A number of eParticipation projects are failing because of the lacking integration into political processes. A study undertaken in 2008 for the online forum of the German Parliament [5] criticizes that participants would be “unable to understand the purpose of the debate, to identify the addressee of the postings and to see in which form the results are further processed in the political process ” ([5], p.47). The field observations in the first phase of VoicE resulted in a similar conclusion. Some platform features have been eliminated until the integration of results into political processes could be arranged [22]. In VoiceS, the integration of the participative into the political processes should be taken into consideration from the beginning. Resulting from these insights, the following requirement was specified: Requirement 1: The electronic participation processes must be planned in detail and must be adapted to political processes. According to Coleman, results from the participation effort should at least be forwarded to the decision makers (see e.g. [8, 9]). Furthermore, reactions from decision makers should be published and fed back into the participation pool. Discussion forums without forwarding any given opinions to the political decision makers will in the end lead to disappointment and disinterest in political participation. The following requirement can be derived (see also [7]): Requirement 2: The involvement of elected representatives must be planned from the beginning. In order to fit the (electronic) participation procedures into political processes (in the case of VoiceS the European decision-making) and thereof to have the best possible result of participation, a detailed analysis of processes and participation possibilities has to be conducted. The results thereof give insight into possible points for participation and where to adapt the participation processes and the platform features (see e.g. [29]). In VoiceS, the participation processes have been modelled in detail with the Business Process Modelling Notation (BPMN) [1]. Although BPMN has been criticized to not being flexible enough to model social processes [6], it has proven useful in VoiceS [23]. For recurrent actions, and with the possibility to model ad-hoc processes, BPMN provides a good potential to communicate and plan legislative and participative processes. Hence, the following recommendation can be derived: Recommendation 1: Use information and process models to analyse, design and optimise the political and participative processes . The “Dialogue by Design Handbook” [29] guides the design through questions such as “Why are you doing it? Who should be involved? How to do it?”
