This document outlines the development of an online English tutoring program from its origins in 1996 using email and forums to the implementation of an online tutoring program in 2001. It discusses researching available technologies, developing training for tutors, and implementing tutoring to address issues like lower retention and success rates for students who couldn't visit campus. A VCCS grant supported a plan to identify technologies, evaluate options, determine best practices, and develop tutor training before launching online tutoring services.
