Chers Frères et Soeurs
Membres de Caritas Africa,
Salutations fraternelles à tous !
Après un cycle de douze mois, Voici

choses démarrent en miniature ! Cet
événement c’est Noël ! En fait, Noël
est, dans tous les sens et dans tous les
aspects, un témoignage de comment de

The crisis in Central Africa has retained much attention in the
Africa region and the CI Confederation. Since January, through
Emergency Appeal 01-2013, the Confederation has called upon
its members to respond to the crisis. With the updating of the
appeal in May, members were given a second opportunity to
become aware of the seriousness of this crisis which had just
entered into a crucial stage, even more disastrous and extended
all over the country, with the fall of the capital Bangui between
the hands of the SELEKA coalition on March 24.
Following the worsening of the situation in the country, CI
Secretary-General has set up an ERST (Emergency Response
Support Team). The members of the team worked closely with
their counterpart of Caritas Central Africa in identifying the

The A2P-DIRO Programme
The Secours Catholique - Caritas France has partnered since many years with some
other Caritas organizations, Diocesan Caritas as well as National Caritas.
In 2011, the Secours Catholique - Caritas France launched the A2P-DIRO programme
: Institutional development and organisational strengthening through personalized and
close accompaniment. It aims at increasing the capabilities of the francophone African
Caritas with the beneficiary populations, in the fight against poverty, and so that they
may be able to influence social policy.
Eleven national Caritas take advantage of this programme. They are the following
Caritas: from Benin, Burkina Faso, Burundi, Congo, Côte d'Ivoire, Mali, Niger, the
Democratic Republic of Congo, Senegal, Chad and Togo. These Caritas organisations
receive training provided by experts according to their specific needs (human resources
management, project management, administrative and financial management,
governance), and experience-sharing workshops are organized.
The program allows them to become more efficient in the definition and
implementation of their development programmes, to improve actions on the ground,
to obtain more grants and increase the number of accompanied people.
Two years after the launch of the program, the Caritas members and the partners
involved in the process gathered in Lourdes, France, from 7 to 11 October 2013. This
meeting also welcomed representatives of the Church of France and many actors of
the Caritas network interested in the programme. The objective was to take stock half
way through the programme during workshops, facilitating the exchange of good
practices and theoretical contributions.

A Caritas Congo e as 47 Caritas Diocesanas operando pelo território da República
Democrática do Congo (RDC) estão muito activas e esta rede tem vindo operando
por muitos anos com o apoio de parceiros apoiando muitos projectos.
Ao nível das parcerias nacional e diocesano, as organizações Caritas na RDC são parte
da mesma Igreja e constituem a comunidade de caridade. Como foi explicado pelo
Papa Emérito Benedito XVI, esta dimensão da Caritas pertence a verdadeira natureza
da Igreja. È a expressão da sua essência como “desenvolvimento”, como a proclamação
da Palavra (Kerigma) e a administração da celebração dos sacramentos (liturgia). A
realidade da família-Igreja de Deus convida a estrutura da Caritas para evitarem a
trabalharem sozinhas.
Esta realidade é ilustrada por muitos exemplos relacionadas por exemplo na reabilitação
de estradas, segurança alimentar de milhares de famílias, pagamento de salários aos
professores, cuidados de saúde, projecto de agricultura, formações, mencionando mas
poucos.
Todos estes projectos da Caritas demonstram que a caridade é um exercício que está
no centro da missão da Igreja. O espírito da organização, reforço mútuo e acção

In 2010, the Episcopal Conference in
Ghana undertook well-informed and
systematically planned restructuring of
the Secretariat. The restructuring aimed

La coopération fraternelle en vue du développement
En 2010, la Conférence épiscopale au Ghana a entrepris une restructuration
systématiquement du Secrétariat. Ainsi, un nouveau département intégré de
développement humain a été créé qui englobe la santé, l'éducation, le développement
socio-économique, la gouvernance et Justice et paix. Ce nouveau département est
effectivement Caritas Ghana en ce qui concerne sa raison d'être, son rôle et ses
responsabilités. Il devrait faciliter les programmes de développement intégré dans tous
les secteurs, mener le plaidoyer politique public, engager des ressources durables et
démontrer l'impact de l'Eglise dans les résultats de développement. La mise en œuvre
effective de la restructuration, notamment en ce qui concerne le département du
développement, a commencé en 2011. Après moins d'un an d'écoute, de consultation
et de dialogue avec les différents intervenants internes et externes, un cadre commun
de programme, un plan d'action sociale, une auto-évaluation organisationnelle, une
stratégie de communication et un plan de viabilité ont été élaborés. Ceux-ci sont
devenus nos points de référence pour la collaboration fraternelle.
Ainsi le processus de développement organisationnel a facilité la collaboration
fraternelle avec un mécanisme de financement non-catholique au Ghana. Cependant,
ce processus de développement organisationnel et les pratiques ont aussi permis une
coopération stratégique avec d'autres partenaires tels que Caritas Africa, Misereor et
Catholic Relief Services (CRS), pour n'en nommer que quelques-uns. Misereor étudie
actuellement notre proposition pour régler les lacunes identifiées dans notre évaluation
interne des bureaux de développement diocésain (Caritas diocésaine). Le Catholic Relief
Services au Ghana discute avec nous un cadre de partenariat au sein de leur nouvelle
stratégie pour la période 2014-2016.

Organizational Self-Assessment, Communication Strategy and Sustainability

Working with STAR-Ghana
STAR-Ghana means Strengthening
Transparency and Accountability Responsiveness in Ghana. It is a pooled
funding mechanism for Civil Society
and Parliament. The contributing
donors to STAR-Ghana are UK-Aid
(DfID), DANIDA, European Union
and USAID. STAR-Ghana funding is
awarded on competitive basis and Civil
Society Organizations that qualify are
those who demonstrate rigour in

organizational policies and management, programme development, evidence of impact/results, value for
money approaches and sus-tainability.
The restructuring and organizational
framework processes and documents
have given us an edge in our cooperation with STAR-Ghana. For instance,

out of five bids that we have so far put
in, we were successful in four and
awarded varying levels of grants in each
case. Through this cooperation, the
Department of Human Develop-ment
at the National Catholic Secretariat has
facilitated the advocacy efforts of the
Ghana Catholic Bishops’ Conference.

Thus, there are ongoing national dialogue
to develop a Partnership Agreement
between Government and Faith-Based
Organi-zations in the establishment and
management of basic-level schools. The
Ministry of Education has now drafted a
Partnership Agreement which is now
being negotiated for formalization.
Efforts are also ongoing to mainstream
inclusive educational policy development
through multi-stakeholder dialogue and
learning. Our Regional Managers of Education are receiving half-yearly grants to
bring together diverse Education Managers for Peer-Learning. The best practices

Em 2010, comprometeu-se a Conferência Episcopal em Gana uma reestruturação
sistemática da Secretaria. Assim, um novo departamento de desenvolvimento humano
integrado foi criado que inclui saúde, educação, desenvolvimento sócio-económico,
governação e justiça e paz. Este novo departamento é na verdade Caritas Gana
considera a sua razão de ser, o seu papel e suas responsabilidades. Deve facilitar os
programas de desenvolvimento integrado em todos os sectores, realizar a defesa de
políticas públicas, comprometimento de recursos sustentáveis e demonstrar o impacto
da Igreja nos resultados de desenvolvimento. A efetiva implementação da
reestruturação, particularmente no que se refere ao departamento de desenvolvimento,
iniciado em 2011. Após menos de um ano a ouvir, a consulta e o diálogo com as
diferentes partes interessadas internas e externas, um quadro comum do programa,
um plano de ação social, uma auto-avaliação organizacional, uma estratégia de
comunicação e um plano de sustentabilidade foram desenvolvidos. Estes tornaram-se
nossos pontos de referência para a cooperação fraternal.
Assim, o processo de desenvolvimento organizacional tem facilitado a cooperação
fraterna com um mecanismo de financiamento não-católicas no Gana. No entanto,
este processo de desenvolvimento organizacional e práticas permitiram também uma
cooperação estratégica com outros parceiros como a Caritas África, Misereor e católica
Relief Services (CRS), para citar alguns. MISEREOR é estudar a nossa proposta para

também com parceria direta da Diocese
de Santiago, através do fornecimento
de terra e as famílias beneficiárias
através de seus com-promissos, dá vida
ao projeto. Sem o compromisso e o
encorajamento do técnico Chico Brasil, a imple-mentação do projeto
seria mais difícil. No momento existem

Caritas Cape Verde

"Agroecological Production:" a new way of cultivation
Caritas Cape Verde has developed over the years various activities to improve the
quality of life of families and with a view to empowering them. One of these activities
is the training in Agroecological Production.
This project of Caritas Cape Verde has benefitted from the funding and partnership
of the Caritas Luxembourg Foundation and the John Paul II Foundation for the Sahel,
but also with direct partnership of the Diocese of Santiago, through the provision of
land and the beneficiary families through their commitment. Without the commitment
and the encouragement of coach Chico-Brazil, the implementation of the project would
have been more difficult. Presently, the Ministry of rural development - delegation of
São Domingos is helping to combat grasshoppers and some pests. There are partners
that are coming back, like the Embassy of Israel in Dakar, and we are in search of new
partners.
This project aims to improve the living conditions of families in the municipalities of
Ribeira Grande de Santiago and São Domingos, promote food security and sustainable
development through agroecological production. Thus Caritas is promoting this type
of production in the communities where agriculture is the main support.
More than 3 500 plants have been planted, but not all the seeds have germinated, so
we have been produced between June and October 2 558 plant - trees. All the vegetable
plants were produced in the nursery. Lettuce; beetroot, radish among others.

Girls’ Education:
Sierra Leone - Going The Extra Mile

I

t’s amazing where life takes you;
the people that are peppered across
your path. Never would I have
thought that one day I’d be sitting at a
sturdy kitchen table with two missionary priests from the Philippines,
high up in the leafy mountains of Sierra
Leone, West Africa.
But that’s exactly where I was last June,
eating sweet potato leaf stew and
discussing the challenges of global
development … and human emotion.
Father Patrick and Brother Joeven
belong to the Xaverian Mission, a
religious community inspired by the life
of St Francis Xavier, one of the first
Jesuits. They live in a village called
Mongo Bendugu, in the district of
Koinadugu – one of the poorest and
most remote areas in the country. A
district in which Catholic Relief
Services is working alongside Caritas
Sierra Leone in nearly 200 schools to
improve buildings, provide nutritious
meals for children and teachers and to
train those teachers in better quality
learning methods.

If I needed proof that CRS takes its
work off the beaten track, I had it. We
were past the world of electricity and
running water. Even past a radio signal
or a cell phone network. To get to the
Mongo chiefdom, we traveled 8 hours
from the capital Freetown on some of
the most breathtakingly difficult roads
I’d ever seen. One colleague described
it as “like driving in a washing
machine”. My shaken bones would
agree. But what we saw as we made our
way was breathtaking too. We drove
through verdant greens and morning
mists, by hissing cicadas and brightly
colored butterflies, past villages with
conical palm-roofed huts. A monkey
would make a dash for it across the
road. Pygmy goats with their jiggling
tails were in less of a hurry. And the
cow munching on a mango simply
didn’t want to move. It felt like another
world.

a husband to relieve the financial
burden that the girl represented. Her
mom didn’t agree, and instead
increased her own work in the fields,
selling the extra produce to try and
cover what the girl needed. I asked
another young girl who was 12 years of
age, “Do you think that men and
women are equal?” The answer came
back without hesitation, her head a little
bowed. “No.”

When faced with such beliefs and
traditions, as a woman from the
developed world, it’s hard to know what
to think or how to react. I can’t help but
feel pained – but I also know that
wading in condescendingly is not the
way forward either. I take some comfort
in knowing that CRS projects so often
target women and girls (as well as
helping men and boys) in order to

kind of provider and so, hopefully, gains
more respect.
Father Patrick and Brother Joeven also
help out in the schools near where they
live. Patrick teaches Math to the older
kids; Joeven likes to be with the infants.
That’s alongside serving the needs of
the parish – they set up Mary, Queen
of the Apostles a few years back. Each
morning they ring the makeshift bell
(which is, in truth, an old gas canister!)
to call people to the 6.30 Mass. The
challenges are many in this area of
extreme poverty. It’s not an easy life,
they confide to me.
Though in this far-off corner of the
country there is still openness, joy,
tolerance. At a village meeting hosted by
CRS, a few dozen men and women
gather to hear the latest on how the
village can move forward. It’s a
predominantly Muslim area so we open
with a Muslim prayer and also a Christian

one. I’d never witnessed
this before and was
touched by how beautiful
a gesture it was. Instead of
the all-too-common suspicion and mistrust between
religions, here was a real
coming together.
I’m asked to make a little
speech, which I do,
through an interpreter. A
dog rushes in and makes
me jump, which raises a
laugh! The elders present
me with kola nuts, symbols
of life and love. At the
primary school we visit
later, the kids are assembled
to sing us a welcome: The
Unity Song. Their little
voices pull together in the
refrain “We are all one!”

volonté ; car elle exige plutôt un
personnel bien formé et des moyens
qu’on ne peut trouver sur place. C’est
une entreprise qui exige un partenariat
et une intervention des personnes ou
des organisations qui possèdent plus de
moyens. Une collaboration avec les
Caritas des pays riches est nécessaire et
incontournable.
C’est dans cette optique que Caritas
Internationale Belgique a initié des
projets de soutien aux initiatives locales
d’augmentation de la production qui
sont exécutés avec la collaboration de
Caritas Burundi comme le projet

A necessary and efficient partnership
Burundi is a small country in Central Africa that extends over an area of 27 834 square
kilometres with a population of about 8 million people. The rural population lives on
hills overlooking stunning valleys that are overexploited because more than 85% of
Burundians live on agriculture only.
Problems related to agriculture and food are the challenges faced by the middle class
population. With the creation of a Food Security Department, Caritas Burundi has
made agricultural production the cutting edge of its strategy. Nevertheless, increase
the productivity of the soil is an activity that it is impossible to achieve with only
goodwill; because it requires a rather well-trained personnel and means to be found
on-site. It is an endeavour that requires partnership and the intervention of persons
or organizations that have more resources. Collaboration with Caritas of rich countries
is necessary and unavoidable.
It is in this context that Caritas International Belgium has initiated projects to support
local initiatives to increase production in collaboration with Caritas Burundi.

espite developmental challenges such as harmful economic
systems, conflict, environmental factors such as adverse climatic
variations resulting to drought and
floods; Sub-Saharan Africa continues
to record strong economic growth1.
Positive achievements have been
realised in development efforts geared
towards empowering the lives of the
poor and the vulnerable living especially
in marginalised and rural areas.
However, despite recording positive
economic growth, majority of people
living in the Sub Saharan Africa still live
in poverty. Political instability, internal
and cross border conflicts, high
inflation rates and hunger only but
worsen the situation. The African
Human Development Report 2012
notes that Sub-Saharan Africa has the
highest prevalence of hunger in the
world2. For instance, across Africa
today; millions of people do not have
access to food and safe drinking water3.

Malgré une croissance économique positive, la majorité des habitants de l'Afrique
subsaharienne vit toujours dans la pauvreté. L'instabilité politique, les conflits internes
et transfrontaliers, les taux élevés d'inflation et la faim ont aggravé la situation. Le
Rapport 2012 du développement humain en Afrique fait remarquer que l'Afrique
subsaharienne a la plus forte prévalence de la faim dans le monde. Ainsi, dans toute
l'Afrique aujourd'hui, des millions de personnes n'ont pas accès à la nourriture et à
l’eau potable.
Pendant la sécheresse 2008/2009 au Kenya, des millions de Kenyans ont été affamés.
Les personnes les plus touchés étaient les femmes et les enfants surtout ceux qui vivent
dans les régions arides ou semi-arides du Kenya. L'Eglise, le gouvernement du Kenya,
la sociétés civile du Kenya, les partenaires de développement étaient tous unis pour
un cause commune, pour nourrir les affamés au cours de cette crise humanitaire.
Pour sauver des vies, la famille Caritas à travers le monde a collaboré pour apporter
son aide. Des millions de Kenyans ont reçu l'aide des secours d'urgence si nécessaires.
C'est ce que Caritas en famille peut faire habilement. Donner de l'espoir, de l’amour
et des soins par des actes de charité.
Lorsque nous sommes unis en tant qu’'identité catholique, en tant qu'organes de
développement dans nos pays respectifs et collaborons en partageant les ressources à
notre disposition, nous comme famille Caritas sommes capables de relever les défis
auxquels nous faisons face, comme témoins du Christ dans nos efforts de

living in the Arid and Semi-Arid Lands
(ASALs) of Kenya. The Church, the
government of Kenya, Civil Societies
of Kenya (CSOs), Development Partners; were all united for a common
course; to feed the hungry during that
humanitarian crisis.
To save lives of many Kenyans from
hunger, ‘Caritas’ family throughout the
world stretched their hands to help.
Millions of Kenyans received the
urgently and badly needed relief aid.
That is what Caritas as a family can ably
do. Give hope, love and care through
acts of Charity.
With increasing numbers of needy cases
coupled with limited resources; it is a
challenge to meet all the kinds of needs
that require attention. With newer
challenges emerging everyday such as
terrorism acts like in the recent incident
that claimed 67 lives in the ‘West Gate
Shopping Mall Terror Attack’ in Kenya; it
is evident that now more than ever,
Caritas Family must be united, open to
new ideas and explore newer working
frontiers to achieve our common goal
which is to help the poor through relief

Fraterna cooperação e comunhão
Apesar do crescimento económico positivo, a maioria dos habitantes da África
subsaariana ainda vive na pobreza. Instabilidade política, de conflitos internos e
transfronteiriça, altas taxas de inflação e fome têm piorado a situação. O
desenvolvimento humano de África 2012 relatório observa que a África Subsariana
tem a maior prevalência da fome no mundo. Assim, em toda a África hoje, milhões
de pessoas não têm acesso a alimentos e água potável.
Durante o 2008/2009 para a seca do Quênia, milhões de quenianos estavam com fome.
As pessoas mais atingidas eram mulheres e crianças especialmente aqueles que vivem
em regiões áridas ou semi-áridas das regiões do Quênia. A igreja, o governo do Quénia,
as sociedades civis do Quênia, desenvolvimento parceiros eram todos Unidos por uma
causa comum, acabar com a fome nesta crise humanitária.
Para salvar vidas, a família Caritas ao redor do mundo trabalhou para fornecer
assistência. Milhões de quenianos receberam a assistência de emergência, se necessário.
Isto é família Caritas que habilmente. Dar esperança, amor e cuidados através de actos

Quando estamos unidos como qu ' identidade Católica, como órgãos de

es 14 et 15 octobre 2013, la
CADEV-Niger a organisé dans
les locaux du Secours Catholique
Caritas France à Paris une rencontre avec
ses partenaires pour échanger sur les
résultats de l’évaluation à mi parcours de
son Plan Stratégique 2012-2016. Celle-ci
a regroupé les responsables de la Caritas
Développement Niger (CADEV Niger)
et les représentants de huit organisations
partenaires (Caritas International Belgique, Caritas Allemagne, Secours Catholique Caritas France, CAFOD, CRS
Niger, Misereor, Kindermissionswerk,
Caritas Danemark).

C’est dire que des éléments de Gestion
des Ressources Humaines sont progressivement introduits au niveau de la

Partners Support Caritas Mozambique in Organizational Development
through “Fraternal Cooperation and Communion”
From August 2013, Caritas Moçambicana with support from
CAFOD, Trocaire and Caritas Spain, has been undergoing a
process of re-structuring of the general secretariat.
This process includes the production of the first Strategic Plan of
Caritas Moçambicana since its existence in 1977. It also includes the
production of human resources, administration and financial
procedure manual in order to fit to the current institutional demands.
In order to reach the planned objectives of this process, all the 12
Diocesan Caritas in Mozambique met in August, in Marera, Chimoio
Diocese four days and discussed the future of Caritas Moçambicana
focusing on the CI and CA strategies. The main points in the agenda
were the revision and update of Caritas Moçambicana Statutes and
Directory and the production of the Strategic Plan which will guide
Caritas Mocambicana´s activities for the next 5 years, 2014-2019.

In order to have a more technical and quality results we decided
to hire the former Trocaire country representative for
Mozambique to assist us as facilitator of the process, an idea that
was well received by our partners. The result so far has been a
very good one, especially where contribution from Diocesan
Caritas is concerned. Everyone feels part of this process and
waiting for the final version in order to put it in practice.
Caritas Moçambicana, being member of CI Confederation and
having received financial support from CAFOD, Trocaire and
Caritas Spain, decided to share and get contributions from other
CI members in order to have their inputs before it is finally
approved by the Bishops Conference. We have gone far with
this process because in four months we managed not only to
involve the twelve Dioceses but also some of our key partners
who have already commented on the Strategic Plan.

The A2P-DIRO Programme The Secours Catholique - Caritas France has partnered since many years with some other Caritas organizations, Diocesan Caritas as well as National Caritas. In 2011, the Secours Catholique - Caritas France launched the A2P-DIRO programme : Institutional development and organisational strengthening through personalized and close accompaniment. It aims at increasing the capabilities of the francophone African Caritas with the beneficiary populations, in the fight against poverty, and so that they may be able to influence social policy. Eleven national Caritas take advantage of this programme. They are the following Caritas: from Benin, Burkina Faso, Burundi, Congo, Côte d'Ivoire, Mali, Niger, the Democratic Republic of Congo, Senegal, Chad and Togo. These Caritas organisations receive training provided by experts according to their specific needs (human resources management, project management, administrative and financial management, governance), and experience-sharing workshops are organized. The program allows them to become more efficient in the definition and implementation of their development programmes, to improve actions on the ground, to obtain more grants and increase the number of accompanied people. Two years after the launch of the program, the Caritas members and the partners involved in the process gathered in Lourdes, France, from 7 to 11 October 2013. This meeting also welcomed representatives of the Church of France and many actors of the Caritas network interested in the programme. Dois anos depois do lançamento do programa, os membros das Caritas e os parceiros envolvidos no processo encontraramse em Lourdes, França, de 7 à 11 de Outubro de 2013. Este encontro também recebeu os representantes da Igreja da França e muitos actores da rede Caritas interessados no programa. Caritas Ghana Fraternal Cooperation for Development Results in Ghana T he National Catholic Secretariat (NCS) is the official secretariat and implementing agency of the programmes and policies of the Ghana Catholic Bishops’ Conference (GCBC). In 2010, the Episcopal Conference in Ghana undertook well-informed and systematically planned restructuring of the Secretariat. The restructuring aimed to achieve a well fit-for-purpose organization. As a result, a new integrated Department of Human Development was created that encompassed Health, Education, Socio-Economic Development and Governance, Justice and Peace. The new Department of Human Development is effectively Caritas Ghana in terms of rationale, roles and responsi- bilities. The Department was expected to facilitate integrated development programming across sectors, lead in proactive public policy advocacy, undertake sustainable resource mobilization, and demonstrate impact of the Church in development results. Effective implementation of the restructuring, especially with respect to the Department The Ghana Catholic Bishops Conference and the Constitutional Review Implementation Committee (CRIC) after a lobby meeting for the inclusion of the Right to Health in the New Constitution of Ghana. Caritas Ghana La coopération fraternelle en vue du développement En 2010, la Conférence épiscopale au Ghana a entrepris une restructuration systématiquement du Secrétariat. Ainsi, un nouveau département intégré de développement humain a été créé qui englobe la santé, l'éducation, le développement socio-économique, la gouvernance et Justice et paix. Ce nouveau département est effectivement Caritas Ghana en ce qui concerne sa raison d'être, son rôle et ses responsabilités. Il devrait faciliter les programmes de développement intégré dans tous les secteurs, mener le plaidoyer politique public, engager des ressources durables et démontrer l'impact de l'Eglise dans les résultats de développement. La mise en œuvre effective de la restructuration, notamment en ce qui concerne le département du développement, a commencé en 2011. Après moins d'un an d'écoute, de consultation et de dialogue avec les différents intervenants internes et externes, un cadre commun de programme, un plan d'action sociale, une auto-évaluation organisationnelle, une stratégie de communication et un plan de viabilité ont été élaborés. Ceux-ci sont devenus nos points de référence pour la collaboration fraternelle. Ainsi le processus de développement organisationnel a facilité la collaboration fraternelle avec un mécanisme de financement non-catholique au Ghana. Cependant, ce processus de développement organisationnel et les pratiques ont aussi permis une coopération stratégique avec d'autres partenaires tels que Caritas Africa, Misereor et Catholic Relief Services (CRS), pour n'en nommer que quelques-uns. Misereor étudie actuellement notre proposition pour régler les lacunes identifiées dans notre évaluation interne des bureaux de développement diocésain (Caritas diocésaine). Le Catholic Relief Services au Ghana discute avec nous un cadre de partenariat au sein de leur nouvelle stratégie pour la période 2014-2016. The restructuring and organizational framework processes and documents have given us an edge in our cooperation with STAR-Ghana. For instance, out of five bids that we have so far put in, we were successful in four and awarded varying levels of grants in each case. Through this cooperation, the Department of Human Develop-ment at the National Catholic Secretariat has facilitated the advocacy efforts of the Ghana Catholic Bishops’ Conference. Thus, there are ongoing national dialogue to develop a Partnership Agreement between Government and Faith-Based Organi-zations in the establishment and management of basic-level schools. The Ministry of Education has now drafted a Partnership Agreement which is now being negotiated for formalization. Efforts are also ongoing to mainstream inclusive educational policy development through multi-stakeholder dialogue and learning. Our Regional Managers of Education are receiving half-yearly grants to bring together diverse Education Managers for Peer-Learning. Das muitas atividades desenvolvidas constam aposta na Formação da Produção Agroecológica. É um projeto da Cáritas Caboverdiana que conta com o financiamento e parceria da Fundação Caritas Luxemburgo, da Fundação João Paulo II para o Sahel e Caritas Caboverdiana, mas também com parceria direta da Diocese de Santiago, através do fornecimento de terra e as famílias beneficiárias através de seus com-promissos, dá vida ao projeto. Never would I have thought that one day I’d be sitting at a sturdy kitchen table with two missionary priests from the Philippines, high up in the leafy mountains of Sierra Leone, West Africa. But that’s exactly where I was last June, eating sweet potato leaf stew and discussing the challenges of global development … and human emotion. Father Patrick and Brother Joeven belong to the Xaverian Mission, a religious community inspired by the life of St Francis Xavier, one of the first Jesuits. They live in a village called Mongo Bendugu, in the district of Koinadugu – one of the poorest and most remote areas in the country. A district in which Catholic Relief Services is working alongside Caritas Sierra Leone in nearly 200 schools to improve buildings, provide nutritious meals for children and teachers and to train those teachers in better quality learning methods. If I needed proof that CRS takes its work off the beaten track, I had it. We were past the world of electricity and running water. Even past a radio signal or a cell phone network. To get to the Mongo chiefdom, we traveled 8 hours from the capital Freetown on some of the most breathtakingly difficult roads I’d ever seen. One colleague described it as “like driving in a washing machine”. My shaken bones would agree. But what we saw as we made our way was breathtaking too. We drove through verdant greens and morning mists, by hissing cicadas and brightly colored butterflies, past villages with conical palm-roofed huts. A monkey would make a dash for it across the road. Pygmy goats with their jiggling tails were in less of a hurry. And the cow munching on a mango simply didn’t want to move. It felt like another world. father had refused to pay her secondary school fees, hoping instead to find her a husband to relieve the financial burden that the girl represented. Her mom didn’t agree, and instead increased her own work in the fields, selling the extra produce to try and cover what the girl needed. I asked another young girl who was 12 years of age, “Do you think that men and women are equal?” The answer came back without hesitation, her head a little bowed. “No.” When faced with such beliefs and traditions, as a woman from the developed world, it’s hard to know what to think or how to react. I can’t help but feel pained – but I also know that wading in condescendingly is not the way forward either. Father Patrick and Brother Joeven also help out in the schools near where they live. Patrick teaches Math to the older kids; Joeven likes to be with the infants. That’s alongside serving the needs of the parish – they set up Mary, Queen of the Apostles a few years back. Each morning they ring the makeshift bell (which is, in truth, an old gas canister!) to call people to the 6.30 Mass. The challenges are many in this area of extreme poverty. It’s not an easy life, they confide to me. Though in this far-off corner of the country there is still openness, joy, tolerance. At a village meeting hosted by CRS, a few dozen men and women gather to hear the latest on how the village can move forward. It’s a predominantly Muslim area so we open with a Muslim prayer and also a Christian one. I’d never witnessed this before and was touched by how beautiful a gesture it was. Instead of the all-too-common suspicion and mistrust between religions, here was a real coming together. I’m asked to make a little speech, which I do, through an interpreter. A dog rushes in and makes me jump, which raises a laugh! The elders present me with kola nuts, symbols of life and love. La population rurale vit sur des collines qui surplombent de magnifiques vallées qui sont surexploitées car plus de 85% des Burundais vivent uniquement de l’agriculture. Les sols arables deviennent de plus en plus exigus et la méthode culturale est inadaptée. Par surcroît, les cultures sont exposées aux aléas climatiques peu indulgents et ne peuvent que donner une production qui ne peut plus répondre aux autres besoins de la population. Cette dernière se voit alors plongée, toujours davantage, dans une misère sans nom qui porte dangereusement atteinte à la dignité humaine. Les problèmes liés à l’agriculture et l’alimentation forment un ensemble de défis majeurs à relever pour aider la population de classe moyenne, à se hisser au rang d’une société digne. Avec la création d’un département de Sécurité Alimentaire, Caritas Burundi a fait de la production agricole, son fer de lance. Néanmoins, augmenter la productivité des sols est une activité qu’on ne peut pas réaliser avec la seule bonne volonté ; car elle exige plutôt un personnel bien formé et des moyens qu’on ne peut trouver sur place. C’est une entreprise qui exige un partenariat et une intervention des personnes ou des organisations qui possèdent plus de moyens. Une collaboration avec les Caritas des pays riches est nécessaire et incontournable. C’est dans cette optique que Caritas Internationale Belgique a initié des projets de soutien aux initiatives locales d’augmentation de la production qui sont exécutés avec la collaboration de Caritas Burundi comme le projet (Suite en page 22.) Problems related to agriculture and food are the challenges faced by the middle class population. With the creation of a Food Security Department, Caritas Burundi has made agricultural production the cutting edge of its strategy. Nevertheless, increase the productivity of the soil is an activity that it is impossible to achieve with only goodwill; because it requires a rather well-trained personnel and means to be found on-site. It is an endeavour that requires partnership and the intervention of persons or organizations that have more resources. Collaboration with Caritas of rich countries is necessary and unavoidable. It is in this context that Caritas International Belgium has initiated projects to support local initiatives to increase production in collaboration with Caritas Burundi. D espite developmental challenges such as harmful economic systems, conflict, environmental factors such as adverse climatic variations resulting to drought and floods; Sub-Saharan Africa continues to record strong economic growth1. Positive achievements have been realised in development efforts geared towards empowering the lives of the poor and the vulnerable living especially in marginalised and rural areas. However, despite recording positive economic growth, majority of people living in the Sub Saharan Africa still live in poverty. Political instability, internal and cross border conflicts, high inflation rates and hunger only but worsen the situation. The African Human Development Report 2012 notes that Sub-Saharan Africa has the highest prevalence of hunger in the world2. For instance, across Africa today; millions of people do not have access to food and safe drinking water3. Celle-ci a regroupé les responsables de la Caritas Développement Niger (CADEV Niger) et les représentants de huit organisations partenaires (Caritas International Belgique, Caritas Allemagne, Secours Catholique Caritas France, CAFOD, CRS Niger, Misereor, Kindermissionswerk, Caritas Danemark). This process includes the production of the first Strategic Plan of Caritas Moçambicana since its existence in 1977. It also includes the production of human resources, administration and financial procedure manual in order to fit to the current institutional demands. In order to reach the planned objectives of this process, all the 12 Diocesan Caritas in Mozambique met in August, in Marera, Chimoio Diocese four days and discussed the future of Caritas Moçambicana focusing on the CI and CA strategies. The main points in the agenda were the revision and update of Caritas Moçambicana Statutes and Directory and the production of the Strategic Plan which will guide Caritas Mocambicana´s activities for the next 5 years, 2014-2019. In order to have a more technical and quality results we decided to hire the former Trocaire country representative for Mozambique to assist us as facilitator of the process, an idea that was well received by our partners. The result so far has been a very good one, especially where contribution from Diocesan Caritas is concerned. Everyone feels part of this process and waiting for the final version in order to put it in practice. Caritas Moçambicana, being member of CI Confederation and having received financial support from CAFOD, Trocaire and Caritas Spain, decided to share and get contributions from other CI members in order to have their inputs before it is finally approved by the Bishops Conference. We have gone far with this process because in four months we managed not only to involve the twelve Dioceses but also some of our key partners who have already commented on the Strategic Plan.
