3. Background – proposed alliance
Concept of a tropical research alliance proposed in 2013
Austrade /DFAT, and MoU between Queensland Government and Minas Gerais
Agreed to focus on specific areas – water a priority
Drought threatened water security in Brazil’s largest
cities
Growing conflict between water users (hydropower vs
mining vs agricultural vs urban) and concern this will
become more frequent in the face of climate change
Public concern about water quality issues (highlighted
by Olympic Games; Samarco disaster)
Draw on Australia’s experience in water management,
and lessons learned from the millennium drought.
Similarities in climate (arid, subtropical, tropical systems) enable more relevant
comparisons compared with those from more temperate parts of the world.
Focus would be on research and training to support improved water management

research and training funding agencies at Federal (CNPa, CAPES) and State (FAPESP,
FAPEMIG, FAPERJ, FAPEAM, SECTES) levels;
water and environment agencies (including ANA and State agencies in São Paulo, Minas
Gerais, Rio de Janeiro and Brasilia);
peak industry bodies (FIESP, FIEMG);
key research groups with interests in water science (USP, UFMG, UFRJ, UERJ, U Brasilia,
INPA - Manaus)
