2. 1. Introduction
Kenya actively participates and contributes to
the regional and international climate change
agenda:
Ratified the UNFCCC on 30 August 1994,
and it’s Kyoto Protocol in 25 February 2005.
Ratified the Doha Amendment to Kyoto
Protocol in June 2014 to allow entry into
force of the Second Commitment period of
the Protocol.
Submitted its 1NC in 2002

Submitted Intended Nationally Determined
Contribution (INDC) to the UNFCCC on 24
July 2015.
Submitted the Second National
Communication in Dec 2015.
Final NAP ready(March 2016) for publication

5. 2.1 NCCAP (2013-2017) Key Points
Transition to a low carbon climate resilient
development pathway for sustainable development;
Informs mainstreaming of climate change in the
current Medium Term Plan, to implement Vision 2030;
Recommended adaptation and mitigation priority
actions to be implemented;
Provides for establishment of climate change
framework policy and law, governance, funding;
Enables to meet national obligations under the UNFCCC
– e.g. NCs, BURs, INDC, etc.

Details in NCCAP (Page 60, Table 5.1) & INDC (2.2.1):
Promotion of climate-smart agriculture;
Mainstreaming of climate change into all water
resource management plans and actions;
Strengthening the capacity of national & county
institutions responsible for climate change
coordination;
Restoration of forest covers to target the
constitutional minimum of 10% of total land mass;
Mainstream climate change risks & opportunities
within and across major vulnerable sectors;

Strengthen climate change information management
systems & enhance awareness creation of climate risk
management & opportunities;
Sustainable & climate-proof infrastructure
development;
Supporting sustainable livelihoods in climate
vulnerable areas;

efficiency programmes;
National Adaptation Plan (under development)

8. 4. NCCAP Mitigation Priority Actions
Details in NCCAP (Page 80, Table 6.3) & INDC (2.1)
Restoration of forests on degraded lands;
Reforestation of degraded forests;
Increase renewable energy share in national energy balance
& promotion of energy efficiency;
Promote programmes to support the use of improved
cookstoves & of LPG cookstoves;
Development of Bus Rapid Transit & Light Rail Corridors
transport system.
Development of GHG inventory & improvement of emissions
data
Mainstreaming of low-carbon development options into
planning processes.

Strengthening Adaptation and Resilience to Climate Change
in Kenya Plus (STARCK+) programme.
Draft National Climate Change Framework Policy -
forwarded to the Cabinet office for consideration.
Climate Change Bill – Debated in the Natonal Assembly and
Senate in 2015, awaiting final consideration by the
Committee of Environment/ Parliament.
Development and implementation of a National Adaptation
Plan (NAP) – Draft NAP report ready.
Development of Climate-Smart Agriculture (CSA) program.
Establishment of a national forest monitoring systems
(NFMS) - restoration of forest covers to target the
constitutional minimum of 10% of total land mass.

Draft energy policy and strategy to increase renewable
energy share in the national energy balance and promotion
of energy efficiency.
Development of Green Economy Strategy and
Implementation Plan (GESIP) – draft GESIP under review.

development and sustainable climate resilient.
Development of NAMAs on geothermal, transport, waste,
energy-efficient cookstoves, sustainable charcoal
production and renewable energy.

Water towers protection and climate change mitigation and
adaptation programme – aims to support conservation and
sustainable management of water catchment areas.
Implementation of the Kenya Water Security and Climate
Resilience Project, to increase availability and productivity
of irrigation water for project beneficiaries.
Other state and non-state actors contributions:
KCIC – support to accelerate the development, deployment
and transfer of clean energy technologies.
