Hybrid Rice Commercialization Program – implemented in
2001 (increase adoption of hybrid rice seeds)
‱ Develop hybrid seed production (guaranteed price of seeds)
‱ Government sells seeds to farmers at half price; large price
  discounts for chemical farm inputs
