3. What is delegation ?
• Is the process of assigning responsibility for
accomplishing a goal or objective to a member
of the staff
• Mooney defines delegation as a process of
conferring specified authority by a high to a
lower authority
• To Terry delegation means conferring
authority from one executive or organization
unit to another

• Terry argues that delegation may as well be
from a higher to a lower level or between
equal levels.
• Delegation may, thus, be ‘‘downward, upward
or sideward’’
• Thus Delegation means the devolution of
authority by a person to his agent or
subordinate subject to his right of supervision
and control .

• The various levels of the organization are used
more appropriately
• An effective delegation increases sense of
responsibility

• Select the right person/team for tasks
• Clearly specify results expected, not the
methods for accomplishing them

persons who rise to positions of hierarchical
leadership
• The apprehension that others are incapable
of making proper decisions
• Fear that subversive power centre may
develop among subordinate
• Absence of emotional maturity in the top
