2. C.1.1 Public Investments
Recommendations for GCARD and its stakeholders:
 Bring together the various groups working in this area, including the private sector,
to synthesize available information on investment levels and impacts by country
and subject matter; identify current priority areas and potential research gaps as
background to inform recommendations for the MACS or other senior policy venue
and at regional fora.
 Support case-study research to help identify the key triggers for research impact
and structural transformation in the more advanced developing countries and to
facilitate South-South learning on implications for future investment allocation.

3. C1.2 Public-Private-Civil Mechanisms
 Clarify the parameters of public-private-civil partnerships (what are they, who they
involve, and under what conditions do they work) and elaborate the emerging research
agenda on this topic with questions around how to create and sustain partnerships and
generate evidence of development outcomes from them.
 Develop and contribute our experiences on public-private-civil partnerships to new and
existing knowledge platforms to improve our capacity and knowledge on key issues
(enabling and regulatory environment, intellectual property rights, farmer and breeder
rights, traditional knowledge and role of women farmers in these partnerships).
 Establish mechanisms to unify us (public sector, private sector and civil society) to
merge our separate paths and create trusted relationships (country-level platforms,
regional investment forums and global initiatives).

4. C1.3 North-South and South-South Collective Actions
 Ensure follow-up on increasing and monitoring investments in food
security and agricultural research in next G20 and G8 agendas
within GFAR processes allowing participation of all concerned to
shape and develop AR4D initiatives
 Report on different ongoing initiatives: PAEPARD, Brazil-Africa and
Brazil-LAC Marketplaces and CORAF initiatives facilitating South-
South cooperation
 Ensure that investments take into account key dimensions for
effective investments for smallholders: gender, technologies that
actually reach end users, and land access and ownership

5. C.2.1 Institutional knowledge and learning
 Support to development of enabling policy environments for capacity
development and knowledge-sharing at institutional levels in order to
promote agricultural innovation, especially to ensure full engagement of
small agricultural producers
 Use of effective methodologies to document institutional experiences and
learning that exploit a variety of formats and media
 Foster emerging and established global and regional platforms for capacity
development, notably the Tropical Agriculture Platform (TAP), the Tertiary
Education in Agriculture Mechanism (TEAM) for Africa, and INNOVAGRO,
for partnerships between all actors enabling more coherent approaches to
improve institutional capacity development and knowledge sharing and
supporting institutional learning and change at all levels.

6. C2.2 Individual Learning and Empowerment
of Women and Youth
Priorities for Action to be reported upon at GCARD 2014:
• Multiply the availability of high-quality opportunities for practical experience
and career development of women and youth in AR4D, such as internships,
fellowships, mentoring, and professional secondments.
• Coordinate the monitoring and publication of statistics on the composition of
AR4D international and regional meetings and panels, boards and senior
leadership teams of AR4D institutions by age, gender and nationality.
• Take stock of regional efforts toward curriculum reform in Agricultural
Education while advocating that those reforms support AR4D that is
transformative, and fully inclusive of youth and women.
• Invest in the full development of YPARD and GAP as mechanisms to support
implementation of the above.

7. C.3.1 Access, sharing and transformation of
agricultural data and information
Recommendations for GCARD and its Stakeholders:
 Continue to engage with the CIARD movement to enhance the
coherence and effectiveness of access and use of agricultural
information and data.
 Managers and policymakers will lead the development of enabling
strategies and policies for more effective access and use of
information and data.
 Collaborate on development of methodologies and indicators for
measuring the outcomes of enhancing access information and
data.

8. C.3.2 Making use of knowledge and advisory systems
1. New Extensionist recommendations for essential capacities
to strengthen advisory services were endorsed
2. GFRAS regional networks and partners will use the New
Extensionist to advocate for strengthening knowledge and
advisory services
3. GFRAS will catalyse dialogue to prioritise and implement
the recommendations
4. Reaching grassroots, women and youth, and adapting ICTs
are key elements
