11. • Documents at pre-shipment stage are those documents,
which are required to be made, till the consignment is
presented to the customs department for clearance.
• The following documents can, therefore, be treated as pre-
shipment documents:-

– Letter of Credit
– Pre-shipment Inspection Certificate
– Packing list
– Shipping Bill
– Export Declaration Forms (GR/SDF)

• Company deals in different methods of payments, which
includes advance payment, payment after delivery, L/C.
• Company deals in advance payment if buyer is new.
• Company deals in mixed combination when buyer is new and
order is big.
• Company deals in payment after delivery if buyer is
internationally reliable or a government organization.
• Company normally avoids L/C method, if order is big and
buyer asked for L/C only then the company offers L/C.
• Implications of all Regulatory documents must be studied
carefully. For example; declaration on ARE1 forms.
• Filing of Shipping Bill electronically requires correct entries
including HS code for the product. Many times, small mistakes

are extremely difficult to correct later on.
16. •Shipping bills must be filed according to the scheme the exporter
wants to avail. For example; DEPB /DFIA/Drawback etc.
•Extra care should be taken when combination of schemes is intended
to be used. For example; DEEC – Drawback.
•Co-relation between customs, excise and DGFT is extremely
important. Many times documents do not match with each other,
which results in delay or denying of some benefit under one or the
other scheme.
•Each regulatory document is important from the point of view of
claiming various benefits associated with exports. Each document
therefore should be carefully looked into as to correctness of the
contents, description, quantity, weight, currency, declaration etc.
•Maintenance of statutory records: Since most of the schemes are in
the nature of the exemption / remission of the duty, documentary
compliances are insisted upon by all the government departments. For
example; Appendix 23 – Consumption register.
