Preamble
Teachersare dulylicensedprofessionalswhopossessesdignityandreputationwithhighmoral valuesas
well astechnical andprofessional competence inthe practice of theirnoble profession,andtheystrictly
adhere to,observe,andpractice thissetof ethical andmoral principles,standards,andvalues.
Article I:Scope and Limitations
Section1. The Philippine Constitutionprovidesthatall educational institutionshall offerquality
education
for all competentteachers.Committedtoitsfull realization,the provisionof thisCode shall apply,
therefore,toall teachersinschoolsinthe Philippines.
Section2. ThisCode coversall publicandprivate school teachersinall educational institutionsatthe
preschool,primary,elementary,andsecondarylevelswhetheracademic,vocational,special,technical,
or
non-formal.The term“teacher―shall include industrial artsorvocational teachersandall other
personsperformingsupervisoryand/oradministrative functionsinall school atthe aforesaidlevels,
whetheronfull time orpart-time basis.
Article II:The Teacherand the State
Section1. The schoolsare the nurseriesof the future citizensof the state;eachteacherisa trustee of
the
cultural and educational heritage of the nationandisunderobligationtotransmittolearnerssuch

as well asto elevate nationalmorality,promote national pride,cultivate loveof country,instill
allegiance
to the constitutionandforall dulyconstitutedauthorities,andpromote obedience tothe lawsof the
