Traditionally, the butterfly is a symbol of change, joy and colour. It’s considered a harbinger of transformation. Change or transformation ensures growth. A butterfly represents the unending cycle of life, and the clarity of goal before self-transformation. It makes us realize that ideas have a chance to flourish on a higher level when one decides to go beyond all possibilities. That is the force of creation - the only constant is that we are always changing. The Smart city Mission is making opportunities for this change to take place. And the Pixel Butterfly is taken as an inspiration to bring out the speed and vivacity of Smart Cities. The word ‘transform-nation’ is inspired from the need for constant evolution. It shows how our Smart Cities are beacons that will lead the way for others and have the power to transform the whole country. It represents the ability to provide a whole new way of living and new possibilities to millions of people. For Smart Cities that are always evolving, always improving.
See purpose in para. 2.6 and paras. 2.1 and 2.2 for definition of Smart City. Hon’ble PM during the Launch called it ‘Poorna’ development or what in urban planning is called holistic development. Smart Cities are two steps ahead of citizen needs and are a way of addressing citizens needs collectively based on Maslow’s hierarchy of individual needs. The key features are use of technology to improve services and infrastructure and nature friendly Area development (Place-making).

In his address to the Joint Session of Parliament on 23rd February 2015, the Hon’ble President had stated that “Cities are the engines of economic growth. My Government is committed to building modern amenities and infrastructure in our urban areas. The National Urban Development Mission is being finalized, particularly focusing on water and solid waste management infrastructure. After extensive stakeholder consultations, the Smart City programme is close to finalization. These two programmes are interlinked and will prepare our nation for an increasingly urban future.” Basic infrastructure through interlinking; Quality of life by enabling local area development and applying Smart Solutions to make services and infrastructure better; Liveability by creating exemplars which can be replicated in the same or other cities

Similarly, the garbage can provide compost for the hinterland agriculture. This develops a symbiotic relationship between the city and its hinterlands.

Smart City selection Process
The city selection process is based on the idea of
Cooperative and Competitive Federalism.
Cities are diverse - Each city has to construct its idea
and vision of a smart city that is aligned to its local

Capacity Assistance for SCP
Preparing Smart City Proposals is challenging and
assistance is required. For preparation of the SCP
financial assistance will be provided – Rs. 2 crore will
be released to shortlisted 100 cities. MoUD will assist
in two ways –
Technically qualified firms and States/UTs are free to
draw upon this Panel using the RfP given in the Toolkit
– Scope is also given in Annexure 1 of Guidelines, OR
Tying up arrangements to get Technical Assistance
from foreign Governments who have volunteered to
provide such support.
Implementation & Financing
Each city will have a Special Purpose Vehicle (SPV).
The SPV will have complete flexibility to plan,
implement, manage & operate and will be headed by a
full time CEO. Articles of Association will be given in
Centre will invest a total of Rs. 48,000 crore in 100
cities across the country for 5 years – each Smart city
will get Rs. 100 crore each for five years.
State / ULBs will mobilize additional resources required
of Rs. 48,000 crore as per 50:50 funding pattern.
These funds will act as a catalyst to attract funding from
internal and external sources.
Funds release and distribution
Funds can be used as follows –
Project funds – 93%,
State/ULB (Administrative & Office Expenses) – 5%,
MoUD (Administrative & Office Expenses) – 2%,
Advance of Rs. 2 crore to shortlisted cities to prepare
First year Rs. 200 crore, thereafter Rs. 100 crore
Funds release – timely submission of Score Card,
satisfactory physical and financial progress as shown
from UC and Score Card, achievement of milestones
in the Proposal – to be certified.
