1 INTRODUCTION
The Nigerian Electricity Regulatory Commission (NERC) was established by the Electric Power Sector
Reform (EPSR) Act, 2005 with the mandate to amongst other things, create, promote and preserve
efficient electricity industry and market structures, as well as ensure that regulation is fair and balanced for
licensees, consumers, investors and other stakeholders.
NERC now invites eligible consulting firms to indicate their interest in providing the Services.
1.1 Basis of this EOI
This Expression of Interest (EOI) is submitted to The Nigerian Electricity Regulatory Commission
(NERC) in response the advertisement for Invitation for Expression of Interest. This EOI is submitted
by Standard Testing and Inspection Ltd, (STIS)Ltd as lead in association with Gastec Gas &
Power Limited. The combined resources of the proposed Consortium are brought together to bring
the full range of specialist and local skills and knowledge needed for the project. By means of this
EOI, the proposed consortium presents its eligibility to perform all the required services in terms of its
financial, technical and professional capacity.
We believe that our team constitutes a unique blend of experience having worked on similar
assignments in Africa in the past and our specific knowledge about the African electricity sector,
mixed with a wealth of leading international projects experience, both in Sub-Saharan Africa and
worldwide. We are extremely keen to work with NERC on this Project and hope that NERC
recognises that our Consortium is particularly well placed to help deliver the Project effectively and
efficiently.
We confirm that we know of no conflict of interest that would prejudice our advice to you, if appointed,
which will remain impartial and in the best interests of NERC.

1.2 Background to the Project and Scope of work
1. General Engineering Inspections and Testing of Generation. Transmission (including Market
Operator and System Operator ICT systems) and Distribution Projects at Design, Construction
Pre-commissioning and Commissioning stages;
2. General Engineering Inspections, Testing and in some cases Audits of Generation, Transmission
(including Market Operator and System Operator ICT systems) and Distribution facilities post –
commercial operations period.
Health & Safety Inspections & Testing. Audits of Infrastructure & Work Practices and Programs; and
Accident or Major Incident Investigations in the Generation, Transmission (TSR, MO, SO) and
Distribution facilities who are licensed to participate in the Nigerian Electricity Market.

1.3 Why Select our Consortium
Based upon our understanding of Nigeria and Standard Testing and Inspection Service Ltd’s
international experience, we believe that the success of the tender will critically depend on you
obtaining Consultants with:
• Experience of working in all roles on major infrastructure projects (including .Inspection and
testing, hydropower, pump storage projects and infrastructure), including experience as Designers,
Owner’s Engineer, Project Managers, Lender’s engineer, Government Engineer, Independent
Engineer and Construction Contractor in both EPC and traditional construction roles
• A high level of relevant technical expertise
• A fully integrated multi-disciplinary professional team who can work together across all
disciplines to ensure successful project delivery
• Strong project management capabilities, systems and experience
• Significant experience in the African Region.
• Experience in similar work done
• A clear understanding of the requirements of NERC. This is essential in designing schemes that
is effective and delivers the development of a new power station within the requirements of the
NERC. STINS brings leading power advisor internationally , along with very strong experience of
designing market mechanisms in different regulatory environments.
• A clear understanding of African Development Community. There are differences in the
economics of the power sector of Africa and Nigeria from that elsewhere in the world. These
differences mean that some approaches used elsewhere may not be appropriate in Southern Africa
and Mozambique. STINS as lead brings deep experience of the African power system, along with
very strong experience of designing market mechanisms in different regulatory environments.
1.4 The Team
Our association contains a mix of international and local advisors to provide NERC depth and breadth
of international experience, intimate knowledge of regional issues and local requirements and
appreciation of your objectives.

experienced to execute this project to NDPHC’s full satisfaction
1.5 Knowledge Transfer
The GIBB Association shall exert their best efforts in involving relevant local personnel in all aspects
of the investigations, planning and design to be carried out in order to transfer knowledge and skills.
We shall report to the Government of the Federal Republic of Nigeria the knowledge transfer efforts.
The GIBB Association will organize training for local staff should the need arise
1.6 Structure of the Document
This document has been arranged to illustrate the strength and experience of the consultants relevant to
the provision of services required by NDPHC. The information provided follows the requested
statements in the invitation notice to provide relevant brochures, description of similar assigments,
experience in similar conditions, availability of appropriate skills among staff etc. demonstrating the
required qualifications and relevant experience to perform the Services. To be eligible, consultant will
have to satisfy the following minimum criteria:
i. Evidence of registration with appropriate regulatory bodies.
ii. Evidence of Local Partnership for foreign Consultants
iii. Evidence of Company tax remittance for the last three years
iv. Evidence of compliance with the pension Act for local partners
v. List and Curriculum Vitae of Key personnel for all roles described in the assignment
vi. Evidence of completion of similar projects
vii. Audited financial Statement for the past three years with minimum cumulative turnover of
a. US 25 Million for design and management consultancy service
b. US 15 Million for Hydro Project Engineering consultancy service
c. US 10 Million for Network Project Engineering consultancy service
viii. In Case of Joint Venture, each partner must in addition:
d. Fullfill a minimum of 25% of Financial Turnover requirement
e. Provide a jointly nominated lead partner

2.1.1 Registrations and Accreditations

Our quality management system is described in our Quality Manual, which sets out the quality policy,
procedures and practices for the full range of multi-disciplinary work carried out by the company. The
duties and responsibilities of principal staff are defined in the GIBB Management Documents, which
are referenced in the Quality Manual.
For each project undertaken, a bespoke quality plan is prepared, based on the client’s particular
requirements. This quality plan interprets the Quality Manual specifically for each individual project
however large or small.
The topics covered in the project quality plan include, but are not limited to:

We have a wide range of experience in complying with quality management systems required by
differing clients.

can lead to the attainment of Chartered (UK) and / or Professional (RSA) status.

sectors. He has worked as a contractor and as a consultant,
and has been involved in a wide range of projects including
projects in Germany, PR China, Lesotho, Swaziland, Tanzania
and Zambia.
Colin Logan Director: Dams, Hydropower & Tunnelling. Project Manager. 13
years of experience Colin Logan specialises in the study, design
and construction of water transfer schemes and power projects.
Beyers Havenga Director. Civil engineering with 37 years of experience, Beyers
Havenga specialises in bulk water infrastructure development
and supervision, water resource planning and option analysis.
His key experience includes; Water resource planning; Water
resource development; Joint water resource investigations with
neighbouring countries; Implementation of joint water related
projects; negotiation of international agreements and treaties;

Johan Geringer Chief Engineer. 35 years of experience, Jacob Geringer

environmental investigations (both ecological and social);

dams, turbine halls and caverns and related buildings, together
with appurtenant structures in canals, penstocks and ducts,

Dr David (Dawie) Mullins Dr David (Dawie) Mullins DCom [Economics] was head of
economic research where he was responsible for compiling the
Economic Development Programme (EDP) for South Africa from
1974 to 1989. This programme’s quantitative work entailed the
extensive use of macro econometric models, Cost-Benefit
Analysis (CBAs), Input-Output Tables (I-O) and the Social
Accounting Matrices (SAMs).
Dr Mullins now makes use of his acquired expertise to specialize
in economic analyses and economic policy evaluation. A number
of macroeconomic impact studies, Cost Benefit Analysis and
policy documents have been completed under Dr Mullin’s
leadership
Recently, a 3-year project to develop an Econometric model to
predict the effect that various water resource management
scenarios would have on South Africa’s Economic Development,

• Participation in bid clarification and kick off meetings
• Coordination of project site activities and interfacing with client
• Participating in project review meetings and liaising with contractors and their teams
• Developing/Reviewing quality manual, Inspection and Test Plans (ITPs), method statements, procedures,
etc in accordance with contractual requirements
• Supervising actual work to ensure conformance to approved procedures and AFC drawings
• Ensure availability of project documentation and their conformity to client’s specifications
• Ensure that approved procedures are strictly followed during project execution
• Drive compliance of HSE requirements in pipeline maintenance activities
• Liaise with support parties to manage community/security issues during field execution of pipeline

  • 4. 1 INTRODUCTION The Nigerian Electricity Regulatory Commission (NERC) was established by the Electric Power Sector Reform (EPSR) Act, 2005 with the mandate to amongst other things, create, promote and preserve efficient electricity industry and market structures, as well as ensure that regulation is fair and balanced for licensees, consumers, investors and other stakeholders. NERC now invites eligible consulting firms to indicate their interest in providing the Services. 1.1 Basis of this EOI This Expression of Interest (EOI) is submitted to The Nigerian Electricity Regulatory Commission (NERC) in response the advertisement for Invitation for Expression of Interest. This EOI is submitted by Standard Testing and Inspection Ltd, (STIS)Ltd as lead in association with Gastec Gas & Power Limited. The combined resources of the proposed Consortium are brought together to bring the full range of specialist and local skills and knowledge needed for the project. By means of this EOI, the proposed consortium presents its eligibility to perform all the required services in terms of its financial, technical and professional capacity. We believe that our team constitutes a unique blend of experience having worked on similar assignments in Africa in the past and our specific knowledge about the African electricity sector, mixed with a wealth of leading international projects experience, both in Sub-Saharan Africa and worldwide. We are extremely keen to work with NERC on this Project and hope that NERC recognises that our Consortium is particularly well placed to help deliver the Project effectively and efficiently.
