The Interreg Baltic Sea Region Programme 2014-2020 provides new funding opportunities for transnational cooperation projects around the Baltic Sea. It has a total budget of EUR 278.8 million from the European Regional Development Fund, European Neighbourhood Instrument, and Norway. Projects can receive up to 75% co-financing and typically range from EUR 300,000 to 5 million. The program seeks to make the region more innovative, accessible, and sustainable through four thematic priorities: innovation, natural resources, transport, and support for the EU Strategy for the Baltic Sea Region. The first call for project proposals was launched in December 2014.

Main features of a typical project 33 • Budget: 300 TEUR to 5 MEUR (ø 2.6 MEUR) • Partners: 3 to 35 • Duration: up to 36 months • Relevance: joint solutions for common challenges relevant for the whole/major part of the BSR • Outcomes: action and development plans, cooperation models, feasibility studies, pilot investments, recommendations for policy makers and practitioners etc. • Expected results: increased institutional capacity • Project partnerships: a mixture of public authorities, research organisations, specialised agencies, NGOs, and enterprises (new!)

- The co-financing for partners from Russia will become available only after the Financing Agreement (FA) between the European Commission and the government of the Russian Federation. The implementation provisions will be laid down in this agreement as well. The co-fin rates will be confirmed in the FA too. For the first call for applications, future applicants are invited to include cooperation partners from Russia, yet only as associated organisations. Participation of partners from Russia in the first call will have to be financed from other than the Programme funds.
- Prority 1: New topic when current period started. Clearer focus on areas in which the BSR is specialising. It is more market-oriented and user-driven. It recognises importance of non-technological innovations (also these having social and cultural dimension). It builds more carefully on existing assets like available research and innovation infrastructures. Full example action: Forming alliances between different research and innovation milieus with leading competences, in such a way that a unique, smart combination of capabilities occurs with good potential to find new solutions to great societal challenges and market needs
- Priority 2 contains the elements of the current priority 3 (Baltic Sea as a common resource) however includes also the energy issues. Combining the economical efficiency and sustainable use of natural resources
- Priority 3: more focused objectives; maritime safety and envirnomentally friendly shipping included
- Priority 4: Support to EUSBSR implementation. Seed Money most interesting, in particular if you plan apply funds from somewhere else than in the BSR Programme.
- Please note that infrastructure investments as well as cross-border investments cannot be financed but cooperation activities.
