Zukunft des Tourismus im ländlichen Raum

Mit Blick auf die im ländlichen Tourismus vorherrschenden Kleinstunternehmern scheinen die bestehenden öffentlichen Governance-Rahmenbedingungen den zentralen Constraint darzustellen, der dazu führt, dass die privaten Aktivitäten zur Umsetzung eines innovativen – und gleichzeitig auch auf Nachhaltigkeitsaspekte ausgerichteten – ländlichen Tourismusangebots bislang nur begrenzt erfolgreich waren und nur suboptimale Ergebnisse zeitigen. Die bisherigen Governance-Strukturen sind (hauptsächlich) von klassischen Top-Down Ansätzen geprägt. Gleichzeitig manifestieren sich spätestens seit dem Arabischen Frühling durch die Aktivitäten verschiedener NGOs stärkere zivilgesellschaftliche Aktivitäten zur Schaffung von Governance Ansätzen.
Auch wenn NGOs und andere Akteure der Zivilgesellschaft und der Wissenschaft einige Schritte in einem innovativen Ansatz zur Förderung von Nachhaltigkeit und Wettbewerbsfähigkeit des Tourismus gemacht haben, führt die vorläufige Analyse zum Schluss, dass diese allein nicht in der Lage sind, die Leadership-Funktion zu erfüllen. Die Frage ist also, wie die Interaktion der verschiedenen öffentlichen und privaten Stakeholder mit Akteuren der Zivilgesellschaft und der Wissenschaft optimiert werden könnte.
We zijn verheugd om het spannende nieuws over ons nieuwste initiatief bij Storydoers met u te delen. We hebben onlangs een uitgebreide trainingscombinatie georganiseerd om de digitalisering van het MKB in de landelijke toeristische sector te bevorderen als onderdeel van het Erasmus+ programma.
De trainingscombinatie bestaat uit een reeks boeiende en informatieve sessies die zijn ontworpen om de digitale vaardigheden en capaciteiten van ondernemers in de lokale toeristische sector te verbeteren. Ons doel is om deze bedrijven uit te rusten met de instrumenten en kennis die ze nodig hebben om te gedijen in het digitale tijdperk.
STORYDOERS. DIGITAL STORYDOERS FOR LOCAL TOURISM is een initiatief om verantwoorde toeristische vaardigheden en digitalisering van mensen in landelijke gebieden van Europa te bevorderen.

Nachhaltigkeit und Tourismus – 25 Jahre nach Rio, und jetzt?

The aim of this contribution is to focus on the discourse and the role of the different stakeholders involved in tourism in developing countries using a perspective from the sustainability paradigm. Taking the Souss region in Southern Morocco as an example, the contribution will analyse the atti-tudes and positions of public and private stakeholders, including civil society organisations, to reveal their roles and how they interact. Emphasis is placed on the role of public bodies and the process of finding new ways to interact with other stakeholders against a background of a developing civil society, especially since the Arab Spring.
In a broader sense, therefore, the question is whether bottom-up processes in tourism regions might function as a possible indirect method of increasing awareness of sustainability among local and regional stakeholders, which could compensate for weaknesses regarding sustainability in public policy for destinations in so-called developing countries

Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

Reisen hängt nicht nur vom Geldbeutel ab, sondern auch vom richtigen Pass. Alle Staaten haben Abkommen, welchen Ausländern sie eine Einreise zu touristischen Gründen erleichtern, in dem sie z.B. auf Visa verzichten oder das Visum direkt am Flughafen beantragt werden kann. In diesem Zusammenhang zählt der deutsche Pass zu den „wertvollsten“ der Welt. Neben der Restriktionen, die Staaten untereinander haben, spielt es auch eine Rolle, dass Milliarden Menschen gar keinen Reisepass haben. Entweder weil sie ihn nicht beantragt haben (in USA haben nur 42 Prozent der Bürger einen Reisepass) oder weil Ihnen von ihren Staaten ein Reisepass verwehrt wird.

Die Aufenthaltsdauer hat einen enormen Einfluss darauf, welche wirtschaftlichen Impulse der Tourismus auslösen kann und steht im direkten Zusammenhang mit den Auswirkungen der Anreise auf die Umwelt. Ein Beispiel: Österreich hat in den letzten Jahren allein durch die Verkürzung der Aufenthaltsdauer der Besucher 150.000 Übernachtungen verloren – ein wirtschaftlicher Verlust, der nun durch mehr Reisende aufgefangen werden muss. Das bedeutet, dass mehr Menschen anreisen müssen, um die gleiche Zahl an Übernachtungen zu generieren.

Der Flugverkehr wächst schneller als der Tourismus allgemein – d.h. immer mehr Reisen werden mit dem Flugzeug unternommen. Z.B. Deutschland: Im Jahr 2000 wurden noch 55% der Reisen mit dem Auto unternommen, nur 30% mit dem Flugzeug. Heute reisen nur noch 45% mit dem Auto, aber 41% mit dem Flugzeug. Ein Problem sind die Vielflieger: gerade im Geschäftsreisebereich gibt es Menschen, die regelmäßig fliegen und so im Jahr auf bis zu 200 Flüge kommen.

Der Tourismus ist einer der personalintensivsten Wirtschaftssektoren. Viele Jobs erfordern geringe Qualifikationen. Das hat den Vorteil, dass der Tourismus für viele Menschen zugänglich ist. Dies bedeutet aber auch, dass die Arbeitskräfte schnell ausgetauscht werden können. Gewerkschaftliche Organisation ist im Tourismus extrem selten. Selbst in einem stark regulierten Land wie Deutschland geht die Hans-Böckler-Stiftung davon aus, dass neben dem Reinigungsgewerbe in Privathaushalten, das Gastgewerbe - also Hotels- und Restaurants - der Sektor ist, in dem es am häufigsten zur Umgehung des Mindestlohns kommt.

Auch wenn keine belastbaren Zahlen vorliegen, muss man davon ausgehen, dass der eigene Müllverbrauch im Urlaub höher ist als zu Hause. Gründe liegen in abgepackten Tagesrationen für Ausflüge und dem Verbrauch von Einweg-Plastikverpackungen. So verbraucht ein*e Urlauber*in, der täglich 2-3 Plastikflaschen nutzt, auf einer zweiwöchigen Reise mehr als 30 Flaschen. Hinzu kommt, dass das Müllmanagement in vielen Ländern nicht sehr professionell ist. Die Steuerabgaben der Hotels vor Ort reichen nicht aus, um ein ordentliches Müllmanagement zu zahlen. In Tunesien etwa fand die Universität Rostock heraus, dass die Steuerabgaben der Hotels nur etwa 15% der Kosten des Müllmanagements decken.

Nachhaltiger Tourismus wird insgesamt vier Mal in der Agenda 2030 für Nachhaltige Entwicklung erwähnt. Die explizite Nennung des Sektors betont nicht nur seine globale Bedeutung, sondern verpflichtet gleichzeitig dazu, heute weit verbreitete Tourismusmodell grundlegend zu verändern. Denn viel zu oft werden im Namen der Tourismusentwicklung Menschenrechte verletzt, Arbeitskräfte ausgebeutet und die Natur zerstört. Kurz: Er steht im scharfen Kontrast zu nachhaltiger Entwicklung.

In Deutschland ist es immer mehr Menschen wichtig, sozial verantwortlich und umweltschonend zu reisen. Dies belegen repräsentative Umfragen seit vielen Jahren. Wenn es dann aber um die Buchungsentscheidung geht, ist dieser Vorsatz nicht mehr so wichtig. Die Diskrepanz zwischen Anspruch und Wirklichkeit ist immens. Ein Interpretationsansatz geht in die Richtung, dass Reisende noch zu schlecht erkennen können, ob ein Angebot nachhaltig ist, weil bisher nur wenige Angebote über Nachhaltigkeitszertifikate verfügen.
