2. Challenges faced by the Project
• The very diverse and large range of stakeholders facing various background
objectives and agendas.
• Similarities with other projects of the same nature by other bilateral-multilateral
agencies such as UNDP, GIZ, World Bank….
• Limited coordination between such initiatives.
• The beneficiary countries find themselves in a situation of redundant queries and
solicitations that create a level of confusion or frustration.
Hence the need to promote closer dialogues,facilitate access to Information and
mobilize additional resources for the activities at the country level. The final objective
being :
« Improving the capacity of policy makers to engage in & implement the global
climate change framework through a wise(optimum) integration of climate
resilience and low carbon development»
3. Results to be achieved
• Synergy between adaptation (climate resilience) & mitigation
(low carbon development) with additional financial
resources.(R1.2 & R.5.1)
• Enhance capacity of countries in climate negotiations.( R1.1)
• Coordination and complementarity with relevant
programmes.(R5.2)
• Increase awareness and negotiation capacities of the
decision-makers and key stakeholders in the region on the
post-2012 climate agenda regarding financial
Mechanism.(R4.1 & R4.2)

Result 1.1-Activity 1.1.1
• Regional workshop in February 2014 to be followed up by contacts at the UNFCCC meeting of
SBI/SBSTA in May/June 2014 (P5)
• Providing support in the context of the Project Steering Committee meeting in Brussels on 11
&12 Sept 2013 with a working session on Thrusday 12th Spt for project partners
• On-going Help-Desk responding to request/queries from countries & partners at the national
or regional level

• 1 regional workshop June 2014 before the UNFCCC COP 20th & side event (P5)
• On going technical support face to face events on practical issues, expert meetings & training
courses on Low Carbon Development,Resilience to climate change & Finance training
workshop (P1 to P4) for which ENP South countries have expressed specific interest.
• On going online help desk support through request on the ENPI ClimaSouth platform, &
mainstreaming ClimaSouth Initiative within relevant partners or country websites & forums.

Closer Dialogue & Coordination
Result 5.1 :
• Activities planned to improve the quality of the dialogue
within the ENPI South Countries, and for Year 1 :
• Oct. /Nov. 2013 , before & during Cop 19 in Warsaw (P1 & 5)
Result 5. 2- Activity 5.2.1 :
• Donor coordination will be achieved on the basis of the tool
mentioned in Section 2.1 which will serve as a communication
tool & disseminated using the website developed under
activity A5.3.1
7. Methodology for Capacity Building
Workshops (face2face or online)

• Motivate (incentives) the trainees to feed the
ClimaSouth information platform
8. Recommendations For Next Steps
• Make the best use of CoP 19 (Novembre 2013) and the
following ones and a few global workshops & conferences;
• With the objective to demonstrate the economic, social and
environmental benefits of implementing a national low
emission development strategy. With the help of practical
examples in particular from the Neighbourhood South
(MENA) region, presentations will be made pointing out key
lessons learnt in preparing successful strategies, and
demonstrating its benefits for the national economy but also
the benefits and interconnections with building resilience.
9. Country Pilote Project: Israel
a) Title: National Inventory Report capacity building pilot
project.
b) Deliverable: Capacity to produce NIRs & National
Communication on a routine basis starting 2014.
c) Present situation : no mechanism to produce the above
mentioned reports.
d) Capacity building needs : training & research through
workshops & technical assistance.
e) Potential followup & sustainability: organise regular reviews
of reports for improvment
10. Country Pilote Project: Libya
Capacity building for the national climate
change committee (NCCC -Libya).
• The national climate change committee has just been
revised and revived, 2 members have been invited to
the PSC-1 and would give more details as they have
been discussing the contribution and needs of Libya
last week.
This CPP-Libya will contribute to Activity A.1.2.1 (capacity
development for climate change mainstreaming)
11. Country Pilote Project: Palestine
• Capacity building for climate action.
• This capacity building will be carried in order to enable the
Palestinian Authority to: i) implement in a near future its first
national communication, ii) Improve its management of the
CC issue both at the nationally and internationally levels
(increase its participation to the UNFCCC negotiations).
• It aims to train in climate actions (mitigation, adaptation,
mainstreaming, finance, etc.) more staff to enable Palestine to
make best use of partners supports and fully implement the
different projects related to environment, energy, and CC.
12. Specifics and Timing for Purposes
P1, P4 and P5 (R5.1&R5.2)
Their Implementation need to build on the
successful launch and first practical and
demonstrative results of Pilot Projects and
training initiatives in Adaptation and
Mitigation for Climate Resilience Societies
supported by Low Carbon Economies.
