• The Project Title is “HEARD - Health of Ethiopian Animals for
Rural Development - Component -3 MoA ”
• The Implementer is Ministry of Agriculture
• Coverage is national/ through out the country
• Duration is 48 months (2019-2022)
• The allocated budget is Euro 1.9 million

4. Project Objective
The overall objective in line with HEARD program is to "Increase
sustainable livestock productivity and improve the marketing of
livestock products".
The specific objective is also in line with HEARD program
"Quality and reliability of integrated public and private
veterinary service delivery improved taking into account the
increasing impacts of climate change".

5. Project Results
Results to be achieved through this grant project are:
• Result 3: Food safety of primary products of animal
origin improved and better control of zoonotic diseases
achieved.
• Result 1: The quality of public and private veterinary services
strengthened and delivery optimised (through the creation of
an enabled and rationalised environment).

3.1 Improve quality, safety and welfare of live animals and
meat products in export and domestic value chains:
These will be achieved through the implementation of:
• strengthening the Livestock Identification and Traceability
System (LlTS),
• regular testing of products of animal origin, and
• creating a meat inspection course at the National Veterinary
University/college that will graduate 60 meat inspectors a
year.

1.1. Raise the quality of veterinary service performance
1.2. Enhance laboratory human and material diagnostic capacity
1.3. Reduce impact of animal diseases through improved
disease surveillance, disease control and risk based vaccination

Main Innovative initiatives:
1. Improving performance of veterinary service,
2. Implementing and strengthening LITS,
3. Developing meat inspection course,
4. Establishment of veterinary statutory body,
5. Implementing standardized animal welfare,
Contribution to GTP-2 targets:
• Coverage of risk based vaccination to reach 95%,
• National passive surveillance system 80%,
• Certify and export 1,120,672 livestock and 92,200 tones of
meat,
• 200,000 cattle passed through LITS for export)

10. Project Coordination and management
(internal and external)
• The external coordination will be done through the existing
MoA - RED&FS livestock technical working group with
members of donors supporting the livestock sector, relevant
national and international institutions, NGOs and the private
sector, etc.
The internal coordination will be done through:
• a project Steering Committee (SC) will be established for
the oversight of the project implementation, deal with the
governance of the project and ensuring compliance with
the applicable policies, strategies and standards.
• The MoA Livestock Resources sector (LRS) have a key role in
coordination and facilitating the planning and monitoring of
the other four grants under HEARD.
