In Turkey, damage assessment studies of buildings cover the observational evaluation of
buildings after the disasters.
Damage assessment studies of buildings are carried out for the following type of disasters;
Earthquakes Floods Fires

8. DAMAGE ASSESSMENT PROCESS
There are several important notes for damage assessment studies carried out in
Turkey. Some of them are as below;
• Damage assessment studies are carried out only for occured damages in
the buildings after the post- disaster.
• Damage assessment studies do not take into account the damages due to
the disasters occurred in the past and deficiencies in the construction phase.
• Damage assessment study is not a strength test for the buildings.

Damage assessment studies of buildings in Turkey consist of three main stages
which are;
1) Disaster Effect Determination Study
2) Final Damage Assessment Study
3) Damage Assessment Study if objection exists (Similar to Final Damage Assessment
Study).

Damage Assessment Studies
in case of Objections
These studies are performed to determine the densely damaged regions and
buildings which should be demolished urgently and to detect the victims who
need emergency relief and temporary housing.
• This study is more detailed and door-to-door assessments.
• Damage states of each independent units of buildings are assessed and
reported.
• These studies provide a basis for beneficiary, resettlement site selection, and
reconstruction stages of the recovery phase.
• If any objection exists to the results of the final damage assessment studies, 30
days appeal process begins and disaster victims submit their petition to local
directorates. Then, a new damage assessment study is performed for the
disaster victims who have objections and submitted their petitions.
• These studies are carried out similar to final damage assessments.

Recently, new final damage assessment forms have been developed with the aid of
academicians and private sector.
Differences from the existing form;
• Designed for each type of disaster,
• Designed for reinforced concrete and masonry buildings separately,
• More objective,
• Easiness for transition from member damage to system damage.

20. Added Value for the Post 2015 Framework for
Disaster Risk Reduction
Damage assessment of buildings contributes to disaster risk reduction in many ways. Some of
them;
Damaged buildings are determined and these buildings are strengthened or
demolished. As a result of this,
• Modern and more engineered-based buildings are constructed.
• More disaster resistant buildings are built.
Buildings are constructed as required by means of accurate and objective damage
assessments. As a result of this,
• Recovery phase of the disasters is carried out in a sustainable manner.
• Environmental and economical concerns are reduced.
