§ Policy Framework
– Issued by RTR as domain name holder and therefore
responsible organisation for the Austrian ENUM domain
– Defines basic administrative and regulatory principles for the
first phase of the ENUM trial
– Builds the base for a policy framework for a future commercial
phase of ENUM in Austria
§ Memorandum of Understanding
– Committment to the rules of the RTR policy framework
– Limited until end of June 2003

Major Issues of the
Policy Framework
§ Competition
– On ENUM Tier 2 (Registrar and Name Server Provider) it shall
be possible in any case to have fair competition on the basis of
a level playing field
§ Integrity of E.164 numbering space
– Integrity of E.164 numbering space and associated ENUM
domain space must be assured under any circumstances
§ Validation
– Necessary validations shall be possible for all players on their
respective level (i.e. for ENUM SP, which are no TSP)
– Extent of validation to be investigated in dedicated sub-group

Validation is key ...

– To verify the identity of the ENUM subscriber
– Already known (easy)
– Not known (online, face-to-face, id-card, …)
– Authentication (password, …)
– To verify that the ENUM subscriber is the assignee of an

amongst the first to start an ENUM field trial

to be solved in advance

controversially in the first months of the work
§ Finally, we hope to see a Swiss ENUM Trial to take off
