Energy transition ⇒ emergence of: energy cooperatives or prosumers, major hubs in urban areas
↳ close proximity between citizens, businesses & institutions, linkages between sectors,
emergence of new business & service models as well as associated governance arrangements
Comparative perspective, with case studies or data from at least 3 EU member states or
associated countries, addressing one or more of below questions:
• What characterizes successful examples of SI?
• What enabling conditions facilitate SI?
• How does SI contributes to livelihoods preservation and development of new business and

• How does SI contributes to more secure, sustainable and affordable energy? Does SI lead to

 Challenge : BIM tools : new buildings > existing buildings
 produce compatible tools that would allow to collect data from existing buildings
(e.g. geometric data) and exploit data from different sources.
 Dvlp new BIM tool kits that would exploit various sources of data and models associated :
 To harmonise different data sources regarding the components and equipment of a
building
 include existing building parameters, as well as the environmental and GIS data.
 Be flexible in coupling the overall BIM system with other additional types of models (e.g.
buildings acoustics; economical evaluation of various renovations scenarios)
 Be flexible to adapt to work planning
 Can use inputs from non-professional audience composed of tenants & inhabitants
 Including standardisation aspects
Impact :
 A reduction of the renovation working time of at least 15 -20 % wrt refrence
 Acceleration of the market uptake in particular amongst constructing/ renovations companies

energy management and contracting level):

Challenge/ Scope:
Energy Efficiency Directive : encourage SMEs to undergo energy audits and to implement the
recommended energy-saving measures. But SMEs lack of expertise, time, capital, support
schemes
 Focus on one, or more, of the following issues:
 Staff trainings and capacity buildings programmes. Programmes should aim at bridging the
gap between demand and supply side (SMEs, auditors, finance institutions, managing
authorities of supporting schemes).
 Capacity building. Development and implementation of corporate policy measures involving
all actors (from decision makers/corporate board members to employees in each
department)
 Initiatives supporting Member States in empowering or establishing national supporting

Challenge/ Scope:
Investors and lenders need to gain more confidence on investment projects related to energy efficiency
which are still seen as risky and fragmented
Scope :
Project Development Assistance (PDA) to public and private project promoters such as :
• public authorities or their groupings, public/private infrastructure operators and bodies, energy
service companies, retail chains, large property owners and services/industry.
The action will support building technical, economic and legal expertise needed for project development
and leading to the launch of concrete investments, which are the final aim and deliverable of the project.
Investements targeted : EUR 7.5 million to EUR 50 million.

classes category to re-stimulate innovation
Cover one or more of the following:
1. Awareness-raising and information campaigns to alert market actors of label rescaling,
2. Raise the capacity of manufacturers to fulfil their obligations providing and displaying respectively
the correct label at the point of sale;
3. Exchange of best practices in relation to these campaigns, including through the recommendation of
common key messages to the respective target groups.

Challenge/ Scope:
Contribute to political commitment of national/ regional authorities in Energy Union approach

• enhanced coordination leading to politically approved and jointly applied monitoring and verification
schemes of energy efficiency measures across local and regional authorities,
• Support public authorities in the development of transition roadmaps that clearly outline the path to the
European long-term 2050 targets.
Actions should link closely to the Covenant of Mayors and/or Smart Cities and Communities initiatives;
• Innovative ways to enable public engagement in the energy transition
• Deliver large-scale and action-oriented peer-to-peer learning programmes targeting cities and/or regions,
with a strong replication potential European-wide.

Challenge/ Scope:
New Smart Finance for Smart Building (SFSB) initiative : mobilising investment in energy efficiency and
renewables
Need to boost project aggregation and build a substantial pipeline of energy efficiency investment projects
across Europe
Scope : to set up and run a 'European City Facility' which offers financial support and services to cities and
municipalities or their groupings:
• The City Facility should offer financial support to develop innovative investment concepts within a
limited period of time
• At least 80% of the budget should directly benefit cities, municipalities or their groupings.
• Proposals should demonstrate that they are able to mobilise a critical mass of cities or their groupings
and have a sound and inclusive outreach strategy to cities and communities across Europe.
• In order to qualify for support through the City Facility, cities and communities should demonstrate proof
of political commitment (min 100 000 inhabitants target/ single or grouping municipalities, …)
Overall, the action should trigger for every million Euro of Horizon 2020 support energy efficiency
investments worth at least EUR 20 million

LC-SC3-EE-17-2019: European City facility - European Cities as key innovation hubs to unlock finance for energy efficiency Challenge/ Scope: New Smart Finance for Smart Building (SFSB) initiative : mobilising investment in energy efficiency and renewables Need to boost project aggregation and build a substantial pipeline of energy efficiency investment projects across Europe Scope : to set up and run a 'European City Facility' which offers financial support and services to cities and municipalities or their groupings: • The City Facility should offer financial support to develop innovative investment concepts within a limited period of time • At least 80% of the budget should directly benefit cities, municipalities or their groupings. • Proposals should demonstrate that they are able to mobilise a critical mass of cities or their groupings and have a sound and inclusive outreach strategy to cities and communities across Europe. • In order to qualify for support through the City Facility, cities and communities should demonstrate proof of political commitment (min 100 000 inhabitants target/ single or grouping municipalities, …) Overall, the action should trigger for every million Euro of Horizon 2020 support energy efficiency investments worth at least EUR 20 million - 35 - € 10 CSA Support to policy driven innovation
