Jim Lacy, State Cartographer’s Office
In the Fall of 2011, the State Cartographer's Office started a new project aimed at creating a “blueprint” for a future
Wisconsin aerial photography program.Working in close cooperation with the North Central Wisconsin RPC, the
Wisconsin Department of Military Affairs, and the Wisconsin Geographic Information Coordination Council, we are
developing a comprehensive and participatory information-gathering process that assesses the needs, benefits,
drawbacks, and risks associated with a statewide imagery program. Past efforts such as the Wisconsin Regional
Orthophotography Consortium have been highly successful, and we hope to learn from that experience, and assess what
worked, what didn't work so well, and how it can be improved in the future. Come to this session to learn more about the
project, the current status, and how you can get involved.

2. Bottom Line Up Front
• Many successes in the
past
• SCO recently started
a project to gather
your feedback on past
air photo projects
• What can we do
better in the future?
• Develop a “blueprint”
for moving forward
3. Looking back....
• Wisconsin Regional • SEWRPC
Ortho Consortium
• FlyDane
• Southwest Ortho
Consortium ... and many more....
• North and West
Consortium
4. What did we learn?
• What worked well?
• What didn’t work so
well?
• What could be done
differently in the
future?
5. The Project
• Let’s try to answer
these questions and
more
• Based on research
findings, develop an
imagery acquisition
“blueprint” for the
future
6. The Project
• SCO has lead,
received FGDC
funding
• Hiring a consultant to
help with information
gathering and final
report
• Steering Committee
to help guide project
7. Desired Results
• A plan that addresses
both short-term
(2015) and long-term
(2020+) needs
• A process that can be
applied to other
themes in the future
• A “waypoint” for all
of us to navigate
towards
8. What about LiDAR?
• The need for
recurring
photography is well-
established
• LiDAR is hot right
now
• Are the business
processes for
acquiring LiDAR any
different?
10. Start thinking about
your past experiences
• What went well?
• What didn’t go so
well?
• If you were king/
queen, what would
you like to see in the
future?
11. Respond to the Survey
• Expected sometime
this Spring
• First step in collecting
your feedback
• Will guide agenda(s)
for future meetings
12. Attend a Meeting
• 2-3 regional meetings
before Memorial Day
(dates and locations
TBD)
• At least one online
Webinar, possibly
more
13. Share Ideas Online
• Looking at “IdeaScale”
as a way to share
opinions, vote on
ideas
• Suggestions on tools
or methods welcome!
• We want to make it
easy to participate
14.
15. Comment on the Draft
Report
• Mid to late summer
• Will describe the
findings gathered
from YOU
• Offer the blueprint
for the future
16. Resolve to Take Action
• A business plan by
itself is worthless
• Not intended to be
delivered to a “higher
power” for action
• The higher power is
you!
17. Summary
• Please participate in
information gathering
• Be candid in your
responses
• Watch for more
