Dear Resident
As spring bulbs appear already (including in our Station Garden beds by the
Step Free Access), we seem to be on track for an unlocked year with Jubilee
celebrations in June (a stable joy amidst political turmoil; locally we have our
council election in May).
COvID remains a widespread health issue with serious impact for some, but
precautions are now largely self responsibility, including at our Centre - please
respect the views of others.
I set out some of our HWA plans in the December Letter. These all remain active, with a determination to achieve
the reality of Centre Upgrade in Summer 2022, after Covid interruptions.
Our call for volunteers remains across our range of activities. Come and join our lively team, and help realise the
potential of our Association, Centre and Grounds. With the resignation (work reasons) of Kim Ioannides, we have
some gaps to fill including Membership Secretary. See Rupert’s article expressing our thanks to Kim and inviting
ideas for community Jubilee events.
PLANNING issues continue to present us with challenges. See update article. Depressingly, the Council (Planning
Committee) have approved the Cockfosters Station Car Park massive tower blocks. The community is rising to
oppose these damaging impositions on our area, and we must fight on despite setbacks.

A thank you
We owe a big thanks to Kim Ioannides who has been involved with the committee of the Hadley Wood Association
over the last year. Kim is stepping aside as she has a new full time job. She joined the committee with energy,
enthusiasm, commitment to our local community shown in all her efforts for the HWA. This was highlighted when
Kim took hold the leadership of the annual fireworks which took place last November. At the time there were
some serious doubts if the event would continue as there was no one to co-ordinate this important enjoyable
community event, but Kim stepped into the role perfectly with her no nonsense approach and efficiency. Fevos,
Kim's husband also had the important role of lighting the bonfire for which he came suitably dressed with his
Viking helmet! Kim excelled in finding a new fireworks company and in drawing some new food stands - it ended
up as one of the most successful fireworks events we have seen for a number of years - thank you very much. We
understand that life takes on additional commitments which means that you can no longer be involved, but on
behalf of the HWA committee and the community we would all like to express our thanks and appreciation.
Please consider helping out
Please do consider giving the HWA some of your voluntary time as there are always jobs that need help with and
it is very rewarding in getting to know other people within the community. Please be assured you will not be left
on your own as there are others who can help, but we so need more people to spread the load of the work around.
Please consider getting involved as it is so appreciated.
Jubilee celebrations
Coming up in June there is the Jubilee celebration, which the Palace hopes
Hadley Wood will be involved in! Puddings, Parades, Street Parties and
Planting of trees has been suggested. So perhaps think of organising one
of these events in your street or amongst your friends. May I suggest a
Hadley Wood pudding bake off with a prize for the best pud in Hadley
Wood? It would be wonderful if part of the Crescent in Hadley Wood
could be closed off with a parade of classic and modern super cars!
Could you help with this? How about organising a Street party where
you live or fund raise for the planting of a tree in our local community ?
These are all ideas at the moment as we need more volunteers to help
make this happen or perhaps you have some other ideas. Do let us know
your thoughts and plans for the Jubilee celebrations.

4. Station Cuttings: Travel Tips in Trying Times
Hardly a day seems to pass without notice of more changes to our train and tube services in this New Year…
GTR Great Northern is currently providing us with a limited Winter Timetable of 2 trains per hour in response to
a significant reduction in train crew and other critical staff owing to Covid. Their rationale is that, by reducing the
size of the planned service in proportion to the number of staff expected to be available, they reduce unexpected
cancellations and provide greater certainty about which trains will and will not run. As ever, the safest thing to do
is always check before you travel.
The next timetable change is due on 28th
February but as yet we have no news on what it may mean for
Hadley Wood. The Rail User Group is enjoying strong support from our MP, Bambos Charalambous, and
we’ll be discussing the emerging situation with him as soon as we can. For now, here are the travel
changes we do know about:
Face coverings: Following the lifting of the Government’s ‘Plan B’ restrictions, Great Northern and the
other train operating companies are following the Government’s advice in encouraging people to wear
face coverings on their stations and trains. TfL is the exception: face coverings continue to be
required on TfL services and anyone not complying may be prevented from using their services or asked
to leave the network, unless they are exempt. As a courtesy to fellow passengers and to avoid unintended
issues upon interchange, please mask up before you start your journey.
Weekend train service changes for the next stage of work on the East Coast Digital Programme:
Great Northern Metro track closures between Finsbury Park and Moorgate on 12/13 February and 12/13/20
•
March: no trains will run between Finsbury Park and Moorgate. Trains will be diverted into and out of London
King’s Cross.
East Coast Main Line changes on 20/27 February and 6/13/20/27 March: trains between London and
•
Cambridge/King’s Lynn/Peterborough will run to a revised timetable. Please allow plenty of time for your
journey.
Buses will replace trains between Alexandra Palace and Stevenage via Welwyn Garden City

Hadley Wood Rail User Group has negotiated a scheduled bus stop at Cockfosters

Tube to enable more efficient travel on closure days by connecting our station with the
Piccadilly Line. As a side benefit, it also links us for free with Trent Park and other
local amenities!
Northern Line Closure on the Bank branch until the middle of May: There are now no Northern line
services serving Bank, London Bridge, Borough and Elephant & Castle tube stations, to allow the
completion of the brand-new Northern Line tunnel and passenger concourse at Bank. This means that
some of GN’s trains and stations will be busier as people have to use different routes, so please plan
ahead when you’re intending to travel and make use of the easy change across the platform between
Great Northern and Thameslink at Finsbury Park, enabling us to reach central and south London and
beyond (St Pancras International, Farringdon, City Thameslink, Blackfriars, London Bridge and onwards
to Gatwick, Horsham and Brighton) without recourse to the tube.
To end with one piece of good news, our brand new toilet is now open at last on Platform 4. Enjoy!

Fibre to the Home
Because of the poor internet connections in Hadley Wood several streets are in the process of getting “full fibre”,
and we thought it worthwhile giving a brief overview.
Our internet connection reliability issues and slow speeds are due to the use of old telephone cables that were
not designed for the vast data loads of video/tv streaming, gaming, CCTV security cameras, Zoom/Teams video
calls, etc.
Fibre can handle far greater data volumes and, as it uses light rather than electrical pulses, transmission is
faster and more reliable, with minimal loss of signal even over longer distances.
Virtually all internet providers use the cables operated by Openreach, a BT subsidiary. They effectively have a
monopoly in Hadley Wood as we’re of no interest to the likes of Virgin Media and City Fibre because the low
housing density makes it uneconomical. Equally, 4/5G isn’t as yet a reliable and economical alternative.
Openreach have installed fibre cables from the exchange in Barnet to the four green cabinets that serve Hadley
Wood, but from those to our houses the signal still travels through the copper telephone cables, i.e. at best we
can get “fibre-to-the-cabinet” (FTTC). The intention is to ultimately replace all the cabling and offer everyone in
the UK “fibre-to-the-home” (FTTH), but the cost and work involved is staggering and Hadley Wood isn’t in
Openreach’s plans for the next few years – see map below and

Openreach offer a Community Partnership scheme, which allows groups of residents to pay towards the cost and
have fibre installed within 12 months, i.e. jumping the queue. A project to get this for the whole of Hadley Wood
proved too ambitious, but a scaled down version was agreed for Claremont Road and Courtleigh Avenue.
Download speeds there are less than 20Mbps, with frequent interruptions caused by: aluminium telephone cabling,
which has lower conductivity than copper and is more fragile; clay ducts that are damaged in numerous places;
rainwater affecting connections; and electromagnetic interference from appliances.
A contract was signed in March 2021 and at the time of writing (early Feb 2022) the external cabling has been
replaced and the participants have started to call internet providers to arrange the installation of new master sockets.
Residents can then get full fibre contracts with download speeds of up to 1,000Mbps and uploads of over 100Mbps.
However, various issues had to be overcome, including:
Only half the households were willing to contribute, increasing the cost to over £1,000 each. The fibre
cables will pass the non-paying properties under the pavement.
The initial quote is a conservative desktop exercise. The final quote is based on a site survey and,
we were told, is usually lower. Unfortunately, ours was ~25% higher, which was a nasty surprise!

As the first local project the cost may well have been higher as new cables had to be laid from outside
Mount House School. Other local roads may be able to splice those for similar initiatives.
Openreach insist on their contract being with a company. One of the residents set up a limited
company.
The same resident, helpfully a solicitor, drafted an agreement between the company and
each participant.
Openreach’s standard agreement is very one-sided and poorly drafted, but is non-negotiable.
It is therefore a bit of a leap of faith.
The existing ducts (and cabling) were found to be in a worse than expected condition and far more
digging was required, with the Council permits taking time to obtain.
The Openreach crews are very friendly and helpful, but each team appears to operate
independently and coordination is woefully inadequate.
The initiatives therefore require close oversight by a resident, but the individuals leading the projects
are no more than amateurs who are willing to invest their time and energy to help the community.
The project was far from straightforward, but the tenacity of several individuals helped it over the line. A similar
proposal is now progressing for Waggon Road, and two others are being considered. However, due to the
overwhelming demand and the 12 months’ contractual installation deadline (as most Community Partnerships
use the Gigabit Vouchers that are available to rural areas – which we are not), Openreach has temporarily slowed
down taking on new work.
Hopefully we can learn from each experience, because it’s definitely not for the faint-hearted. However, the
internet is increasingly important, the cost should be more than covered by the house price increase and it has
brought the community closer together.

INHERITANCE TAX
– HOW MUCH IS
PAYABLE?
InheritanceTax (IHT) was once only seen as a
tax for the wealthy, but rises in property prices
in recent years, has led to an increasing
number of estates facing an IHT liability.
With a significant amount of the IHT paid relating
to money held on deposit and other liquid assets,
it is evident that some relatively simple planning
could reduce or even eliminate a charge to IHT.
Presently everything in excess of £325,000 is
potentially liable to IHT.With married couples
or those in a registered civil partnership, if the nil
rate band remains unused on first death, or only a
portion of it is used,any unused nil rate band can be
transferred to the survivor and used by the survivor
on second death.This does not mean that the nil
rate band has doubled. It does mean that there can
be two full nil rate bands used on second death.
Thereisanadditionalallowancethatwasintroduced
on the 6th of April 2017 called the Residence Nil
Rate Band (RNRB) since the tax year 2020/21
this allowance is an additional £175,000 for those
estates that contain a qualifying residential interest.
To qualify as a qualifying residential interest the
property must have been the main residence of
the deceased at sometime during the period of
ownership. Property which has only ever been
buy to let will not qualify. Other factors to
consider to ensure the additional RNRB is available
are as follows:
1. The maximum RNRB available is capped at the
value of the property.
2. Property must be passed to direct descendants,
which are children, grandchildren or other
lineal descendants.
3. If the net value of the estate is £2 million or
more the allowance is tapered down by £1 for
every £2 above the threshold.
The tax rate is currently 40% on the value of
the estate after the applicable nil rate bands have
been deducted. For example an individual with no
direct descendants with an estate of £1,000,000
their estate would have to pay £270,000 of IHT.
Another example for a married couple with
children and who live in their own residential
property with an estate of £1,800,000.Assuming
their property was of sufficient value to claim
both full RNRB’s and both of their Nil Rate Bands
were unused this would still result in a tax liability
of £320,000 from the estate of the second to
pass away.

the public on the 24th January.
Celebrating the historic importance
of Barnet We have reopened!
Barnet Museum is a free local
history Museum in North London
run by volunteers. The Museum focuses on Chipping Barnet, East Barnet,
New Barnet, Hadley and the surrounding districts.
The Museum’s collection contains thousands of artefacts reflecting the
history of Barnet and those that have lived there, dating from the Bronze
Age to the present day. There is also an extensive archive, and we are a
centre for local and family history research.
Barnet Town Centre Heroes exhibition is part of the Discover Barnet
campaign and is celebrating the people within our main town centres who
have gone above and beyond to serve their community throughout the
COVID-19 pandemic and beyond. We want to honour those everyday
heroes who make a significant difference in our borough.
Each hero has been nominated by their fellow community members for
their public-spiritedness, and their portraits and stories have been
captured by Humans of London and presented by Playne Design.
Join us in celebrating the inspiring stories of
our incredible community by exploring this virtual exhibition running for two
months at the Spires Shopping Centre.
In Chipping Barnet, we're recognising community publisher Lucy, Town Team
mover and shaker Gail, Barnet Museum curator Mike, indefatigable greengrocer
Andy, cheering treats suppliers Alice and Michael, the tireless Voskou family, chef
brothers Huseyin and Veli whose meals supported Barnet Hospital and the
homeless, and Wilds Cafe couple Dan and Arta who fed hundreds for free.
Barnet Museum curator Mike - "We're all volunteers here and we want to make
people feel proud of the area they live in. We closed Barnet Museum to the public
during the pandemic but carried on keeping local history alive with the 550th
anniversary of the Battle of Barnet, organising the painting of the High Street
banners and a book and calendar too. It's actually an important part of national
history which happened locally. The Museum has been operating since 1938 and it's always been run by
volunteers. I've been volunteering here for over 10 years and I took early retirement some time ago, which
allowed me to devote as much time to the Museum as needed. Now I'm the curator and sometimes it feels like
a full-time job!
"To begin with I was more interested in international history than national history, but since then, in my role as
curator of the Museum, I've really got into local history. I'm passionate about it now. We're also very keen on
heritage-based development, as that's a huge cohesive thing for the community and the area."

PLANNING UPDATE:
This is an update on several planning issues: SaveCockfosters, Barchester, Green Belt, Land Registry and
our Neighbourhood Planning Forum.
A. SAvECOCKFOSTERS. I am very sorry to report that on 3rd February the Enfield Planning Committee
approved the TfL Tower Blocks development on the Cockfosters Station car parks.
This is a deeply flawed and damaging development. The decision is depressing.
The PC decision was taken by the Chair’s casting vote, late at night after a long and controversial meeting
with huge pressure on Councillor members to follow the Planning Officer recommendation and ignore
all the overwhelming reasons to refuse, passionately presented by the campaign speakers.
Active consideration is being given to any ways to overturn the decision, including through the Secretary
of State and/or by Judicial Review (which will need serious fundraising). The formal approval notice is
some time ahead, as financial levies have to be agreed.
Please follow SaveCockfosters for continuing information, and join the campaign if you have not already
done so. Please understand that they make take some time to catch their breath and collect their thoughts.
The huge effort to stop tower blocks replacing car parking at Cockfosters Station has reached the crisis
point. The Council is supporting the TfL proposals despite acknowledged breaches of major planning
policies and all the deficiencies of the proposed housing. Opposing speakers included local resident
organisations (with HWA support): CLARA and FERAA, both local MPs and our Councillors; 3,000 local
objections were submitted. The fight will go on.
B. BARCHESTER care home application is under assessment, probably with the Officer decision by end
February and Planning Committee in March or April. Our campaign, with thanks to all who contributed,
generated over 200 objections; you can still send objections. We are actively engaging with the Case
Officer. We remain determined to stop this misconceived scheme in the heart of our village.
C. GREEN BELT (Draft Local Plan). We still wait to hear how planners and Council will respond to the
Consultation responses, including 1,000 objections from Hadley Wood. The process may be affected by
the Council elections (5 May). We have some reasons for optimism: Government planning noises have
favoured Green Belt and maybe lower housing targets, in addition to the earlier objections from the
Mayor of London as well as local MPs, Councillors and many organisations. Hertsmere and Welwyn
Hatfield have just withdrawn their draft local plans with their major Green Belt grabs.
D. LAND REGISTRY + DOL MINERALS. Our intervention led the Duchy of Lancaster to withdraw their
applications to register “mines and minerals” under 100+ local properties. It is taking time for their
decision to be implemented by the Land Registry. Please let us know whether you (those receiving notices)
have heard anything more.
E. HW NEIGHBOURHOOD PLANNING FORUM: AGM 7pm Thursday 3 March by Zoom. Please see HWNPF
Committee notice in this issue of HW News. We need the HWNPF membership to be refreshed; it was
set up some years ago! All HWA members are encouraged to join the Forum; please request via HWA
email. Zoom invites will be sent by email to HWNPF members.

HADLEY WOOD NEIGHBOURHOOD PLAN
The Hadley Wood Neighbourhood Planning Forum was redesignated by Enfield Council as at January 2021.
The draft plan was originally published on the HWA website in Feb 2019 and following feedback from the
community, including a response from Enfield Council, the next version was issued in Dec 2019 and reviewed by
the HWNPF committee. A comprehensive edit was undertaken and the latest version was issued in May 2020.
The process was paused for Covid but now is the time to progress it. The Committee will work on updating the NP
to ensure it is legally compliant and progress it through the necessary consultations. The Committee proposes to
hold an AGM on Thursday 3rd March at 7pm to be held on Zoom. All existing Forum members will be invited by
email but we would welcome new members to join who work or live in Hadley Wood. Please email the HWA to
request the Zoom link to attend the AGM (hadley.woodassoc@btconnect.com)

18. Happy New Year to all our tennis members and players!
January has been particularly kind to us and it has been lovely seeing many
of you making the most of the dry weather and dusting down your rackets
post-Christmas.
Club Nights start back again on Thursday 24th February at 7pm and our Friday
'come and play' sessions will start the following day (25th Feb) at 9.30am.
Our childrens and youth tennis program will also restart after the half
term break.
Our Tuesday morning Ladies group is well under way again and anyone who
would like to join this, please contact our Head Coach, Stuart Martin, on
07787 552326. Stuart can also provide you with any other information you
would like about the Club.
This year, we are planning some major resurfacing works on our hard courts
which we hope will make them a far more attractive option for play. More
information about this will follow in due course.
Please come and join us at Club Nights. The bar will be open each week from
the end of March so, even if you don't fancy playing tennis, join us there for
a drink.
