This document highlights the background, progress of PEER Institutionalization, and good practices in India as discussed in the first PEER-PAC meeting.
3. ❖ Country joined the program:-
• India is a member since PEER phase 1 (1998-2003) which was implemented by
the Asian Disaster Preparedness Center (ADPC).
❖ Nodal agency and implementing partners:-
• Nodal Agency is National Disaster Management Authority (NDMA).
• Implementation partner is National Disaster Response Force (NDRF).
BACKGROUND
4. ❖ National coverage / outreach (capital and outside):-
• The Training for Instructors (TFI) in all designated training institutions of CAPFs
was organized under different phases of PEER program in the country.
• Initially, training was conducted at NISA (CISF) and NITSRSDR (ITBP) and later
extended to CTC (CRPF) and BIDR (BSF) of CAPF training Institutes.
• The trainers trained under the PEER program have contributed considerably in
the capacity building through training of the NDRF/ SDRF personnel throughout
the country.
5. ❖ Significant impact of PEER:-
▪ PEER courses enhanced the capacity building of trainers and first
responders.
▪ India has taken initiative in the region and is the first country to
institutionalize the PEER courses in designated training institutions.
8. Strengthening Institutional Capacity
Highlights from the Institutionalization Process
Adapted Curricula
• NDRF has adopted the content of
PEER courses for the first responders
of NDRF.
• NDRF is utilizing the PEER curriculum
in the Basic courses of MFR & CSSR
and other advance courses of SAR
and CADRE.
• NDRF has modified advance and
basic courses as per operational
requirements and geographical
conditions of the country.
National Standards
• All NDRF personnel are uniformly
trained in advance and basic
courses.
• NDRF has inducted latest
techniques and equipment for SAR
for which the training has been
adapted suitably.
• TFI modules have also been
adapted for the CBRN, ADR and
other training modules.
Integration into DRR strategies
• Capacity building of sister agencies
i.e. SDRF, Home Guards, Civil
Defence etc for better synergy in
DRR.
• The experience gained from the
CADRE has been successfully
utilized for training the community
for DRR.
9. Strengthening Institutional Capacity
Highlights from the Institutionalization Process
Integration in institution programs
• PEER modules have successfully been
integrated to impart training to all the
stakeholders throughout the country
through institutionalization of training
methodologies by the NDRF.
• TFI and MIW modules have also been
adapted for other training modules.
• Hazards like Lightning and Drowning have
been added in PEER MFR & CADRE
programme.
Funding Sources
• USAID is funding for all the courses of
PEER in India.

13. IMMEDIATE ACTIONS Next 6 months
• To amplify and upgrade the skills of NDRF personnel, a full fledged
PEER course on MFR-CSSR and CADRE for NDRF personnel can be
conducted in place of bridge course.
