3. Vision for Scotland is a country
in which:
• digital technology provides a
foundation for innovative,
integrated public services
that cross organisational
boundaries and deliver to
those in most need, and for
services for business that
promote growth
• digital technology captures
patterns of service use and
feedback, so that users of
public service are more
directly involved in service
design and improvement
• this use of digital
technologies provides a firm
basis for a shared
commitment to, and
responsibility for, public
services.
4 key themes are:
• focussing on the needs of our citizens,
• using data appropriately,
• building a skilled and empowered workforce
and
• collaborating to ensure value for money
The action plan has been developed and
refined as our policy thinking has moved
forward to focus within the context of the 4
themes on:
• developing a national digital ecosystem
of shared infrastructure, services and
standards;
• online transactional services that are
based on user needs and enable service
improvements and operating efficiencies;
• To make more effective use of data,
particularly making use of data that
organisations already hold.

5. Government Economic
Strategy
Digital technologies and the
businesses in Scotland that
develop, use and export those
technologies are vital to our
future growth and prosperity.
The Scottish Government’s
economic strategy will continue
to deliver economic growth,
reductions in unemployment
and increases in employment
because, amongst other things,
of the strength of Scotland’s
digital industry, the digital
platform that is being provided
by the investment that both
national and local Government
are making in superfast
broadband and the opportunity
to boost efficiency that comes
from embracing digital
technology in the way that we
do business and deliver public
services.
Public Service Reform has been focused on
putting people at the centre of public service
design and delivery. Whether it be health and
social care integration or improving attainment,
digital tools and technology, and better use of
data have a vital role to play. We are making this
happen in Scotland, with, for example, the self-
management of long term health conditions, or
developing innovative approaches to learning
through Glow the Scottish Schools intranet.
Programme for Government calls for a common
national endeavour. It is about the values of
enterprise, innovation and fairness. It sets out
Scottish Ministers ambition for radical reform to a
future which holds out the prospect of prosperity,
equality and opportunity for all. Democratic
Renewal is part of our wider commitment to
tackling inequalities, to empowering communities
and to building and strengthening relationships with
civic Scotland and citizens across Scotland. Digital
transformation in service delivery has the potential
to involve individual service users to a greater
degree in service design and delivery . Digital as a
tool of communication and discussion and, as part of
this, as a better means of sharing information/data

7. What does it mean:
• Increasing use of existing national
assets (my account, Swan,
mygovscot)
• Developing the Digital public
services ecosystem consisting of
high quality online transactional
services; common platforms and a
consistent approach to identity and
authentication(see figure 1 below).
• Better managed data underpinning
improved public services.
• Driving forward on specific Digital
transformation projects that go
beyond the introduction of online
transactional services. These will
focus on end-to-end service
transformation within and across
delivery bodies (supported by
cultural change / organisational
development support) and/or the
application of digital technology to
complex services in order to realise
significant service improvements
and efficiency savings
To progress this we will provide support
and services through the:
Central Government Digital Transformation
Service
Coordinated approach to standards
Development of our leadership
Skills gap action plan to address our
shortages and gaps in partnership with Skills
Development Scotland, Digital Skills
Academy, Data Lab and Scottish
Procurement.
We will measure by addressing the
following:
Are we meeting the needs of our citizens
and businesses?
Are we achieving financial and carbon
savings?
Are we enabling joined up public services?
Are we developing our staff to realise our
ambitions?
