ABOUT US
The Emeryville Child Development Center (ECDC) is dedicated
to providing children ages four months to five years old with
daily experiences filled with learning, laughter, and love. ECDC is
operated by the City of Emeryville to provide families living, going
to school, or working in Emeryville a safe and caring environment
for their children year round.
The center is staffed with teachers who support children’s growth
in all areas of development. We provide age appropriate develop-
mental activities. Age appropriate lunch and snacks for all ages are
served. The center also boasts some of the best caregiver to child
ratios anywhere in the Bay Area. Opportunities abound daily for
each child to explore, create, experiment, and savor the rewards that
come with success!
WHO CAN ENROLL
Priority will still be given to families that live in Emeryville, work in
Emeryville, have children in the Emery Unified School District, or live
in the 94608 zip code. Verification of residence or employment is
required when enrolling. The Center also participates in a State sub-
sidized program that allows for families in need to participate. Please

TINY-TOTS KINDER GYM
A program designed as a positive and fun introduction to organized
play. We will open up the ECCL Multipurpose Room and lead your
participants through themed motor muscle building games each
week. To further their social and physical development and promote
hand and eye coordination, we use a variety of fun developmental
activities in a circuit format that also provides continuous movement.
The Kinder Gym program also helps school readiness by teaching
children how to follow directions and take turns.

environment for your preschool child. We offer a variety of activities to

K-6 Camp: Experience the best traditional summer day camp
in the East Bay! Emeryville Summer Camp is specifically designed
for the creative and active needs of children 5 (or are going into
Kindergarten) through 11 years old. All campers participate in fun
activities based upon the selected theme of the week. Campers will
rotate through programs throughout the day such as: art projects,
sports, cooperative games, music, dance, cultural studies, group
projects, hikes, environmental awareness, off-site trips to Bay Area
attractions, and much more! Our highly trained staff brings a wealth
of experience and enthusiasm to ensure a positive, fun, and safe
experience. Weekly camp fees include a camp T-shirt*, bag, entrance
fees and transportation for trips, afternoon snack, and free nutritious
lunches provided by the Oakland Summer Food Service Program.
While healthy lunches are provided for all campers, those with active
appetites may wish to bring additional snacks.

EMERYVILLE SUMMER CAMP
Middle School Camp: This is the PERFECT program for
teens looking for fun this summer! Art, sports, music, team build-
ing, and super-cool field trips are guaranteed to catch the attention
of middle-school teens throughout the Bay Area. In addition to the
variety of enrichment classes and activities offered, participants will
also receive some life skills training and community engagement
through local community service projects. Our highly trained coun-
seling staff brings a wealth of experience and enthusiasm to ensure

This two-week program is designed for beginning to intermediate
level violin, viola, and cello players. Complete beginners are welcome!
Each student receives one individual lesson each week, and partici-
pates in a variety of activities, including an all-camp string ensemble
and all-camp chorus, outdoor activity, and music games. Participants
will enjoy daily immersion in string technique with masterclasses,
supervised practice sessions, music theory & musicianship classes

DANCE CLASSES
Join our dance specialist as she demonstrates
and help your child with unique routines using
basic hand and foot coordination dance moves

ECCL Play Station is a DROP-IN program offered at ECCL campus
Playgrounds for children K-8th grades. A team of two seasoned
recreation leaders provide site supervision while offering a wide
array of recreation activities such as: cooperative games, music, crafts,
sports, tournaments and more! Children must have an Emeryville Rec-
reation Department liability waiver on file to participate. A monthly

“THE REC” COOKING SERIES
Register your young chef for this awesome culinary experience.
We will host a class that will focus on learning an important life-
skill, like cooking, that will be engaging, enriching, and uplifting.
Participating chefs will chop, dice, slice and learn other basic cook-
ing techniques needed to prepare fun and tasty meals for themselves
and their families. Classes will introduce a recipe for each session to
guide us through the week’s topic. This series will end with a cooking

This will be the ninth year for the global event and TEAM WLSL™ will

the age requirement. All participants will help to protect the lives and well
being of each person using the pool and teach swim lessons at our facility

A Monthly Women’s Self-Defense Course
Fierce and Fit is a 2-hour monthly women’s self-defense workshop
taught by a seasoned female Brazilian Jiu-Jitsu black belts. At the

translated as “the way of unity of spirit,” and its central goal is to
promote harmony among people and between people and the
world around them. Kokikai Aikido is a powerful form of self-defense,

momentum against them. Kokikai Aikido features a logical training
system intended to develop effective self-defense and mastery of
self. Each class generally consists of warm up and ki development
exercises, rolling and falling practice, and self-defense technique in

Center (9:00am-5:00pm) for almost every activity and event. Be sure
to bring your checkbook or credit/debit card too, fees are due in
full to register for a program. If you also want to save time, please

How do I register for infant and toddler/child development
center activities?
The Emeryville Child Development Center (ECDC) only accepts
walk-in registrations due to eligibility and availability constraints.
Eligibility for enrollment into ECDC programs is open to all families
with children ages 4 months to 5 years. Please call to set up a tour for
the programs and facility. Please call the ECDC with any questions at

Why was the activity canceled or rescheduled?
Due to low enrollment, instructor emergencies, weather conditions,
or many other reasons, a class may be cancelled or rescheduled
at any time. Staff attempts to limit these occurrences, but they are
bound to happen. If an activity is cancelled or rescheduled, you will
have the opportunity to join a rescheduled activity, join a different
activity, or receive a full refund. Please allow four to six weeks for
cash or check refunds to be processed. We sincerely apologize in
advance for any inconvenience this may cause.

AARP SAFE DRIVER CERTIFICATION
COURSES
8-Hour Certification Class and 4-Hour Refresher Class
AARP driving classes provide a comfortable setting for older adults
(ages 50 and up) to help protect you and improve the roads for every-
one. Participants who complete the course earn a certificate and may
be eligible for a discount on their car insurance. Advanced registration

SENIOR TRAVEL CLUB
Our popular travel club for older adults offers fun, casual day, and
overnight trips. See the list on the right for our Summer Adventures.
Important Information:
Weekday trips depart from the Emeryville Senior Center at 4321
Salem St.; Weekend trips depart from the back parking lot of City
Hall at 1333 Park Ave.
Trips include trained volunteer escorts.
Fees are due in full at time of registration. Please make checks pay-
able to the City of Emeryville. We also accept Visa, Mastercard and
American Express.
Trip fees include transportation.
Transportation is provided by our 22-passenger bus or charter buses,
depending on the number of registrations. Additional fees may be
required for entrance and/or lunch on some scheduled trips, which
you will pay directly to the vendor.
Cancellation Policy – Trip refunds will be considered only with a ten
(10) business day prior notice to the departure date or if a replace-
ment can be found. Some exceptions may apply at the discretion of
the Adult Services Supervisor or Youth and Adult Services Manager.

WHAT IS 8-TO-GO?
The‘8 To Go’is an on-demand shuttle service for everyone ages 70+,
or people ages 18–69 who are certified to use East Bay Paratransit.
Once enrolled in the program, users just place a call to set-up
your travel itinerary and location, it’s that simple! Travel is limited
to locations to and from the 94608 zip code area (which is all of
Emeryville and portions of North and West Oakland including
MacArthur BART, Kaiser, Sutter and more).
WHY SHOULD I USE 8-TO-GO?
This service is intended to help seniors and people with disabilities
travel within the local 94608 area. Whether it’s a trip to the Senior
Center, grocery store, favorite restaurant, medical appointment, or
religious services, 8-To-Go will provide the personalized service and
attentiveness not found in other transportation services.
HOW DO I FIND MORE INFO OR SIGN-UP FOR IT?

For home-bound older persons, 60 and over residing in Emeryville.
Monday-Friday and weekends by special arrangement. Suggested

EMERYVILLE TRI-CITY CAFÉ
HOT LUNCH PROGRAM
The center offers a hot pre-packaged meal daily in our main auditori-
um. The meals are provided by Nutrition Solutions focusing on using
low fat and low sodium ingredients. This is a self-serve lunch which
runs Monday–Friday, 11:45am-12:15pm. Suggested Donation for
the meal is $3.00 for adults 60 years and over and $5.00 if under 60.
You must fill out an application form to participate in addition to the
Senior Center Membership form.
BLOOD PRESSURE
CHECK-UPS
The Alameda County Fire Department visits the Senior
Center every first and third Friday of the month at 11:30
a.m. to check your blood pressure (and they maintain
records for comparison).

Twice a year, Emeryville single-family neighborhood residents can
set out“bulky”items or items that don’t get collected in regular trash
collection. One of those pickups can be scheduled individually by
calling Waste Management at (510) 613-8710. The other pickup is the
Annual Spring Neighborhood Collection.
The 2018 Annual Spring Neighborhood Collection will take place on
Monday April 16th and Tuesday April 17th, on the regular collection

The Emery Go-Round is a last-mile shuttle service, provided by the Emeryville
Transportation Management Association, to connect employees, residents and visitors
of Emeryville from the MacArthur BART Station to various locations throughout the City.
The service is fare-free and open to the public.
The Emery Go-Round is a fare-free shuttle service, open to all Emeryville residents, shop-
pers, visitors and employees of Emeryville businesses. The service is primarily funded
by commercial property owners in the citywide transportation business improvement
district (PBID).
Emery Go-Round is a service of the Emeryville Transportation Management Association,
a non-profit organization whose primary objective is to increase access and mobility to,
from and within Emeryville while alleviating congestion through operation of the shuttle
program. The organization is governed by a Board of Directors, who also serve as the
official representatives of property owners for the business improvement district. The
Board of Directors hold regular meetings which are open to the public. The meetings
are scheduled for the third Thursday of each month and are held at various locations
throughout Emeryville.

Know Your Rights as a Tenant
Most Tenant’s Right and Landlord Responsibilities in the City of
Emeryville are covered by State of California law. However, in April of
2017 a new Landlord andTenant Relations Ordinance went into effect
which regulates eviction and harassment issues in rental housing in
the City. Fair Housing issues are covered by State of California and
Federal laws.
Landlord Tenant Relations Ordinance
The ordinance broadly regulates most residential rental units in the
City, by:
• limiting the reasons that landlords may terminate a tenancy in
accordance with state laws,
• prohibiting harassment of residential tenants,
• requiring tenants be provided with notices of tenant rights under
the ordinance,
• mandating that landlords use a form notice of termination of
tenancy and provide a copy of the completed notice and applicable
rental agreement to the City.
While certain residential units are exempt from the proposed ordi-
nance, landlords owning units that are covered by the ordinance
would be prohibited from evicting tenants unless the landlord has
a just cause for eviction. The ordinance allows for certain“no fault”
evictions, however, tenants subject to a“no fault”eviction would be
entitled to relocation assistance.

The primary work of the Housing Practice includes defending low
income tenants who are being evicted, representing tenants in
housing subsidy termination proceedings, and engaging in strategic
affirmative litigation aimed at forcing landlords to maintain their

resentation of tenants, Staff attorneys, volunteer attorneys, and law
students staff more than 100 educational workshops for low-income

CANNABIS BUSINESSES
SHERWIN WILLIAMS
The Planning Commission approved design plans for the Public Park and other open spaces within the Sherwin Williams site at 1450 Sherwin
Avenue (between Horton Street and the railroad tracks) in December 2017. The design plans for the four new residential buildings at the site
were approved at the February 2018 meeting. The City has not yet received an application for design review and tenant improvements for the
existing building that will be used for office space.

DESIGN SURVEY
The Emeryville City Hall lawn is being redesigned as a Bay-Friendly
Landscape to reduce water use, promote native plants, and highlight
sustainable landscaping techniques. The City is looking for YOUR
input on what you would like this new landscape to include. Please

The City has approved three Conditional Use Permits for cannabis
manufacturing businesses that will make and distribute a variety
of cannabis products. These facilities will not be open to the public.
The City has also selected two vendors to establish retail cannabis
dispensaries. One of the selected vendors, Rochambeau, has applied
for a Conditional Use Permit to establish a dispensary on the ground
floor of the Andante complex on San Pablo Avenue between 40th
Street and Adeline Street. The second vendor, East Bay Therapeutics,
has not yet applied for applicable permits.

Four Finalists Selected For A Public Art Installation At The
Emeryville Marina
Four finalists from the over 90 that responded to the Request for Qualifications (RFQ) are being
asked to submit conceptual designs, which are tentatively scheduled to be displayed in City Hall
from June 25 - July 6, 2018. The artists were first nominated by a Selection Panel made of art
experts, community members, and staff include: Ilan Averbuch, Pete Beeman, Matt Geller, and
Ned Kahn. After nomination, the City’s Public Art Committee (PAC) recommended the artists
for development of conceptual designs based on their qualifications, proposals and answers to
panelists questions which the City Council accepted on March 20.
The public is invited to see the finalists’designs and fill out surveys on a preferred design. To

Greenway Pilot Mural Project Artist Selection
On September 5, 2017, the City Council approved the release of a Request for Proposals (RFP)
for a Pilot Mural Project at the Emeryville Greenway; Powell to Stanford Segment. This new seg-
ment of the Greenway is located in the central part of the City where a wide variety of uses converge
at one of the City’s primary intersections. The site is visible from multiple intersections and from auto,
bicycle, and pedestrian viewpoints, and therefore presents a unique opportunity for artists to high-
light this key location in the heart of Emeryville.
Following the City Council’s review of the item, staff prepared an online posting of the RFP on the
Call for Artists (CaFE) website, a platform that allows artists across the State to participate. Additional
outreach was provided via flyers posted at local public gathering venues, the City’s website, the 45th
Street Artist Collective, and the California Art Council’s website. The call, as articulated in the RFP, was limited to California-based artists or artist
teams. Once Council has considered the Public Art Committee’s artist recommendation, the mural project final design will be developed. It is
anticipated that the mural will be installed during Spring to be enjoyed by the community, along with the Greenway extension, this Summer!

Pacific Gas & Electric (PG&E) has announced that they

owns or leases a plug-in electric vehicle

Emeryville residents and businesses will soon have a new – greener
– choice for the source of the electricity we use. East Bay Community
Energy (EBCE) will be a community-governed power supplier, com-
mitted to providing electricity generated from a high percentage
of renewable sources. The benefits will include: competition in the
energy market, local investment in energy projects and programs,
consumer choice, and improved sustainability through an increase in
the renewables in our energy mix and the development of a better,
cheaper market for renewable energy.
Emeryville and the State of California have both committed to
reducing our greenhouse gas emissions (GHGs) 40% by 2030 and
80% by 2050, which is something we have to do to slow the global
effects of climate change. A cleaner grid, coupled with increased
electrification of appliances and operations, will help us meet those
commitments.
This is the same type of“community choice aggregation”program
you may be familiar with in other Bay Area counties, such as Marin
Clean Energy or Sonoma Clean Power. Roll-out will begin in spring
and will continue throughout 2018. Residents and businesses will
have the choice to opt out if they wish; you’ll have plenty of time to
review the proposals and make a decision when the system begins

The overall objectives of the RFQ/P include:
• Minimizing City subsidy while ensuring fiscal
sustainability of operations
• Maximizing civic and community arts-based
uses of the facility
• Expediting completion of the project
• Utilizing robust community engagement in
developing programming for the facility
Much effort has been invested in the Art Center project
to date and the project continues to capture the public
interest; dozens of supporters of the arts attended the
January Study Session to voice their support of the project
and release of the RFQ/P. The goals and objectives for the
Art Center project are intended to initiate a competitive
process to solicit proposals for a public-private partnership
to design, construct and operate the Art Center.

Small Business Incentive:
Business License/Fire Inspection Fee Rebates
On February 21, 2017, City Council approved a program intended to help local small businesses compete in
the regional market. The Business License Rebate Program allows restaurant and retail businesses with 12 or fewer
locations globally to apply for a rebate of fees paid for business licenses and fire inspections. Program information

City of Emeryville Minimum Wage Annual Increase
Effective July 1, 2018
The Emeryville City Council adopted the Emeryville Minimum Wage and Paid Sick Leave Ordinance (EMC 5-37) on July 2, 2015.
The Ordinance requires higher rates for minimum wage and paid sick leave for eligible employees than the State of California.
It also requires that all Hospitality Service Charges are paid to the Hospitality Workers who work the events for which a service
charge is collected. Each year the minimum wage rates will increase on July 1st.

Senior Citizens Emery Go Round
Property Based Improvement District (PBID) Rebate
On February 2, 2016, the Emeryville City Council adopted a
resolution to establish a Property Based Improvement District (PBID)
Senior Rebate Program. If you are 65 or older, own your home and
pay an assessment on your property for the Emery Go Round PBID,
you may apply for a Senior Rebate that could mean savings for you.
HOW DO I APPLY AND RECEIVE A REBATE?
Where can I get an application?
The application is available through the City of Emeryville Senior
PBID Rebate Program:

When can I apply?
The deadline for submitting an application is May 1, 2018.
Applications are mailed out to prior applicants the first week in March
of each year. If you received the rebate in 2017-you will only need to
submit the application and a copy of your tax bill-no other doc uments
will be needed.
New applicants can submit their application, proof of age and a W-9
on or before May 1 of each year.
How will I get the Rebate?
Eligible seniors will receive the Rebate by mailed check from the City
of Emeryville in June.
ELIGIBILITY FOR THE SENIOR PBID REBATE
To be eligible for the Senior PBID Rebate:
• You or your spouse or registered domestic partner must be 65
years of age or older by December 31, of 2017.
• You or your spouse or registered domestic partner must own
your residence, and are liable for paying the PBID assessment on
your principal residence.
•You and your spouse or registered domestic partner must claim
this residence as your primary residence.
What is a primary residence?
A principal residence is a residence in which you reside at least a
total of six months each fiscal year (June-July)
I am under age 65 and own my residence, but my spouse is over
age 65. Do we qualify?
Either you or your spouse or registered domestic partner must be
at least age 65 by the end of the year (2017) to qualify. If you are
under age 65 and you own your home, but your spouse or registered
domestic partner is over age 65 and lives with you, you will jointly
qualify for the Senior PBID Rebate.
I own a multi family residence, reside in one of the units and rent
the other units out. Will I be eligible for the Rebate?
Yes. As long as you meet all the requirements of the program, you
can apply for the Rebate on the proportion of PBID assessment that is
applicable to your principal residence.
I am over the age of 65 and own two properties. Can I receive the
Rebate on both?
No. You and your spouse or registered domestic partner can only
receive one Rebate per year for your primary residence. Second-
ary residences such as rental properties or vacation homes are not
eligible for the Rebate.
I am a senior who rents an apartment. Do I qualify?
No. The Rebate is available to seniors who own their home and
directly pay PBID assessments.
CHANGES IN OWNERSHIP/RESIDENCE
I am moving to a new residence, how do I get the rebate?
Your move will determine if you qualify for a Rebate at your new
residence. You are eligible to apply for a Rebate if you own and live in
the residence on the property assessment due date. The following is
a general guideline:
• If you take possession of your new residence before the PBID
property assessment due date, you are eligible to apply for the Re-
bate on your new residence. In this situation the prior owner would
not be eligible.
• If you take possession of the residence after the PBID proper-
ty assessment due date, you cannot apply for the Rebate on that
property for that year, but you can apply for your old residence if you
owned and lived at the property as of the PBID property assessment
due date.
OTHER QUESTIONS
Does my PBID assessment have to be paid before I submit my
application to receive the Rebate?
Yes. Your PBID assessment must be paid in order to submit your
application for the rebate. Rebates will not be processed until after
the PBID assessment due date.
My property taxes are currently in arrears. Can I submit an
application to receive the Rebate?
No. An application for the Rebate will not be processed until such
time the property taxes are no longer in arrears.
