policy formulation and implementation.
To encourage discussion and debate, and invite feedback for further refining our
policy approach.

4. NITI Aayog
It established a Development Monitoring and Evaluation Office.
Collects data on the performance of various Ministries on a real-time basis.
To establish accountability and improve performance
Performance-based rankings of States across various themes.
5. Composition of NITI Ayog
• Prime Minister of India as the Chairperson
• Governing Council comprising the Chief Ministers of all the States and Lt.
Governors of Union Territories.
• Regional Councils to address specific issues in more than one state or a
region.
Have a specified tenure.
Convened by the Prime Minister and will comprise of the Chief Ministers of
States and Lt. Governors of Union Territories in the region.
Chaired by the Chairperson of the NITI Aayog or his nominee.
• Experts, specialists and practitioners with relevant domain knowledge as special
invitees nominated by the Prime Minister members (maximum 2, these would be
scholars from universities etc.)

engines of economic performance - growth and employment
doubling of farmers’ incomes
upgrading the science, technology and innovation eco-system
promoting sunrise sectors like fintech and tourism

Achieving a GDP growth rate of about 8% on average during 2018-23.
Increase the investment rate as measured by gross fixed capital formation from
the present 29% to 36% of GDP by 2022.
Expanding National Agriculture Markets
Replacing the Agricultural Produce Marketing Committee Act with the
Agricultural Produce and Livestock Marketing Act.
‘Zero Budget Natural Farming’ techniques that reduce costs, improve land
quality and increase farmers’ incomes.
It is a tested method for putting environment carbon back into the land.

Maximum employment creation.
Complete codification of labor laws .
Massive effort must be made to upscale and expand apprenticeships.
Launch a mission “Explore in India” by revamping minerals exploration and
licensing policy.
10. Infrastructure
Establishment of the Rail Development Authority (RDA): To advise or make
informed decisions on an integrated, transparent and dynamic pricing mechanism
for the railways.
Double the share of freight transported by coastal shipping and inland waterways.
Initially, viability gap funding will be provided.
Viability Gap Funding (VGF) means a grant one-time or deferred, provided to
support infrastructure projects that are economically justified but fall short of
financial viability.

• Develop an IT-enabled platform for integrating different modes of transport and
promoting multi-modal and digitized mobility.
• With the completion of the Bharat Net programme in 2019, all 2.5 lakh gram
panchayats will be digitally connected.
• Aim to deliver all government services at the state, district, and gram panchayat
level digitally by 2022-23.

Implementing the Ayushman Bharat programme
Integrative medicine curriculum.
Upgrade the quality of the school education system
Creation of a new innovation ecosystem at the ground level by establishing at
least 10,000 Atal Tinkering Labs by 2020.
Electronic national educational registry for tracking each child’s learning
outcomes.
Push to affordable housing in urban areas to improve workers’ living conditions
and ensure equity while providing a strong impetus to economic growth.
13. Atal Tinkering Labs
Dedicated works spaces where students (Class 6th to Class 12th) learn innovation
skills and develop ideas.
To acquaint students with state-of-the-art equipment such as 3D printers, robotics
& electronics development tools, IoT & sensors etc.
Spur the spark of creativity
Explore skills of future such as design and computational thinking, adaptive
learning and artificial intelligence.
14. Governance
Implement the recommendations of the Second Administrative Reforms
Commission.
New autonomous body: the Arbitration Council of India to grade arbitral
institutions and accredit arbitrators to make the arbitration process cost effective
and speedy, and to preempt the need for court intervention.
Address the backlog of pending cases.
Expand the scope of Swachh Bharat Mission to cover initiatives for landfills,
plastic waste and municipal waste ,generating wealth from waste.
