HUMAN RESOURCE DEVELOPMENT
Concept
Human resource is the sum of knowledge, skills creative abilities,
talents and aptitudes of an organization's workforce, as well as
the values, attitudes and beliefs of the individual involved”
Development is the acquisition of capabilities that are needed to
do the present job, or the future expected job
The purpose of HRD is to enhance the employees to successfully
handle greater responsibilities, through formal and informal
means
Aims at overall development of human resource in order to
contribute to the well being of employees, organization and
society
HRD is based on the belief that investment in human resource is
necessary and will invariably bring in substantial benefits to
the organization in the long run
• HRD - recent origin - It is a positive concept
• Can be viewed at macro and micro level
• Macro level, it is concerned with the development of
the people of the nation for improving their quality of
life and well-being of the nation – considers, health,
capabilities, skills, attitudes etc of the people of the
nation at large
• At micro level, HRD is concerned with the development
of the people in the organization and refers to the
improvement of the quality of managers and workers so
as to achieve greater quality and higher levels of
productivity
• HRD focuses on developing individuals as individual in
relation to their present and future roles, developing dyadic
relationship, developing teams and organsiation as a whole
Definition
According to TV Rao, HRD is “a continuous planned
process by which employees are helped to – (a)
acquire or sharpen capabilities required to
perform various functions associated with their
present or expected role; (b) develop their
general capabilities as individuals and discover
and exploit their own inner potential for their
own and organsational purposes; and (c) develop
an organizational culture in which superior
subordinate relationship, teamwork and
collaborations among sub-units are strong and
contribute to the professional well-being,
motivation and pride of employees” – a long but
all inclusive definition
Chhabraa “a continuous process to ensure the
development of employee competencies,
dynamism, motivation and effectiveness in a
systematic and planned way”
A continuous process concerned with an organized
series of learning activities designed to produce
behavioral changes in the human resource in
such way that they acquire desired level of
competencies for present and future roles
Brings about all-round development of the people
so that they can contribute their best to the
organization, society and the nation
Features of HRD
It is a system with several interdependent and
independent parts of sub-parts such as
procurement, appraisal, development, role
analysis, training communication etc.
• These sub-systems are interlinked in such a way
that changes in one sub-system tend to change in
the entire system.
• Further, it is a sub-system of a larger system –
human resource system
A planned and continuous process for
development of individuals in the organization-
planned – objective- continuous- not isolated or
broken function

• Development of competencies – the major aim of
development at four levels – individual level,
interpersonal level, group level and organizational level
• An inter-disciplinary concept – combination of different
subjects or disciplines like, management, psychology,
sociology, technology, economics, communication and
leadership skills etc
• Quality of life – enable employees to discover and
utilize his capabilities in achieving and organizational
goal. Aims at improving the quality of life of employees
at the individual level and quality of work life at the
organsiational level

1. To promote an opportunity and comprehensive
framework for the development of human
resources in the organization for fuller utilization
of their talents and manifestation
(materialization) of their potential
2. Develop the constructive mind and overall
personality of each employee
3. Develop each individuals capabilities to perform
their present job and handle future likely roles

Need and Significance
Importance of HR – growth and development of
organization – perform functions (production,
marketing, finance etc) in an effective and
efficient way – require competent- skilled HR.
Fast changing world – technology – fashion-
attitude-aptitude- HR must change accordingly to
adapt to the environment
Survival and growth depends upon profitability –
which depends upon the productivity- efficiency
of HR- adequate training is essential – improve
motivational level-morale and loyalty of workers
Quality of life and work life of worker
Benefits of HRD
1. Helps in the integrated development of employees
2. Helps them to know their strength and weaknesses,
enables them to improve their performance through
adopting appropriate strategy
3. Facilitates fuller utilization of employees’ potentials.
4. Generates and provides valid data about employees
for personnel functions like selection, training,
placement, promotion etc.
5. Insists on the provision of feedback and guidance by
the superior to the employees for improvement of
their performance
6. All these lead to greater organizational effectiveness
