11. FUNCTIONS AND RESPONSIBILITIES
The Election Committee shall:
1. Implement election rules and
guidelines based on MC-2021-05

12. 2. Supervise the conduct, manner
and proceedings of election and
other election- related activities and
act on the changes thereto;
3. Canvass and certify the results of
the election;
4. Declare the winning candidates;
13. 5. In case of protest, the same
shall be decided by the body
during the said meeting; and
6. Perform such other functions as
authorized by the Authority.
14. MEMBERSHIP COMPOSITION OF RCOs
Membership in RCOs shall come from all types and
categories of cooperatives;
Multipurpose cooperatives may join more than one
(1) cluster depending on the AFS/ authorized
business activities they are engage in.
Note: Official representatives must present a board
resolution giving them the authority to represent their
cooperative.
15. NOMINATIONS
Candidates for election of officers shall be
through nominations (Oral and written);
Those nominated may decline the
nomination and said nominee(s) shall not
be included in the ballot.
ELECTION OF OFFICERS AND VOTING
PROCEDURES
16. If a nominee is eligible for the office and does
not expressly decline such nomination, he/she
shall be considered as a candidate.
For multipurpose cooperatives, the
representative can only be nominated as an
officer in the cluster where they have their
main line of business as determined by the
CDA regional office base on their submitted
financial statements and/or Cooperative
Annual Progress Report.
17. 1.Election will be virtual or through electronic
means.
2. The Authority shall declare the floor open for
nomination for each position.
3. Anyone can move to close the nomination
and after it is seconded, the election shall
proceed. If there is only one nominee, he/she
shall be proclaimed as the winning candidate.
In case of two or more nominees, casting of
votes shall proceed.
4. Casting of votes shall be done via poll voting.
18. 5. The Authority shall canvass the votes right
after casting. Counting and tallying shall follow
thereafter and shall be shown to the members.
6. In case of a tie, the winner shall be
determined by electronic means.
7. If there is no objection to the results, the
Authority shall proclaim the winning
candidate/s.
8. In case of protest, the same shall be decided
by the body during the said meeting.
19. MEMBERS ENTITLED TO VOTE
The official representatives of the
cooperatives stated on the board
resolution submitted to the Authority.
