Background - Ethiopia
• Ethiopia is recurrently food insecure and suffers from serious
food deficits
• GoE strives for increased agricultural production through
commercialization of the sector
• All land is administered by the State (Constitution)
• 3 mio ha identified for investors, 2 mio ha were leased out
• Objectives of GoE have not been achieved and small holders
not much benefited; large proportion of land not developed;
• Human capacities for managing large scale investments is
limited and adequate systems not in place

Progress
• Awareness on VGGTs and RAI principles among various
stakeholders at federal and regional level created
• Social and Environmental Code of Practise (SECOP)
developed and validated
• Comprehensive monitoring of >700 investors was conducted
(> 100 contracts cancelled)
• Overall area granted to investors considerably lowered
• Land identification & transfer processes were decentralized
• An agricultural investment management information system
(CAMIS) is under development

Progress
• Joint development of investment monitoring system based
on remote sensing with the JRC-EU
• Contract templates developed and ready to be applied
• The VGGTs and a FAO TG (a.o.) were translated into Amharic
• Public fora with investors, communities and government
• Establishment of an regional investor association
• Co-development of a national strategic framework for
commercial farming (via EPAU/PM office)
• SOP of ESIA/EMS and Guidelines on land valuation
developed

Capacity Development Activities
• Development of an academic training module on land
governance and RAI
• Training on remote sensing, GIS, DB management
• Training on contract farming for ETH Gov. staff and one union
• Training on entrepreneurship and farm management system
• Training on conflict resolution
• Experience exchange with Lao and Serbia land projects
• Study tours to German and within Ethiopia
…etc. so far more than 800 people were trained on various
technical and thematic areas

Challenges
• Long negotiation period before project was able to start
• Institutional merger and reshuffling of positions resulted in
absence of management and technical counterpart staff
• State of Emergency in Ethiopia resulted in travel restriction
and internet cuts
• Low capacities of CSOs in developing budget and project
proposals
• Requirement of separate project bank account
• Overall enabling environment and poor coordination among
stakeholders
• Women participation in trainings

Lessons Learned
• Being part as a UN member during the VGGT dev. process
does not necessarily result in acceptance/awareness of such
• Project aims for institutional and mind-set changes, those are
long term process and require long term commitments
• International principles only work as good as they are
integrated into country/regional legal frameworks & policies
• Trainings and awareness creation has a significant positive
impact to change attitude and confidence level
• Agriculture is a tough business and cant be done successfully
without proper commitment, capital and support

Recommendations
• Go for a multi-level & multi stakeholder approach
• Base your office within your partner agency
• Strengthen joint planning processes between communities and
investors and support expectation management -> great
potential to reduce conflicts
• Support establishment of inventor's association -> provides a
good platform for TOT
• Work with local CSO -> provides opportunities to address local
community needs and problems

Next Steps
Finalize various products and systems and start roll out within
the regions
Study tour on land valuation and compensation and land use
planning in Germany
Finalize regional land proclamation and national strategic
framework on commercial agriculture
Prepare for a second phase and EU cost-extension
Align with new important GoE initiatives (e.g. NILUPP)
