The Government Printing
History:
The Government Printing Office was
established in 1888 and operate by a
number of legislative statements:
 Printing of Law Act;
 Evidence Act;
 Interpretation Act;
 Public Finance Management Act;
 National Constitution;

Government Printing Office
Overview:
During the pre-development stages GPO
Played a dominant role in:
 Printing of laws;
 Printing of educational materials;
 Printing of health literature awareness; and
 Print media.

Achievements:
As a result there were milestones achieved:
 Schools established;
 Hospitals established;
 Roads built;
 Airport built;
 Law and order established; and
 Learned Papua New Guinean;

Problems encountered:
 Poor management;
 Poor accountability;
 Inefficient;
 Poor quality;
 Overstaffed;
 Inadequate budget control;
 Lack of training;
 Lack of maintenance on equipments;
 State of disrepair

Remedial achievements:
 Restructured and reduced staff to 17 from 148;
 Rationalized equipment to 10 from 50;
 Gained commercialization status;
 Set up an accrual accounting system;
 Developed a five year corporate plan;
 Moved to new office at a new location;
 Maximized production;
 Established a state of the art print;
 Declaring profits;

 The GPO is a peripheral division of
the Department of Prime Minister and
NEC.

 subcontracting;

 Estimating of jobs;
 Planning and scheduling;
 Printing;
 Binding; and
 Dispatching;

Graphic & Electronic Publishing:
Responsible for;
 designing;
 type-setting;
 scanning;
 prepress;
 subscription; and
 digital printing.

Responsible for:
 Procurement;
 Stock control;
 Accounts payable;
 Accounts receivable;
 Planning and budgeting;
 Staff development;
 Payroll management.

Estimating:
We apply cost recovery method based
on the following critical success factors:
 Total number of hours;
 Total number of days;
 Cost of direct labour;

 Cost of consumable.

personnel with commitment to
do whatever it takes to achieve
the result required by
customers.
