Increase ICT capacity of Govt + Staffs,
Implement or use ICT as a tool for improving service delivery, public reach,
efficient reporting + monitoring, documentation + archiving....
Digital literacy (thanks to Smartphones - 95% of staffs don't know how to
use smartphones for work other than taking photos, SMS and phone calls),
and finally Nepali Unicode (thanks to Facebook)

Often used with proprietary software.
Customers <government offices> are paying
for FOSS apart from services.

16. Open Source Practices
~1% of govt offices use Open Source (variant) as their primary operating system
(workstation).
40% of applications, otherwise MIS, or systems utilize the power of Open Source.
90% of Government public Web portals in Nepal run on some sort of Open Source software.
Customers pay even for Open Source applications.*
OpenGov and OpenData practiced but the interoperability.
*Based on study conducted during 2014-2015 on 173 govt bodies/offices.
