Increasingly European Public administrations are offering their services online to businesses and citizens. Risk that these services are developed as „stand alone“ solutions just for the regional/national level and can not interact with other services on European level. New eBarriers might emerge, impeding the proper functioning of the Internal Market. ISA adresses this problem by promoting and supporting interoperability at all levels of European Public Administration.

Public administrations are encouraged to reuse and share solutions and to cooperate on the development of joint solutions when implementing European public services. Public administrations should consider the specific needs of each European public service, within the context of a common security and privacy policy. E.g. protection of private data
