eligible for funding or not) although exceptions may apply in specific topics so check the text • To be eligible for funding, applicants must be established in one of the eligible countries, i.e.: • Member States of the European Union, including their outermost regions; • Overseas Countries and Territories (OCTs) linked to the Member States • Eligible non-EU countries: • Countries associated to Horizon Europe • Low- and middle-income countries • Legal entities which are established in countries not listed above will be eligible for funding if provided for in the specific call conditions, or if their participation is considered essential for implementing the action by the granting authority • Consortium Composition: • At least one independent legal entity established in a Member State; and • At least two other independent legal entities, each established in different Member States or Associated Countries

Associate Countries • European Commission has published a Q&A on the UK’s participation in Horizon Europe “Thanks to the Associated Country status, UK participants will have the same rights as EU participants, with the very limited aforementioned exceptions. UK entities are eligible for funding at the same rates and under the same conditions. They can lead project consortia. International Participation Some topics state international participation is essential, e.g. “In addition to the conditions described in General Annex B, the consortium must include at least three legal entities from three different African countries” Some topics state international collaboration is advised, e.g. “In order to achieve the expected outcomes, international cooperation is advised, in particular with projects or partners from the US, Japan, Canada, South Korea, Singapore, Australia” Some topics state limitations on international collaboration, e.g. “participation to the call is limited to legal entities established in Member States, associated countries, OECD countries, African Union Countries, and MERCOSUR, CARIFORUM, and Andean Community” Most countries around the world have Horizon Europe National Contact Points – find their details here and there is a full list of participating countries published too

The gender dimension Eligibility: Gender Equality Plan (applicable from 2022 onwards) Participants that are public bodies, research organisations or higher education institutions established in a Member State or Associated Country must have a gender equality plan in place, fulfilling mandatory process-related requirements Award Criteria: Integration of the gender dimension Addressing the gender dimension in research and innovation content entails taking into account sex and gender in the whole research & innovation process Ranking Criteria (for tied scores): Gender balance Third criteria - Gender balance among personnel named in the proposal who will be primarily responsible for carrying out the research and/or innovation activities, and who are included in the researchers table in the proposal

We are focused on novel but also cost-effective systems to obtain biomethane, being this second point the main bottleneck of these technologies. Such as: Optimized membranes system, Biological methanation, Accelerated carbonation, Microalgae cultivation , chemical absorption with new sorbents and also optimized gasification that includes a second step of biological methanation. What part of the Scope do you want to address? We have capabilities and infrastructures to test and operate (at lab, pilot or semi-industrial scale) innovative biomethane production systems designed by us or we could also validate other novel upgrading system from other partners at pilot or semi-industrial scale in a WWTP placed in Galicia, Spain. We could also generate green hydrogen through electrolysis or by means of dark fermentation as H2 source for biomethane production. Additionally, we can design, test and operate a system to separate CH4 and H2 in destiny after mixing it in the gas grid. Organisational Capabilities EnergyLab counts on specialized scientific and technological labs to characterise wastes or by-products from anaerobic digestion (biogas and digestates) and for biogas production (batch and semi-continuous reactors). It relies on facilities to study novel biogas cleaning and upgrading (biomethane) systems at lab and pilot scale, e.g. biological methanation; accelerated carbonation or by means of photobioreactor to grow microalgae to capture CO2 and reduce the concentration of effluent’s nutrients. Tidal energy: design and development of biomimetic inspired tidal turbine blades (TRL4-5). What part of the Scope do you want to address? My team mainly works on numerical and experimental marine hydrodynamics, with advanced CFD and tank testing techniques to solve the engineering questions. NAOME team is able to deal with hydrodynamics, structural, safety and economics. Turbine design and optimisation; turbine response in operational conditions, fouling, emergency stopping; floating platform design and optimisation; dynamics response and testing. Liquid ammonia (LNH3) is considered as "the low hanging fruit" carbon-free hydrogen alternative fuel, however: (1) the reactivity of LNH3 is very low and incompatible with the existing combustion devices. (2) Thermophysical properties of LNH3 are different from fossil fuels, resulting in very unsteady spray behaviour and catastrophic failures. What part of the Scope do you want to address? I would like to address the mentioned above issues using detailed physical experimentations and three-dimensional and unsteady numerical simulations. Proposed Approach Within the scope of the call we can provide: • Test and validate the potential benefits of new circular materials applied to novel offshore floating PV and/or ocean energy structures and foundations. • Test and numerically analyze/design novel mooring and anchoring systems whilst ensuring structural integrity and durability considering harsh sea conditions. • Test and validate new prototype components and materials used in offshore floating PV and/or ocean energy devices and verify that they are compatible with and resistant to the marine environment. • Research material properties and behaviour in combination with the use of advanced hydro-elastic computational modelling tools. •Research, develop and validate advanced computational hydro-elastic modelling tools for material properties. Organisational Capabilities The Coastal Engineering , Oceanography and Hydraulics Laboratory (IHLab Hydro) performs physical model testing in which phenomena related to behavior of floating structures is studied. The IHLab Hydro has two directional wave basins, which are capable of generating currents and wind, three wave-stream flumes, one flume with a variable slope and one tank for the study of hypersaline discharges. The capacities of the facilities, the experience of the team members and the use of software-numerical modeling and advanced instrumentation, allows the validation of numerical models and the testing of specific design and optimization of structures. Experience IHCantabria manages a dedicated research infrastructure devoted to large scale testing of ocean structures, and in particular, floating structures. More than 30 floating structures, including floating solar, has been tested during the last 10 years under the framework of European (H2020, Interreg Atlantic) and national programs, and the private sector. Many of them are usually jointly operated in complex scenarios for the fulfilment of the application requirements. To this aim, control and optimization technologies are necessary since these target would be non attainable otherwise. As experts in control of thermal storages (among the others), we aim at developing advanced mathematical models and corresponding control and optimization algorithms for their operations in different applications, such as, e.g., power-2-thermal for the provision of ancillary services to the grid, district heating, decarbonization of industry, etc. We look for partners requiring use and improvements of thermal storages, e.g., due to thermal waste. We have contacts with developers of innovative thermal storage solutions.
